【摘要】 能源资源是国民经济正常运行的物质基础,生态环境是人类生产和生活的前提条件。当前节约能源和保护环境已成世界各国可持续发展面临的两个重要问题。由于能源资源中的煤炭、石油、天然气等都是化石能源,其在生产和使用过程中产生的废物是造成生态破坏和环境污染的主要推手;所以节约能源其实就意味着减少污染物的排放,而减少污染物的排放就意味着保护环境。而能源资源被大量消耗的主要原因是能源资源被无价或低价开采和使用,能源资源的价值没有被真实衡量造成的,因此科学、客观、准确地进行能源资源定价对于解决节约能源和保护环境两个问题具有重要的理论意义和现实意义。本文从能源资源定价机制的维度出发,主要致力能源资源定价以下几个方面问题的研究：第一,通过对能源资源性产品定价机制问题的理论体系进行梳理和系统研究,在此基础上总结能源资源性产品定价机制理论研究的总体特征,结合能源资源自身的特点和可持续发展的要求,提出生态环境质量约束的能源资源性产品定价机制。第二,生态环境质量约束条件下能源资源性产品定价机制的构建研究。从理论上讲,生态环境质量约束的能源资源性产品定价机制是由三个模块构成的有机体系,这三个模块分别是定价理论模块、定价模型模块和定价方法模块；其中定价理论模块中主要阐述定价理论基础的基本思想,定价模型模块是对定价理论模块的数学描述,定价方法模块是为定价模型模块提供技术支持。第三,对生态环境质量约束条件下能源资源性产品定价机制基于的综合定价理论,即生态经济价值论、可持续发展理论、环境承载力理论、国民经济核算体系、供求价值论等的基本思想进行阐述；为生态环境质量约束条件下能源资源性产品定价模型的推导和建立提供理论基础。第四,以定价理论和假设条件为前提,运用演绎的方法推理和构建生态环境质量约束条件下能源资源性产品定价模型。生态环境质量约束条件下能源资源性产品定价模型主要包括四个子模型,分别是生态环境质量约束的能源资源性产品供给模型、生产模型、需求模型、供需模型等。第五,运用生态环境质量约束条件下能源资源性产品定价模型以甘肃省为实证分析和经验检验对象,对甘肃省生态环境质量测算及其特征分析的基础上,测算甘肃省静态和动态生态环境质量约束条件下能源资源性产品的价格,并与当期能源资源的实际价格进行比较,同时分析和总结甘肃省静态和动态环境质量约束条件下能源资源性产品价格的变化特征和变化规律。更多还原

【Abstract】 Energy resources are the material foundation for the normal operation of the national economy, the ecological environment is a prerequisite for human life and production.Both energy conservation and environmental protection have become the two important issues facing the world sustainable development. Because the energy resources of coal, petroleum, natural gas are fossil fuels, which produces waste in the process of production and use, this is a major factor in ecological destruction and environmental pollution; saving energy actually means for reducing pollutant emissions, and reduce pollutant emissions means to protect environment. Energy resources is exploited and used at a low price, and the true value of energy resources is not measured which result in a large number of energy resources consumed.therefore it’s significant in theory and in reality for solving two questions of energy conservation and environmental protection to make the scientific, objective, accurate price of energy resources. From the price making mechanism of energy resource product dimension, this article focuses on the following research of energy resources pricing:Firstly, Through carding and studying on the price making mechanism of energy resource product systematically, based on this we sum up the characteristics the price making mechanism of energy resource product. Then according to the characteristics of energy resources and the requirements of sustainable development, we put forward the price making mechanism of energy resource product restricted by ecological environment quality.Secondly, Study on the construction of the price making mechanism of energy resource product restricted by ecological environment quality. Theoretically speaking, the price making mechanism of energy resource product restricted by ecological environment quality is an organic system composed of three modules, these three modules are the price making theory module, the price making model module and the price making method module. The price making theory module mainly expounds the basic idea of pricing theory, the price making model module mainly describes the price making theory module by means of the language of mathematics, the price making method module mainly provide technical support for the price making model module.Thirdly, The price making mechanism of energy resource product restricted by ecological environment quality is based on ecological economic value theory, sustainable development theory, environmental carrying capacity theory, System of National Accounting, the value theory of supply and demand; which offer the theoretical foundation for the derivation and the establishment of the price making model of energy resource product restricted by ecological environment quality.Fourthly, On account of the pricing theory and assumptions, the price making model of energy resource product restricted by ecological environment quality is deduced and established. The price making model of energy resource product restricted by ecological environment quality mainly includes four sub-models, which are the energy resource products supply model restricted by ecological environment quality, the production model restricted by ecological environment quality, the energy resource product demand model by ecological environment quality, the energy resource product supply and demand model by ecological environment quality.Fifthly, We regard Gansu Province as the empirical analysis and empirical test object, and utilize the price making model of energy resource product restricted by ecological environment quality to guess and estimate the ecological environment quality in Gansu Province and the static and dynamic price of energy resource product restricted by ecological environment quality in Gansu Province. At the same time, we analyze and sum up the characteristics of ecological environment quality and the Variation characteristics and change regulation of the static and dynamic price of energy resource product restricted by ecological environment quality in Gansu Province.更多还原
