【摘要】 区域绿色经济的发展,离不开绿色创新的驱动。绿色创新不断拓展新绿色经济增长点,为区域绿色经济发展提供不竭动力。绿色创新是将环境友好原则整合在创新全过程的发明创造,绿色创新及其成果的应用,一方面有利于传统技术的改造与升级,降低原有技术对环境的危害,另一方面有利于在促进经济发展的同时,不给环境造成额外的负担。区域绿色创新是区域内创新主体与外部环境相互作用的产物,这些相互作用包括线性和非线性的相互作用。基于绿色经济的区域创新生态系统是对传统区域创新生态系统的转变和发展,是推动绿色创新的重要方式。基于绿色经济的区域创新生态系统是绿色经济与区域创新生态系统的结合,为传统区域创新生态系统的转变与发展提供了价值导向。已有学者研究和揭示绿色经济、区域创新系统、区域创新生态系统的内涵和外延,但是还未有学者从绿色经济的角度来研究区域创新生态系统。本文借鉴以往学者的研究经验和成果,分析了基于绿色经济的区域创新生态系统结构与功能,对基于绿色经济的区域创新生态系统的形成、运行与演化一般过程与基本特征进行分析,提出基于绿色经济的区域创新生态系统的政策体系,为构建与提升基于绿色经济的区域创新生态系统提供借鉴。本文主要创新点在于：(1)分析了基于绿色经济的区域创新生态系统结构与功能。本文从生态学视角,分析了基于绿色经济的区域创新生态系统研究的含义与特征。在以往学者研究成果的基础上,提出了基于绿色经济的区域创新生态系统的构成要素、结构与功能。(2)分析了基于绿色经济的区域创新生态系统的形成过程、运行机制与演化规律。首先,对系统的形成进行研究,通过分析系统形成的条件、创新主体的成长、创新群落及创新生态网络的形成、创新资源的集聚与流动,探讨了系统的形成条件与过程；其次,对系统运行进行研究,通过分析系统的动力机制、新陈代谢机制、保障机制,探讨了各种机制在系统运行中的作用,并通过实证研究,对基于绿色经济的我国各区域创新生态系统运行效率进行分析,并提出相应对策建议；最后,对系统的演化进行研究,通过分析系统演化的一般过程与普遍规律,探讨了基于绿色经济的区域创新生态系统的演化特点与规律,构建演化博弈模型分析创新主体绿色创新行为的演化特征与稳定策略均衡,并提出相应对策建议。(3)提出了基于绿色经济的区域创新生态系统的政策体系。在对系统的形成过程、运行机制、演化规律研究的基础上,构建了基于绿色经济的区域创新生态系统的政策保障体系,包括系统形成、运行、演化的基础、保障、引导政策体系,增强政策的针对性、准确性与可操作性,为构建与提升基于绿色经济的区域创新生态系统提供政策支持。更多还原

【Abstract】 Green innovation is a necessary condition for the development of green economy. Green innovation which continuously expand new green economic growth provide an inexhaustible motive force for regional green economy. Green innovation is the product of the interaction between various elements of the innovation system which is oriented by green economy. The regional innovation ecosystem in the context of green economy is the result of transition and development of tradition regional innovation system.whcih is an important way to promote green innovation.The regional innovation ecosystem in the context of green economy is a combination of green economy and regional innovation ecosystem,which provide a value-oriented for the transiton and development of traditional regional innovation system. Some scholars have revealed the connotation and extension of green economy and regional innovation ecosystem from different perspectives, but there is no one scholar to research on the regional innovation ecosystem from the perspective of green economy. The paper draws the results of researcher about green economy and regional innovation ecosystem which come from previous scholars, and analyzes the meaning, the frame structure and function among the innovation subjects of the regional innovation ecosystem in the context of green economy, On this basis, I analyzes the formation,the operation,the evolution of the regional innovation ecosystem in the context of green economy, in the end, propose policy system for the construction and upgrading of the regional innovation ecosystem in the context of green economy.There are three innovative work in this paper.(1)The paper build a theoretical system for the regional innovation ecosystem in the context of green economy.the regional innovation ecosystem in the context of green economy is based on the theory of economics, management, ecology and other basic subjects through bionics metaphor analysis paradigm, proposed the components frame structure, and function of the regional innovation ecosystem in the context of green economy.(2)The paper analyses the formation, the operation mechanism and evolution of the regional innovation ecosystem in the context of green economy. First, the paper analysed the formation of the system on the basis of studying the formation conditions of the system,the growth of innovation subjects and the formation of innovation community and innovative ecological networks; Secondly, the paper researched on the operation of the system via dynamic mechanism, synergy and Symbiotic mechanism, metabolic mechanism, security mechanism, discussed the role of the various mechanisms in the system, through empirical research propose appropriate countermeasures; Finally, the paper researched on the evolution of the system,discussed the evolution of the system by analyzing the general process and universal law, analysed the evolution of the characteristics and laws of the regional innovation ecosystem in the context of green economy, construct evolutionary game model to analyzes evolution of green innovation of innovation subjects and stability strategy equilibrium, puts forward suggestions.(3)The paper propose policy system for the construction and development of the regional innovation ecosystem in the context of green economy. On the basis of research on the formation process, operation mechanism, the evolution of the system, policy support system was constructed for the regional innovation ecosystem in the context of green economy, including the foundation,the security and guidance system, enhancing policy relevance, accuracy and maneuverability, provide theoretical support and practical guidancefor the building and running of the regional innovation ecosystem in the context of green economy.更多还原
