科学发展观视域下的区域可持续发展能力研究

【摘要】 可持续发展的本质是实现经济、社会、资源和环境的协调发展,在满足当代人需要的同时,不损害后代人的需求和利益。由于不同区域其资源禀赋、环境条件和经济社会发展之间存在较大区别。因此,对可持续发展和可持续发展战略的研究需要落实在一个特定的区域上。近年来,随着区域可持续发展相关研究的不断深入和区域可持续发展战略的具体实施,人们越来越意识到,区域可持续发展能力是区域可持续发展战略目标实现的前提和基础,它从根本上决定着可持续发展战略实施的方向和落脚点及其实现程度,集中体现着区域的发展潜力和发展后劲。因此,开展区域可持续发展能力研究,分析其内涵与构成、形成机理、定量评价以及能力建设等,具有重要的理论与现实意义。本文在总结和借鉴前人研究成果的基础上,对科学发展观视域下的区域可持续发展能力进行了较为深入的研究,并得出相应的结论。(1)区域可持续发展能力作为一个较新的研究领域,其形成与发展也有相应的理论溯源。本文从区域发展理论、可持续发展理论、能力理论和系统科学理论等方面,对区域可持续发展能力的相关理论进行了总结和归纳,从而为本研究分析框架的构建以及后续研究的开展奠定了理论基础。(2)区域可持续发展能力是一个复杂的系统结构,具有区域性、综合性和复杂性等特征。本文结合上述理论分析,界定了区域可持续发展能力的内涵,运用系统科学的思想和成果,将区域可持续发展能力看作是支撑能力、发展能力、协调能力和持续能力等四个子系统所构成的有机系统,并分析了各子系统的具体构成及其相互作用。在研究方法上,运用专家群体问卷调查和灰色统计分析法,对区域可持续发展能力的构成指标进行量化筛选,明确了区域可持续发展能力的系统构成,同时也为后续评价研究奠定了前提基础。(3)区域可持续发展能力的形成过程是一个多要素耦合的过程。本文首先分析了区域可持续发展能力形成的逻辑起点,即人类需求的变化和需求缺口的补充对区域可持续发展能力的形成所起到的诱发作用。其次,从信息化、新型工业化、市场化、新技术化和制度优效化等五个方面阐述了区域可持续发展能力形成的推进因素。再次,结合上述两方面的分析,构建了区域可持续发展能力形成的动力机制模型。最后,从区域可持续发展能力各构成子系统间的协同关系和协同度的测量方面,对区域可持续发展能力形成的协同机制进行了分析。(4)对区域可持续发展能力开展定量评价,可有效识别其进展程度,为可持续发展战略的制定提供科学依据。本文借助上述经过科学检验的指标体系作为区域可持续发展能力评价指标体系,并依据科学性、简单实用性原则构建了综合评价模型,然后,为了验证了评价模型的科学性与合理性,以内蒙古呼、包、鄂三个地区为例,通过数据收集与处理,运用该评价模型,对三个地区的可持续发展能力进行纵向、横向评价,并得出了三个地区可持续发展能力的变化特点和发展规律。(5)区域可持续发展能力建设的成效、综合支撑作用的强弱在很大程度上决定着区域可持续发展的命运。本文结合区域可持续发展能力建设的内涵与实践,从基础支持能力建设、持续带动能力建设、社会软性能力建设和政府调控能力建设等四方面构建了区域可持续发展能力建设体系,结合各能力建设子系统的特点,系统阐述了其建设内容和建设对策等,从而为有效培育区域可持续发展能力、真正落实区域可持续发展战略目标等奠定基础。(6)可持续发展能力系统存在于可持续发展力系统之中,并通过可持续发展力,转化为推进可持续发展的现实动力。本文提出了可持续发展力及其系统的概念,解析了其内部潜在支撑力、发展能动力、协调聚集力、互动持续力子系统的关系;构建了原动力、学习力、创新力、科技力和调控力的推进要素体系;研究探讨了可持续发展的动力机制,即从可持续发展力的推进体系,到可持续发展能力推动因素,再将可持续发展能力传导进入可持续发展力系统,最终推进可持续发展系统实现跃迁的基本原理。

【Abstract】 The essence of sustainable development is to achieve the coordinated development of economy, society, resources and environment, and to satisfy the needs of contemporary people without detriment of the needs and interests of future generations. Because of remarkable differences between different regions on resource endowment, environmental conditions and economic and social development level, researches of sustainable development and strategy implementation should be carried out according to the specific area. In recent years, it is recognized that regional sustainable development capacity (RSDC) is the prerequisite and basis for the realization of regional sustainable development (RSD) strategies and its strategy implementation. So, the RSDC determines the sustainability and its realization degree of the region, and it is also a concentrated reflection of regional development potential. Therefore, studying on RSDC and analyzing its connotation and composition, the formation mechanism, quantitative evaluation and capacity construction, has important theoretical and practical significance.In this paper, RSDC has been systematically studied based on summarization and reference of previous studies. The major research content is as follows:(1) As a relatively new research field, the development of RSDC has its theoretical roots. The paper summarized the RSDC-related theories from regional development theory, sustainable development theory and capacity theory, which provides a theoretical basis for the analysis framework of this research and following study.(2) As a complex system, RSDC has the characteristics of regional, comprehensive and complexity. Combined with the above theoretical analysis, the concept of RSDC is defined. Then, based on system theory, RSDC has been considered as a organic system, which composed of basic supporting capacity, development capacity, coordination capacity and sustainability capacity. Thirdly, RSDC composition indicators are screened with expert questionnaire and grey statistical analysis. Finally, the system structure of RSDC is defined, which also laid the foundation premise for the follow-up evaluation.(3) The formation of RSDC is a multi-factor coupling process. Firstly, Logical starting points of RSDC are analyzed from changes and supplements of human needs. Secondly, the promoting factors is explored from the informatization, new industrialization, marketization, technological progress and institutional arrangements. Thirdly, coordination mechanism of RSDC is also analyzed from the cooperative relation and synergy measure.(4) Carrying out the quantitative evaluation of RSDC, can effectively identify the degree of progress, and provide scientific basis for the establishment of sustainable development strategy. Firstly, an evaluation index system is built combining with the above research, and a comprehensive evaluation model is also constructed according to scientific principle, simple principle and practical principle. Secondly, the longitudinal and horizontal comparison of RSDC of Hohhot, Baotou and Ordos is made by applying this model. With the evaluation results, characteristics and change of the three regions are concluded.(5) The effects of RSDC construction determines the fate of the regional sustainable development. Firstly, combined with the connotation of RSDC construction and its practice, a system of RSDC construction is built from support capabilities, driving capacities, social order capacities and government regulatory capacities. Secondly, contents and measures of the construction are systematically expounded, and this lay a foundation for the effective foster of RSDC and the achievement of RSD strategy objectives.(6) The ability of sustainable development system is in the sustainable development of power system, which will be the real power to promote sustainable development through the sustainable development of power. This paper puts forward the concept of sustainable development power and its system, analyzed its subsystem of potential internal support, development initiatives, power of coordinating and aggregation, and interaction continuous power; constructed the propulsion system incliding motive, learning ability, innovation ability, the force of science and technology and controlling power; discussed the dynamic mechanism of sustainable development, that is the basic principles of sustainable development system transition, which starts from the sustainable development capacity of propulsion system, to the sustainable development ability of push factors, ultimately promotes the sustainable development ability of conduction into the sustainable development system.
