新时期中国共产党执政文化建设研究

【摘要】 执政文化研究是一个新的话题,对中国共产党执政文化建设的研究也是一个新的课题。进入21世纪以后,中国共产党明确提出以改革创新的精神加强党的建设。执政文化不仅是作为党重要的执政资源而成为执政理论研究的重要内容,更重要的是对执政文化建设过程中遇到的问题进行深入分析,能够进一步提高党的执政科学化水平,是党的建设新的伟大工程的原动力和内驱力。因此,对新时期执政文化建设的研究具有十分重要的理论与实践意义。本文沿着政治文化研究“阐释与建构”两种研究方法出发,在对执政文化的概念、构成要素和功能进行阐释性论述的基础上,对执政文化建设建构性路径进行了探索。对新时期中国共产党执政文化进行历史梳理、回顾执政文化建设过程中取得的成就,深刻揭示当前执政文化建设进程中面临的一些问题,并剖析产生这些问题的主要原因,提出执政文化的建构路径。全文共分为五章：导论部分作为论文撰写的风向标,简要介绍了文章的选题背景和研究意义,目前国内外的研究现状以及选题的研究方法和创新点等基本问题。第一章主要从阐释性研究角度出发,对文化及其相关概念进行梳理,并在此基础上对执政文化进行基本界定。在对执政文化概念界定的基础上,分析执政文化的构成要素,并对执政文化的特征、功能进行探究,为进一步考察中国共产党执政文化的成果以及中国共产党执政文化建设的路径提供理论前提。第二章主要论述了新时期中国共产党执政文化建设的理论渊源、时代背景和重要意义。系统总结了无产阶级革命导师马克思、恩格斯、列宁和以毛泽东同志为核心的中国共产党第一代领导集体关于政党建设的思想,以及吸收和借鉴中国优秀传统政治文化和西方政党文化思想,为执政文化奠定了理论基础。从世情、国情、党情三个维度,重点阐明执政文化建设的时代背景,并分析执政文化建设的重要意义。第三章对新时期中国共产党执政文化建设历程进行考察。沿着执政文化建设的探索、重新确立以及不断深入发展的脉络,简要回顾了新时期中国共产执政文化建设的发展历程。第四章对新时期中国共产党执政文化建设的现状进行了分析。分别从执政价值观的不断发展、执政制度体系的不断完善、执政党形象的不断成熟,以及群众利益表达机制不断扩大几方面,对执政文化建设进程中取得的成就进行了论述。在此基础上,进一步从执政文化建设思想认识、载体要素、执政党形象方面着重阐释了执政文化建设过程中存在的问题,并进一步分析问题产生的原因。第五章着重从建构性的角度对新时期中国共产党执政文化建设的构建路径进行了讨论。重点从构建中国共产党执政价值观、加强中国共产党执政制度文化体系以及塑造良好的政党形象等多方面,分析中国共产党执政文化建设的建构路径。结束语部分着力对整篇文章做一个简要的总结。认识执政文化建设既是一个静态的过程又是一个动态发展的过程。加深对全文的总结性认识。更多还原

【Abstract】 Study on the ruling culture is a new topic research on Chinese communist party culture is a new topic. After entering the21st century, China Communist party clearly put forward to strengthen party building in a spirit of reform and innovation, enhance the party’s ruling ability so as to promote the study of the party’s theory. The ruling culture is not only important as the ruling resources and become the important content in the research of the theory of administration, more important is the in-depth analysis of the ruling culture encountered problems in the construction process, to further improve the scientific level of the party, is the motivation and drive the new great project of Party building. So the new period ruling on culture construction has a very important theoretical and practical significance. In this paper, along the study of political culture "interpretation and construction of two kinds of research methods, based on this concept, the interpretation of the ruling cultural elements and functions, and explores the cultural construction of a constructive path. Full back has China communist party culture. New period of evolution, reviewing the ruling in the process of cultural construction achievements, reveals some problems in the process of the ruling cultural construction, and analyzes the main causes of these problems, focusing on the path of constructing the ruling culture.This paper is devices five parts:The introduction part as the wind vane, a brief introduction of the research background and significance, the research situation at home and abroad and the research methods and innovative points of the party the basic problems.The first chapter mainly from the point of view of the interpretative study, analyzing the culture and its related concepts, and based on the basic definition of the ruling culture. On the basis of defining the concept of administrative culture, analysis the cultural elements, the frame of constructing the ruling cultural construction, and features, the ruling cultural functions of inquiry, provides the basic theoretical premise for further study of the ruling Communist Party History Chinese culture as well as the path Chinese communist party culture.The second chapter discusses the theory origin, Chinese in new period communist party culture background and significance. Summarizes the thought of proletarian revolutionary teachers Marx, Engels, Lenin and Comrade Mao Zedong as the core of the first generation of collective leadership Chinese about Party building, and the absorption and reference Chinese excellent traditional political culture and Western political culture, laid the theoretical foundation for the ruling culture. From the world situation, national condition, party three dimension focuses on the cultural construction of the background, and analyzes the significance of the ruling cultural construction.The third chapter analyzes the history of the Communist Party of China cultural construction in the new period. The exploration of the ruling cultural construction, reestablishment as well as the context of development, reviews the development of the new period Chinese Communist Ruling cultural construction.The fourth chapter analyzes the present situation of the Communist Party of China cultural construction in the new period. The system’s development, respectively from the values of the continuous improvement, the ruling party’s image is not mature and the masses benefit expression mechanism expanding aspects, made to the ruling cultural construction in the process of achievement are discussed. On this basis, further from the cultural construction of ideology, the vector elements, the ruling party’s image focuses on the existing problems in the process of the cultural construction, and further analysis of the causes of the problem.The fifth chapter focuses on the path of building in the new period of Chinese Communist Party Culture from the construction are discussed from the point of view. From the point of constructing the value concept of the Communist Party of China, strengthen China communist system culture system and create a good party image and multiuse advanced media form the ruling, the ruling Communist Party of Chinese path of constructing cultural construction. The conclusion part makes a brief summary to the whole article. Understanding is the cultural construction of ruling a static process is a dynamic development process.
