生态敏感区经济可持续发展研究

【摘要】 改革开放以来,中国经济已经经历了近30年的高速增长,而在这一过程中资源与环境对经济增长的约束作用也日益凸显,保护环境,转变经济增长模式,从高消耗、重污染的高增长转向低消耗、轻污染的高增长,实现经济可持续发展,已经成为当务之急。南水北调工程作为我国一项战略性基础设施工程,是我国实现可持续发展的一项重大举措,其对于我国水资源南北调配、东西互济、形成合理配置格局,全面提高我国北方区域生态环境承载力,具有极端重要的战略意义。南水北调中线工程因其引水距离之长、受水面积之大而受到党中央和国务院的高度重视。中线工程水源区的生态环境建设、水质安全保护更是关系到工程的成败。从现实层面看,中线工程水源区不仅是国家战略淡水资源库,更是“十二五”期间秦巴片区扶贫攻坚的主战场。水源地生态环境保护和地区经济社会的可持续发展这两项重大社会责任对当地政府而言都是无比沉重的。本论文旨在探讨生态环境保护与区域经济可持续发展之间的相互关系及其影响机制,通过南水北调中线水源地十堰市为例定量分析各种可能的影响因素在这一关系中的作用,并对生态环境保护这一约束条件下的区域经济可持续发展提出政策建议和实现途径。论文第一章比较全面地回顾了国内外相关文献,梳理了可持续发展理论、生态经济理论、区域经济发展理论以及新经济增长理论的研究思路和研究方法,在此基础上,尝试对生态敏感区经济可持续发展进行理论分析。论文第二章在深入分析生态敏感区的特征及发展目标的前提之下,构建生态敏感区可持续发展的框架,通过研究人口、资源、环境对于经济可持续发展约束机理,推导出内生增长模式是破解环境约束,实现区域经济可持续发展的最佳途径。论文第三章详细介绍了南水北调中线水源地十堰市的概况,并通过定性和定量的分析,确认了水源区十堰市是生态敏感区这一研究基础。论文第四章和第五章以水源地十堰市1995年至2011年统计数据为基础,依据前文的机理分析研究思路,首先通过定量分析对十堰市的近16年可持续发展的情况进行了整体评价,进而通过分析评估了该区域人口、资源、环境系统与经济发展四系统间协调水平和协调发展水平,得出了环境系统不但直接影响经济增长和经济发展,还通过对其他系统间接的影响十堰的经济。在这一现实发展约束条件下,内生增长模式就成为破解这一桎梏的唯一方法,论文通过分析得出十堰市近16年GDP增长主要动力来自于与其人力资本投资、固定资产投资、消费、和技术进步,其中人力资本投入增加1%,当期GDP会上升0.741%;技术进步指数增加1%,致使当期GDP增加0.96%。通过理论和实证研究表明,该区域目前的发展道路是恰当的,但是对于日趋增强的生态环境压力和脱贫致富责任,这一切还远远不够,未来仍需要以更大力度推进生态经济的发展,加大人力资本投入,促进技术进步,带动产业结构调整,从而有效减少环境约束,达到经济可持续发展的目的。根据这一结论,论文第六章针对性的提出了对于水源地十堰市这一生态敏感区经济可持续发展的主要路径,即以发展绿色GDP为目标,一手抓生态建设,一手抓生态经济的发展。生态建设以保护水源地生态环境和水质安全为首要任务。生态经济以技术进步为动力,转变发展方式,大力发展高效生态农业和环境友好型工业,并积极开发当地旅游及文化产业,构建完整的生态产业体系。论文的创新之处主要有三点。一是聚焦于生态建设背景下的大型工程水源地经济可持续发展,研究生态敏感区经济可持续发展,拓展了区域经济可持续发展研究领域。二是系统研究影响生态敏感区经济可持续发展因素的影响机理。生态敏感区的经济可持续发展一定是人口、资源、环境和经济系统的协调发展。三是将影响水源区十堰市经济发展各因素定量化,针对性提出了水源地十堰市经济可持续发展的框架体系和具体路径。

【Abstract】 Since China’s reform and opening up, Chinese economy has gone through nearly30years of rapid growth, and in the process resources and environmental constraint effect on economic growth is also growing, protect the environment, change of economic growth pattern, from the high consumption, heavy pollution of high growth to low consumption, light pollution, realizing economic sustainable development, has become the top priority.South-to-north water transfer project as a strategic infrastructure project in China, is a major move of China’s sustainable development, its for the north-south distribution, can be something each other aid, reasonable allocation of water resources the formation of the pattern, from the overall improve the ecological carrying capacity in north China, it is of great strategic significance.South-to-north water transfer project because of its longest water diversion distance, the largest water under the party central committee and state council attaches great importance to.The middle route of main forest ecological environment construction, water quality security and protection but also relates to the success or failure of the south-north water diversion project.From a practical level, the middle route water catchment areas is not only a national strategy repository, especially during the "twelfth five-year" qinba area poverty alleviation crucial key battleground. Water ecological environment protection and regional sustainable economic and social development of the two major social responsibility is very heavy for the local government.This thesis is to explore the ecological environmental protection and the relationship between the sustainable development of regional economy and its impact mechanism, through the water source of south-to-north water transfer project shiyan as an example of quantitative analysis of a variety of possible influencing factors in the role of the relationship, and the ecological environment protection under the constraint condition of the regional economic sustainable development put forward policy recommendations and implementation approach.Paper first chapter compared comprehensively reviews the related literature at home and abroad, combing the theory of sustainable development, ecological economic theory, regional economic development theory and new economic growth theory research ideas and research methods, on this basis, try to theoretical analysis of ecological sensitive area economic sustainable development.Paper in the second chapter in-depth analysis of the characteristics of ecological sensitive area and the development goal, under the premise of building a framework for the sustainable development of ecological sensitive area, through the study of population, resources and environment for sustainable economic development restriction mechanism, deduced the endogenous growth model is environmental constraints, the best way to realize the sustainable development of regional economy.Paper third chapter detailed introduces the general situation of shiyan city, the water source of south-to-north water transfer project, and through the qualitative and quantitative analysis, confirmed the catchment areas of shiyan ecological sensitive area of this research is based.Thesis chapter4and chapter5in shiyan city, the water from1995to2011, statistical data as the foundation, on the basis of above analysis and research the mechanism of idea, first of all, through quantitative analysis of shiyan nearly15years the situation has carried on the overall evaluation of sustainable development, and then through the analysis evaluation of the regional population, resources, environment and economic development coordination and coordinated development level between four system, environment system is obtained not only directly affect the economic growth and economic development, and through the impact on the rest of the system of indirect shiyan economy.Under the condition of the reality of development constraints, the endogenous growth model has become the only way to break the shackles, the paper through the analysis of shiyan main power comes from the nearly15years GDP growth and its human capital investment, fixed assets investment, consumption, and technological progress, the human capital investment increased by1%, the current GDP will rise by0.741%; Technological progress index increased by1%, the current GDP increased by0.96%.Through theoretical and empirical studies show that the region’s current development path is the right, but for the increasingly enhancement of the ecological environment pressure and rich responsibility, it is not enough, the future still need more efforts to promote the development of ecological economy, increase investment in human capital, promote technological progress, drive the adjustment of industrial structure, thus effectively reducing environmental constraints, and achieve the goal of sustainable economic development.According to this conclusion, the thesis in the sixth chapter put forward for the ecological sensitive area economic sustainable development of shiyan city, the water main path, i.e., according to the development of green GDP as the goal, intensifying ecological construction, grasping the ecological development of the economy.Ecological construction in order to protect the ecological environment of water source and water quality safety as our highest priority. Ecological economy powered by technology progress, transformation of the mode of development, to develop efficient ecological agriculture and environmental friendly industries, and actively develop the local tourism and cultural industry, build a complete system of ecological industry.The innovation of the thesis mainly have three points. The first point is focused on ecological construction under the background of large-scale engineering water economic sustainable development, ecological sensitive area economy sustainable development, expand the regional economic sustainable development research. The second point is system research the influence of the factors that influence the sustainable development of ecological sensitive area economy mechanism. Economic sustainable development of ecological sensitive area must be population, resources, environment and coordinated development of economic system. The third point is to quantitative the various factors effecting the shiyan economic development main forest targeted put forward the economic system and the framework of sustainable development of shiyan city, the water concrete path.
