中国石油公司提升国际化经营能力研究

【摘要】 进入新世纪,国际政治经济形势动荡加剧、地缘政治深刻调整、油气行业出现了许多新情况、新变化,中国石油公司如何在复杂的形势和激烈的竞争中,增强国际经营能力显得尤为重要。本文从外部因素和内部因素两方面来研究中国石油公司国际化经营能力的提升问题。外部因素是指中国石油公司在国际油气市场上面临什么样的投资环境;内部因素则是指中国石油公司具有什么样的竞争能力与国际石油公司来竞争。通过对国际油气投资环境和石油公司的竞争力评价分析研究,本文将针对性的提出中国石油公司提升国际化经营能力的策略建议。首先,本文在总结中国四大国有石油公司国际化经营历程和现状的基础上,全面梳理了新时期开展海外油气业务经营所面临的机遇与挑战,为进一步构建投资环境和石油公司竞争力评价指标体系提供借鉴。在海外油气投资环境评价部分,本文系统分析了海外油气投资环境的构成要素,根据评价指标体系构建原则,构建了包括油气资源、政治环境、经济环境、法律与政策法规、社会环境、基础设施、非技术风险7个方面34个指标的投资环境评价指标体系。本文选取了中国石油公司海外经营的30个资源国作为样本,引入层次分析法和级别优于关系方法PROMETHEE对它们进行定量评价,得到投资环境优劣的排序。该结果可为中国石油公司制定海外投资战略提供参考。在中国石油公司国际竞争力评价部分,本文首先建立了一套石油公司的分类体系,明确了中国石油公司的竞争对手;结合石油行业国际化经营的特点,构建了一套包括公司经营能力、公司效益能力、公司成长能力3个方面16个指标的石油公司国际竞争力评价指标体系。在具体评价中,本文选取了22家石油公司作为样本,引入模糊多准则VIKOR方法,对其竞争力进行了评分和排序。为减小VIKOR方法中专家打分所带来的主观性,本文又引入因子分析法进行评价分析,并得出样本公司分别在规模、效益、技术和可持续发展四个方面的评分和排序结果。该结果可为中国石油公司提升竞争力水平提供借鉴参考。最后,根据海外投资环境评价结果和石油公司国际竞争力评价结果,本文从国家层面和公司层面分别针对性的提出中国石油公司提升国际化经营能力的策略建议,力求为石油公司制定国际化经营战略提供决策参考。

【Abstract】 Since the beginning of the new century, the volatility of the international politicaland economic situation increased, and the geopolitics adjusted profoundly. With thebackground of the great changes of oil and gas industry, it is an important topic howthe Chinese oil companies enhance their business ability in such a complex situationand fierce competition. This paper studies on this problem with the internal andexternal factors. The external factors indicate the investment environment the Chinesecompanies face and the internal factors indicate the competitive power which theChinese companies have. By analyzing these factors, the paper proposes targetedrecommendations on the strategies to enhance the ability of Chinese oil companies’international competitiveness.First, on the basis of summarizing the history and status of the internationaloperations of the four major Chinese national oil companies (NOCs), the paper carriesout a comprehensive exposition of the opportunities and challenges faced by theChinese NOCs in overseas business in the new period. The paper further builds anevaluation index system of investment environment and competitiveness.In the part of overseas investment environment evaluation, this paper analysesthe elements of overseas oil and gas investment environment. An investmentenvironment evaluation index system is constructed. It includes34indexes in7aspects of oil and gas resources, political environment, economic environment, policy,laws and regulations, social environment, infrastructure and non-technical risks. Thispaper selects30resource countries where the Chinese NOCs operate as the sample. Itis used the method of Analytic Hierarchy Process (AHP) and PROMETHEE toevaluate the relationship between them quantitatively and get ranking of each countryby the investment environment. The results can provide strategic valuation for theChinese oil companies in oversea business.In the part of the evaluation on international competitiveness of Chinese NOCs,this paper establishes a classification system of oil companies and identifies themajor competitors of Chinese NOCs. Based on the characteristics of internationalization management of the petroleum industry, the paper sets up aninternational competitiveness evaluation index system which includes16indicators in3aspects of operating capacity, profitability, growth ability. In the evaluation, thispaper selects22oil companies as the sample and uses the Fuzzy Multi-criteriaVIKOR method to score and rank the competitiveness. Furthermore, factor analysismethod is introduced to reduce subjectivity of experts scoring in the VIKOR method.The result indicates the score and ranking in4aspects of scale, profitability,technology and sustainable development. The results can provide strategic valuationfor the Chinese NOCs to improve their competitiveness.Finally, according to the results of the evaluation on the overseas investmentenvironment and international competitiveness of oil companies, this paper proposes aset of specific suggestions from both the national level and company level for theChinese NOCs to improve their international business.
