【摘要】 作为现实政治事件的网络映射,网络危机事件本质上是发生于网络空间,与现实世界交向互动的政治现象或政治事件,它具有快速传播性、焦点关注性、双重互动性、身份隐秘性、非直接利益性和公共相关性等基本特征。从政治哲学视域出发,可以将网络危机事件分为权力指向型网络危机事件、权利指向型网络危机事件和公共指向型网络危机事件等三种类型。当代中国网络危机事件频发有着深层次的历史原因和制度原因,它是中国社会历史发展和现实政治现状的必然产物,其中公民意识成长为网络危机事件的发生提供了主体基础,社会矛盾凸显是网络危机事件发生的直接根源,而公共行为失范是网络危机事件发生的内在诱因,现实表达不畅则网络危机事件发生的体制诱因,现代网络发展为网络危机事件提供了传播平台,政府公信力乏弱是形成网络危机事件的外生刺激,表达和求证成本不对称为网络危机事件的发生提供了先天优势。为深入探讨网络危机事件的马克思主义政治哲学本质,本研究建构“价值—载体型”马克思主义政治哲学分析框架以分析网络危机事件,将“形而上”的马克思主义政治哲学价值追求和“形而下”的现实政治实践相结合,通过为“形而上”的马克思主义政治哲学价值追求提供现实载体和落脚点,以期深入解读和阐明网络危机事件主体、行为、规范背后的公平正义、自由民主、权力权利等政治哲学价值追求,阐明网络危机事件的政治哲学意义,从而为从马克思主义政治哲学视域出发思考网络危机事件的治理提供启示。通过考察国内外典型网络危机事件治理可以发现,目前国内网络危机事件治理存在三种基本行为模式：删帖封堵型治理模式、谎言掩盖型治理模式、理性回应型治理模式等。面对日益突出的网络危机事件,有必要建构一种全新的政治合作型网络危机事件治理模式以为网络危机事件治理提供理论启示和实践示范。政治合作型网络危机事件治理模式秉持马克思主义政治哲学的基本价值导向,主张重新回归公共权力的公共性本质,尊重和维护公民的自由民主权利,关注网络危机事件治理中的公平正义、自由民主、权力权利等基本价值问题,并将其作为治理网络危机事件的基本原则,认为网络危机事件治理的关键在于现实社会政治问题的处理,主张发挥多元主体在网络危机事件治理中的合力作用,期望通过多元主体的政治合作以实现网络危机事件治理。更多还原

【Abstract】 As reflection of actual political events, network crises are essentially political phenomena or events that occurred in cyberspace and interacted with the real world. Its main features include rapid transmissibility, attention focus, dual interactivity, confidential identity, indirect interest and public-involvement From the perspective of political philosophy, network crises can be divided into three types, including power-oriented, rights-oriented and public-oriented network crises. Why network crises take place frequently in modem China is partly due to the great influence ofhistory and institution. This phenomenon is an inevitable result of development of the Chinese history and actual political activities. Many factors cause the internet crisis to occur. The increased public consciousness provides its foundation The highlighted social contradictions originally lead to it The misconduct of public behaviors triggers it from within. The development of modem network technology serves as a good platform for its spreading. The weakening accountability of the government provokes it And the unbalance of cost between expression and respond guarantees its innate advantages.In order to explore the Marxism Political Philosophical nature of network crises, this research builds a related "value-carrier" pattern to analyze them by combining Metaphysical pursuit of value and Physical practice of realistic political activities. This research also provides a actual carrier and a foothold for Marxism Political Philosophical pursuit of value, in order to understand and clarify those political and philosophical values including equality and justice, freedom and democracy, and authority and right thoroughly behind the subject, behavior, criterion of network crises and to interpret the political and philosophical meaning of network crises, thus providing insights for the governance of network crises from the perspective of Marxism Political Philosophy.By investigating worldwide typical network crises, domestic network crises management can be summarized as three basic patterns of governance:deleting post, denying lies and responding rationally. In face of the growing crises in network, it is necessary to construct a new type of governance featuring political cooperation so that theoretical enlightenment and practical demonstration can be addressed toward a solution for the crises. Adhering to the basic values of Marxism Political Philosophy, governance model of politically collaborative network crises advocates returning to the nature public of public power, respects and safeguards citizens’ rights of liberal democracy, pays attention to basic values of network crises governance in fairness and justice,freedom and democracy, authority and rights. According to this model which considers Marxism Political Philosophy as basic principles of governing network crises, solutions of actual social and political problems is the key. It advocates highlighting combined function of multiple subjects by making use oftheirpolitical cooperation to realize the governance of network crises.更多还原
