【摘要】 各国发展历程证明，农村剩余劳动力向城镇的转移是伴随工业化和城市化而产生的普遍现象，而农民工群体的产生则是由建立在我国二元户籍管理制度之上的社会管理制度之下产生的特殊群体。一直以来，农民工生活在城市的边缘，成为城市的二等公民，不仅在就业及生活的方方面面广受歧视，而在社会权利上也是缺失的，最主要的表现就是社会保障权的缺失。在城镇就业为城市的繁荣，经济的发展辛勤的工作，补充了城市一些就业岗位的空缺，成为城市建设和发展不可缺少的劳动力群体，然而，却不能与城镇职工同样享有社会保障，这不仅是社会不公正的体现，长此下去也终将会阻碍经济的发展，甚至威胁社会的稳定。因此，农民工社会保障问题是应该而且必须得到重视的问题。现阶段，在我国经济飞速发展的同时，我国开始关注人们的社会保障问题，如何完善我国社会保障制度，如何让人民分享到经济发展的成果成为我国未来发展的重要目标之一。而农民工社会保障问题的解决也是我国社会保障制度整体建设的一个不可缺少的步骤。而且在现阶段，我国劳动力成本不断攀升的状况下，农民工社会保障的缺失加大了农民工外出务工的成本，成为农民外出务工的阻力，也成为民工短缺日益加剧的重要原因之一。因此，农民工社会保障问题已经成为我国迫切需要解决的问题。对此，本文以前人研究为参考，在查阅大量最新调查研究数据的基础上，对我国农民工的群体特征进行总结分析，针对农民工的群体特征对其社会保障需求及社会保障现状展开多角度分析，并对现阶段我国农民工社会保障存在的问题及其产生的原因进行探讨，从而提出建立和完善农民工社会保障制度的相应对策建议。全文共6章，其中，第1章和第2章是本论文的研究基础。第3章到第6章为论文的主体部分，分别对我国农民工规模及其群体特征，我国农民工社会保障需求和社会保障状况以及我国农民工社会保障存在的主要问题及其产生的原因进行分析，并在此基础上提出相应对策。最后结论部分是对本论文的研究结果进行概括性的总结。其具体内容如下：第1章是绪论，主要论述了选题背景，研究意义和研究综述，并对研究所涉及的“农民工”、“社会保障”等相关概念进行界定，以及对论文结构、研究方法、数据来源等方面的介绍。第2章是理论基础，主要是对国内外一些关于农村剩余劳动力转移的重要理论和观点，以及社会保障相关理论进行梳理。第3章是对我国农民工规模的预测及其群体特征分析。以2000-2012年农民工规模变化状况为依据，对未来8年我国农民工数量进行预测，并对预测结果进行分析。同时分别从农民工的人口、就业、收入三个方面来分析农民工的群体特征。第4章是对我国农民工社会保障需求和社会保障状况进行分析。分别从农民工的社会保险、社会救助、社会福利三个方面来分析我国农民工社会保障需求状况，并在此基础上分析我国农民工社会保险、社会救助和社会福利的现状。第5章是对我国农民工社会保障存在的主要问题及其产生的原因进行分析。主要是分别对现阶段我国农民工社会保险、社会救助、社会福利中存在的问题进行分析的基础上，再分别从政府、法律、农民工自身、企业、制度五个角度对农民工社会保障问题产生的原因进行探讨。第6章是对策部分。在上述研究的基础上，针对现阶段，农民工社会保障存在的问题，分别从政府、农民工个人、法律、制度、资金等方面提出“为农民工社会保障建设创造良好制度环境”，“强调政府在农民工社会保障中的责任”，“逐渐改变农民工的弱势群体地位”等建立和完善农民工社会保障制度的对策。结论部分主要是通过对我国农民工群体的现状，农民工群体社会保障需求及社会保障状况，以及农民工社会保障存在的问题及原因的分析的结果，以及对建立和完善农民工社会保障制度做概括性的总结。本文在农民工供给状况发生变化的背景下，对现阶段我国农民工的群体特征及其社会保障问题展开研究，在多层次，多角度的分析我国农民工状况，农民工社会保障需求和社会保障状况的基础上，对农民工社会保障存在的问题及其产生的原因进行探讨，并提出建立和完善农民工社会保障制度的相应对策。更多还原

【Abstract】 States prove, transfer surplus rural labor to cities and towns was produced alongwith industrialization and urbanization, widespread, and is generated by groups ofmigrant workers based on binary household registration system in China under thesystem of social management of special groups. All along the edges of migrantworkers living in cities to become second-class citizens of the city, not only in theemployment and life wide discrimination and on social rights is also missing, the mostimportant is the lack of the right to social security. Employed in the town for the city’sprosperity and economic development for their hard work, added city jobs vacant andbecome indispensable to urban construction and development of labor force, however,with the urban workers enjoy the same social security, this is not only a manifestationof social injustice, this way will impede the development of the economy, eventhreatening social stability. Thus the farmer worker social security is a matter ofshould and must be heeded.At this stage in China’s rapid economic development at the same time, Chinabegan to focus on people on social security, on how to perfect China’s social securitysystem, how to let people share the fruits of economic development to become one ofthe major goals of China’s future development. And a settlement of the problem ofpeasant workers ’ social security was indispensable to the construction of China’ssocial security system and whole steps. But at this stage, the situation of rising laborcosts in China, the deficiency of peasant workers ’ social security increase the cost ofmigrant farm laborers, working partly peasants ’ resistance, increasing shortages ofmigrant workers has become one of the important reasons.This research based on previous research for reference, check out on the basis ofa large number of recent large survey data, demand for peasant workers ’ socialsecurity and social security status of multi-point analysis, and on the present problemsof peasant workers ’ social security in our country and to explore the causes of, andthus proposed the establishment and perfection of social security system for peasantworkers the appropriate countermeasures.Dissertation Chapter6, which reads as follows:1th chapter is the introduction, focuses on the background and significance, andconsidered "peasant worker","social security" and other related concepts are defined,as well as to the structure of the dissertation, introduction to research methods, datasources, and so on.2nd chapter is theoretical basis, mainly for domestic and foreign severalimportant theories and views on the transfer of rural surplus labor, as well as combingthe theory of social security.3rd chapter is the analysis of the Population Characteristics of migrant workers.Mainly from demographic Characteristics, employment Characteristics, income, Characteristics multi-angle analysis on the Population Characteristics of migrantworkers in China.4th chapter is an analysis of the demand for social security and the social securityof migrant workers in China. Respectively, from the peasant workers ’ socialinsurance, social relief, social welfare dimensions to analyze the situation ofpeasant-worker social security needs, and on the basis of analysis of peasant-workersocial insurance, social relief and social welfare status quo.5th chapter of peasant-worker social security: an analysis of the causes of theproblems and. Mainly respectively for Chinese migrant workers ’ social insurance,social relief, social welfare, on the basis of an analysis of problems in, fromGovernment, law, migrant workers themselves, businesses, System five point oncauses of peasant workers ’ social security problems are discussed.Part of the6th chapter is strategies. In above research of based Shang, for at thisstage, farmers workers social security exists of problem, respectively fromGovernment, and farmers workers personal, and law, and system, and funds, aspectsmade "for farmers workers social security construction created good systemenvironment","stressed that Government in farmers workers social security in the ofresponsibility","gradually change farmers workers of vulnerable group status",established and perfect farmers workers social security system of countermeasures.Conclusion part is primarily through the status quo of rural workers ’ groups,demand for migrant workers ’ social security and social security conditions, andmigrant workers ’ social security problems and reason analysis of results, as well as tothe establishment and improvement of peasant workers’ social security system ofgeneral summary.This article in the context of changing supply situation of migrant workers, studyon the social security issue of migrant workers in China at present, on multiple levels,analysis of the situation of migrant workers in China, demand for social security andthe social security of migrant workers on the basis of, on the problems of peasantworkers ’ social security and its probe into the cause of and proposed countermeasuresin establishment and perfection of social security system for peasant workers.更多还原
