【摘要】 加快发展现代农业,不仅是转变经济增长方式、全面建设小康社会的重要内容,也是增加农民收入、提高农业综合生产能力、建设社会主义新农村的必然要求。中部地区的农业生产条件和自然资源优越,历来是我国主要农产品的生产基地,被称之为中国“粮仓”和“鱼米之乡”,中部地区也是全国“三农”问题最为突出的区域、推进新一轮工业化和城镇化的重点区域、内需增长极具潜力的区域,在新时期国家区域发展格局中占有举足轻重的战略地位。深入研究中部地区现代农业的发展模式与运行机理,探索现代农业发展的道路,加快中部地区现代农业发展,是保障国家粮食安全、提高农业综合生产能力、促进中部地区崛起的重要基础,对推动中部地区乃至全国“三农”问题的破解、实现中部地区经济社会又好又快发展具有重要的意义。本论文在综合和借鉴目前已有现代农业评价指标体系基础上,结合中部地区的实际情况,构建了中部地区现代农业评价指标体系,测评了当前中部地区现代农业发展水平,并运用SWOT分析方法对中部地区现代农业发展进行了分析,总结了国外发展现代农业的经验和对中部地区发展现代农业的启示与借鉴,开展了中部地区现代农业发展模式选择研究和驱动因子与运行机理分析,进而提出了中部地区现代农业发展的基本思路与对策建议。主要研究内容与结论如下：(1)构建了中部地区现代农业的评价指标体系,评价表明中部地区现代农业进入了快速发展阶段。中部地区现代农业评价指标体系由目标层、准则层(5个一级指标)和指标层(15个二级指标)组成,能综合反映中部地区现代农业基础设施及装备水平、教育与信息服务水平、政府及信贷扶持水平、农村生态环境水平、农业生产力及经济发展水平。根据中部地区现代农业发展水平的总指数的计算公式,计算出目前中部地区现代农业发展评价总指数为65.85%,说明中部地区现代农业进入快速发展阶段。同时,计算出湖南省、湖北省、河南省、安徽省、山西省、江西省现代农业发展水平总指数分别为66.37%、65.7%、69.98%、58.61%、62.68%和69.27%,这说明中部六省现代农业都分别进入了现代农业发展的快速发展阶段。并运用雷达图,对中部地区以及湖南省、湖北省、河南省、安徽省、山西省、江西省进行雷达图分析,找出中部地区以及6个省现代农业发展的“短板”,并比较6个省发展现代农业的相同点与不同点。(2)运用SWOT分析方法,对中部地区现代农业发展的优势(strengths)、劣势((weakness)、机会(opportunities)、威胁(threats)进行了分析,构建了一个SWOT矩阵框架,并得到四个策略组合。四个策略组合分别是SO策略、ST策略、WO策略和WT策略。其中,SO策略主要是指依靠内部优势,利用外部机会,并促使两种因素结合,最大程度地促进中部地区现代农业的发展；WO策略是指克服内部劣势,利用外部机会,避免劣势对中部地区现代农业发展的阻碍作用：ST策略主要指利用内部优势,克制外部威胁,使优势趋于最大,威胁趋于最小,降低可能由威胁产生的脆弱性；WT策略是指克服内部劣势,抵制外部威胁,使劣势和威胁因素都趋于最小,并努力解决中部地区现代农业存在的主要问题。(3)对中部地区现代农业发展的典型模式进行了比较研究,提出了基于不同地形情况中部地区现代农业发展模式的选择。根据中部地区地形和适宜农作物种植情况,具体现代农业的发展模式选择如下：在山地地区,根据各地的资源禀赋条件,选择发展当地的优势主导农产品和农业龙头企业,以进一步推动当地现代农业的发展；在丘陵地区,因为此地形地面坡度较为和缓,可以种植大量的经济作物如种植棉花和茶树等以提高农民收入,以促进现代农业的发展；在平原地区,因适宜人的居住和生活,且具有丰富的水资源,因此种植粮食作物是最为适宜和实在的,因此产业化经营模式是最优选择；在高原地区,由于中部高原地区的水资源相对较少,可以种植一些抗早作物,以高新技术支撑现代农业发展；在盆地地区,中部盆地分布相对较少,因此可以针对盆地的气候和自然条件,调整不同的种植结构,以对产业结构进行调整和合理布局。(4)对中部地区现代农业发展的驱动因子与运行机理进行了分析。从内部驱动因子、外部驱动因子两个方面研究了中部地区现代农业发展的驱动因子,并深入分析了中部地区现代农业发展的动力机制的构成、特征和机能以及运行机理。(5)提出了中部地区现代农业发展的基本思路与对策建议。明确了中部地区要确定发展目标、明确发展模式和方向、培育建设主体、突出发展重点等发展现代农业的基本思路,提出了各地成立现代农业发展规划与协调机构、推进财政体制改革,加大财政支农资金整合力度、加快金融体制改革、进行土地流转制度改革、完善农业信息化体系、加快农业物流体系建设、健全农产品质量安全体系、加大农村基础设施建设、促进农村产业多样化发展、推进农村合作经济组织发展、促进农业科技服务组织创新、培养新型农民等对策建议,为政府制定中部地区现代农业发展战略和政策提供决策参考。本论文的主要创新体现在以下几点：(1)本文构建了衡量中部地区现代农业发展的评价指标体系,运用层次分析法,客观、科学地评价出中部地区现代农业发展的现状。(2)文中对中部地区现代农业发展的典型模式：长株潭“两型农业”、武汉市现代都市农业、河南特色农业、江西绿色农业、安徽高效农业、山西节水农业等进行了比较研究,提出了中部地区现代农业发展的模式选择。(3)从内部驱动因子、外部驱动因子两个方面来研究了中部地区现代农业发展的驱动因子,并深入分析了中部地区现代农业发展的动力机制的运行机理。更多还原

【Abstract】 Speeding up the development of modern agriculture is not only the transformation of the mode of economic growth, the comprehensive construction well-off society’s important content, and also the inevitable requirement of increasing farmers’ income, improving agricultural comprehensive production capacity and building new socialist rural areas. Agricultural production conditions and natural resources superiority in central region has always been China’s main agricultural products production base, known as China’s granary and the land of fish and rice. In-depth study of mechanism and mode of modern agricultural in the central region, exploring the development of modern agriculture road, speeding up modern agricultural development, is the guarantee national food security, improve agricultural comprehensive production capacity, and promote an important foundation for the rise of the central region, in order to promote the central region and national crack three rural issue and realize the sound and rapid economic and social development in central China has an important significance.Based on the comprehensive and reference of the evaluation index system of modern agriculture, this paper combines with the actual situation of the central region, constructs the evaluation index system of modern agriculture in central region, evaluates the current level of the modern agricultural development, analyzes the modern agricultural development using SWOT analysis method, summarizes the development of modern agriculture abroad experience and enlightenment and reference for developing modern agriculture, develop the driving factors and running mechanism analysis of the modern agriculture development, and puts forward the basic train of thought of modern agricultural development in central China and the countermeasures and Suggestions. The main research contents and conclusions are as follows:(1) Build the evaluation index system of modern agriculture in central region and show that modern agriculture has entered a stage of rapid development. The evaluation index system of modern agriculture in central region by the target layer, criterion layer (index of5class) and the index layer (15secondary indexes), can comprehensively reflect the level of infrastructure and equipment of regional modern agriculture, the level of education and information service, government and credit support level, the level of the rural ecological environment, the level of agricultural productivity and economic development. According to total index calculation formula of the modern agriculture development level in central region, calculates the total current modern agricultural development in central evaluation index was65.85%, and explained that the region entered the stage of rapid development of modern agriculture in central region. At the same time, the total index level of modern agriculture development were66.37%,65.7%,69.98%,58.61%,62.68%and69.27%respectively in Hunan, Hubei, Henan, Anhui, Shanxi, Jiangxi province, suggesting that the central six provinces are modern agriculture, for the rapid development of modern agriculture development stage. And using the spider chart, for the central region and Hunan, Hubei, Henan, Anhui, Shanxi, Jiangxi province to carry on the radar map analysis, find out and six provinces the short board of modern agricultural development, and compare the six provinces similarities and differences of developing modern agriculture.(2) Analyze the strengths, weakness, opportunities and threats of modern agricultural development in central region and construct a framework of SWOT matrix, and get the four strategy combination, using the SWOT analysis method. Four strategies are SO strategies, ST strategy, WO strategy and WT strategy respectively. Among them, the SO strategy is mainly refers to rely on the internal advantage, using the external opportunities and two kinds of combination, to promote the development of modern agriculture of the central region; the WO strategy refers to overcome internal weaknesses, take advantage of the external opportunities and avoid the disadvantages of modern agricultural development in central region; the ST strategy mainly refers to use the internal advantages, refrain from outside threats, lead to the biggest advantage, threat to minimum, decrease to be generated by the threat of vulnerability; the WT strategy refers to overcome internal weaknesses, resist to external threats, minimize the weaknesses and threats and try to solve the main problems of modern agriculture of the central region.(3)Carry on the comparative research for the typical mode of modern agricultural development in central region, put forward model innovation of modern agricultural development based on the different terrain conditions central parts. According to the terrain in central region and suitable for crops, specifically the development of modern agricultural pattern choice is as follows:in mountain areas, according to the resources endowment of regional conditions, select the advantage of the local leading agricultural products and agricultural leading enterprises, to further promote the development of the modern agriculture. In hilly region, because the terrain surface slope is gentle, the region can grow a lot of cash crops such as cotton and tea tree to increase farmers’ income, in order to promote the development of modern agriculture. In the plain area, because of suitable for living and life and abundant water resources, the food crops is the most appropriate and the truth and the industrialization mode is the optimal choice. In plateau area, because the central highlands region water resources is relatively small, the region can be planted some drought-resistant crops, to support the development of modern agriculture high and new technology. In the central basin, basin is relatively small, so can according to the climate and natural condition of basin, different planting structure adjustment, in order to adjust the industrial structure and reasonable layout.(4) Analyze the driving factors and operational mechanism of modern agricultural development in central region.From the internal driving factor and external driving factor, this paper studies the central region of the driving factors for the development of modern agriculture, analyzes the composition, characteristic and function analysis of the dynamical mechanism of the development of modern agriculture in central China deeply, and the central drive running mechanism of the dynamical mechanism of the development of modern agriculture.(5) Put forward basic ideas and countermeasures of modern agricultural development in central region. Made clear the central region to determine the development goals, development mode and direction, foster the subject of construction, outstanding development point, etc. the basic idea of developing modern agriculture. Proposed the country setting up a modern agricultural development planning and coordination mechanism,, promoting the reform of financial system, strengthen financial support agriculture capital integration,, accelerating reform of the financial system, performing the land circulation system reform, improving the agricultural informationization system, speeding up the construction of agricultural logistics system, improving the agricultural product quality security system, strengthening the rural infrastructure construction, promoting the diversification of rural industry development, promoting the development of the rural organization for economic cooperation, promoting the innovation of agricultural science and technology service organizations, cultivating new farmers, etc. countermeasures and suggestions, provide decision-making reference for the government to develop modern agriculture in central China’s development strategy and policy.The main innovation of the paper is reflected in the following points:(1)This paper constructs the measure of the evaluation index system of modern agricultural development in central region, using the analytic hierarchy process, and evaluates the status of modern agricultural development objectively and scientifically.(2)The typical patterns of development of modern agriculture in central China follow: the two type of agriculture in Chang-Zhu-Tan region, modern urban agriculture in Wuhan city, special agriculture in Henan, green agriculture in Jiangxi, efficient agriculture in Anhui, water-saving agriculture in Shanxi Province have carried on the comparative study, and put forward the mode choice of modern agricultural development in central China.(3) From the inside driving factor and external drive factor two aspects to study the driving factors of modern agricultural development in central China, and analyze the running mechanism of dynamic mechanism of modern agricultural development in central region.更多还原
