【摘要】 作为连接城市经济和农村经济的纽带,县域经济在整个国民经济序列中占据着绝对的基础地位。这种基础地位在中国中、西部地区尤其突出。作为中、西部地区经济发展的主体,县域经济的发展程度直接关系到中西部地区的经济社会发展程度。因此,如何加强中、西部地区县域经济的可持续发展是我们在未来相当长一段时间内应该充分考虑的经济战略。然而,根据对国外同类经济发展的经验和教训以及中国县域经济近年来的发展历程的分析,我们在关注县域经济发展总量和速度的同时,还需要对县域经济发展带来的环境问题引起足够的重视。对于县域经济这种从很大程度上需要以县域内已有资源为发展基础的区域经济形式,在经济发展的同时关注伴生于经济发展的环境问题尤显重要。然而,在学术界尤其是国内学术界,其视角大都停留在县域内GDP的发展方面,对县域经济发展过程中伴生的环境问题关注甚少,仅有的一些研究成果大都停留在对县域经济发展与环境协调基本理念的阐述方面,针对县域经济发展和环境协调发展的实证研究成果则更少。本文充分认识到县域经济发展与资源环境协调之间的关联性,借用经济增长理论、区域经济理论、可持续发展理论、循环经济理论、两型社会建设等相关理论,用层次分析法和因子分析法等研究方法,选择湖南省衡阳市作为研究案例地区,深入探讨“资源节约型、环境友好型”视角下的县域经济发展模式和路径选择。首先从理论层面分析了县域经济的内涵与特点、规范研究了社会、经济发展与资源、环境和谐协调发展的“边界”；其次从实践层面实证分析了案例地区近年来的县域经济发展状况,及其在经济高速增长状态下所面临的资源浪费、环境恶化现实的状况,并进行综合评价；再次,进一步探讨基于“两型”视角下的衡阳市县域经济如何“提质提速、增量增效”,如何选择一种更加合理的、面向资源节约的、环境友好的县域经济发展模式,并使之转变为：呈现总量继续扩张、质量趋好、效益提升、民生改善的可持续发展模式。最后,探讨衡阳市实现县域经济“两型社会建设”所需政策制度层面的顶层设计。论文的主要内容有：一、绪论。主要内容包括论文写作背景、论文写作的意义、论文研究框架、关键的技术路线和思路,并对其进行阐述和解释,对论文的创新点进行陈述。二、面向“资源节约环境友好”目标的县域经济发展的理论基础检索。主要包括县域经济及基于“两型”发展目标的县域经济内涵与特点、县域经济发展基本理论等相关内容的介绍,论文从理论层面上分析县域经济发展与环境保护之间的和谐关系构建,主要检索理论基础问题。三、基于“两型社会”建设的县域经济发展的实践经验及启示。论文通过对国内、外县域经济发展较为突出的区域进行系统总结和分析,揭示县域经济发展的基本历程,总结其发展经验和教训,以达到为本论文研究对象提供基本启示的目的。四、基于“两型社会”建设视角的县域经济可持续发展模型及指标体系的构建。主要内容是面向“环境友好、资源节约”目标的县域经济的综合评价问题。通过对“经济发展度”、“社会公平度”和“环境协调度”等三个方面的主要因子的构建,构造出面向“环境友好、资源节约”目标的评价指标体系,提出综合评价模型。五、基于“两型社会”建设目标的衡阳市县域经济可持续发展的实证分析。主要内容是结合衡阳市县域经济发展基本状况,借助第四章评估模型的使用对衡阳市县域经济发展状况进行综合评价,揭示衡阳市基于“两型”目标的县域经济可持续发展过程中存在的问题及深层次矛盾。六、基于“两型社会”建设的衡阳市县域经济发展模式的转变。主要内容是以衡阳市的各个县、县级市为具体研究对象,针对各县县域经济发展的具体情况及其存在的具体问题与原因,结合发达地区县域经济的发展模式提出促进衡阳市各县县域经济发展的具体模式、对策措施,形成比较完整的县域经济发展思路,在此基础上提出了加快衡阳市县域经济发展的政策建议。七、湖南省衡阳市县域经济可持续发展的路径选择。主要内容是通过第六章的基本阐述,本文认为：推进农业结构调整,依托资源优势,走特色经济之路：加速农村城镇化进程,促进“两型”县域经济发展；坚定走新型工业化道路,建设“两型”县域经济；壮大县域民营经济,培育本地区的经济增长点等四个方面的基本路径。基于上述基本判断,结合上述四种基本路径,文章给出了具体的对策建议。八、结论与展望。总结全文,对论文的主要创新点与未来研究的方向进行了详细的阐述。更多还原

【Abstract】 Being the strong link between urban and rural regions, county economy is absolutely the foundation of national economy, especially in the central and west regions of China. As the main body of economic development, the development of county economy will have a great effect on economic and social development of central and west regions. Therefore, how to enhance the sustainable development of county economy in western China is an important issue that we should be fully aware of in the long run. However, according to similar foreign experiences and the analysis of the development course of Chinese county economy in recent years, we should not only focus on the speed and gross amount of county economy development, but also pay enough attention to the environmental problems consequently.As for county economy, the development of which is based on the current resources in the region, it is essential to pay some attention to environmental issues associated with economic development. However, academia, especially domestic academia, mainly concentrates on the growth of GDP in the county while the following environmental problems are often to some extent ignored. There are scanty researches which briefly discuss the harmony between the development of county economy and environment, not to mention the empirical study on the harmonious development between county economy and environment.This thesis fully realizes the strong link between county economy development and the environment harmony. Based on economic growth theory, regional economic theory, the theory of industry economics and the theory of sustainable development, the author take Hengyang City of Hunan Province as the research target to probe deeply into many issues such as how to develop a resources-saving and environmental-friendly society and its county economy pattern with the aid of analytic hierarchy process and factor analysis. This thesis first analyzes theoretically the connotation and characteristics of county economy which defines the boundary of the harmony between economic development and environment; Then the author empirically analyzes the development of county economy in Hengyang in recent years, especially the wasting of resources and environmental deterioration in Hengyang with the rapid economic growth, which is followed by a comprehensive evaluation; Third, this thesis discusses how to choose a more reasonable, resources-saving and environmental-friendly model of county economy development in which the growth of GDP, the increase of benefits and the improvement of life standards are available; Finally, an analysis of policy support necessary to construct an environment-friendly, resource-conserving economy in Hengyang is made.The main content of the thesis are listed as follows:Introduction is in Part Ⅰ. It includes this thesis’s writing background, theoretical significance, research framework and train of thoughts; In addition, this part also elaborates its innovation points.Part Ⅱ introduces the theoretical basis of the resources-saving and environmental-friendly county economy. It includes county economy, the connotation of county economy in the two-oriented society, characteristics of county economy in the two-oriented society and basic theories concerning county economy development. This part also analyzes the establishment of harmonious relationship between the county’s economic development and environmental protection from the theoretical level, mainly to provide the theoretical basis.Part Ⅲ introduces the practical experience and revelation based on the construction of resources-saving and environmental-friendly county economy. It systematically analyzes and generalizes the typical regions of county economy development at home and abroad. By summarizing their development experiences and lessons, it is possible to acquire a revelation for the case study in this thesis.Part Ⅳ introduces the construction of sustainable development model and index system for resources-saving and environmental-friendly county economy. The main content is the comprehensive evaluation of a resources-saving and environmental-friendly county economy. Through the following three factors--economic development, social justice and environmental coordination degree, a system of evaluation index is constructed and a comprehensive evaluation model is put forward.Part Ⅴ is about the empirical study on the sustainable development of resources-saving and environmental-friendly county economy in Hengyang. With the aid of evaluation model in Part IV, this part comprehensively evaluate the county economy development in Hengyang and reveals the deep-seated problems in the process of sustainable development of Hengyang resources-saving and environmental-friendly county economy.Part Ⅵ introduces the shift of economic developing mode based on the concept of "two-oriented society " construction in Hengyang. This part takes the counties of Hengyang as the research object and concentrates on the specific problems and their reasons of the current county economy development. Combined with county economy models from developed regions, the author propose the patterns and countermeasures for Hengyang county economy development, form a relatively complete system of county economy development, and put forward some policy suggestions necessary to speed up the county economy in Hengyang.Part Ⅶ deals with the path choice for the sustainable development of county economy in Hengyang. The suggestions are listed as follows:promoting agricultural structure adjustment, relying on the resources superiority, taking the path of characteristic economy, etc. Sticking to the road of industrialization, constructing of environmental-friendly county economy, promoting private county economy and cultivating new growth points are fundamental for the sustainable development of county economy in Hengyang of Hunan province. Based on the above-mentioned analysis and combined with the above-mentioned four basic paths, the article provides several concrete countermeasures and suggestions.PatⅧ introduces the conclusion and the prospect. This part summarizes the innovative points of the whole thesis. Moreover it also expounds systematically on the limitations and future research direction.更多还原
