【摘要】 本研究以湖南省生态公益林为对象,在剖析湖南省生态公益林资源现状的基础上,通过对生态公益林服务功能分析与评介模型库构建,湖南省生态公益林需求分析,湖南省生态公益林补偿及其机制探讨和湖南省生态公益林可持续发展对策研究,旨在不仅丰富我国生态公益研究理论与方法,而且为湖南省社会公众提高生态公益林重要性认识、为政府和相关部门制定生态公益持续发展决策和建立健全生态公益林效益补偿机制提供理论依据和实践指导。主要研究结果表明：1、探明了目前湖南省生态公益林以国家级新建未成林状态的保护林为主体,集中分布在海拔600m以内,按面积计算的总量为586.99万hm2,占湖南省土地总面积的27.71%,占湖南省林业用地总面积的45.39%；由于其单位面积蓄积和生长状态均弱于全国平均水平,而表现出林分质量还较差；但其群落稳定性好,有利于生态功能的提高和生物多样性保护。2、在对湖南省生态公益林生态功能动态分析的基础上,从涵养水源、土壤保育、净化大气、植物储能、物种保育和生态旅游6个方面,估算出湖南省生态公益林服务功能总价值为4031.54亿元；同时,使用SQL server数据库技术和模型字典,初步构建了湖南省生态公益林服务功能价值评价模型库。3、在从属性和逻辑两个方面分析出生态公益林作为准公共物品,随着社会大众收入水平的提高,社会公众对生态公益林规模数量的需求就会增加的基础上,根据湖南省生态公益林需求区位界定、供需均衡策略和C02排放与森林碳汇兑冲分析,结合本研究现状剖析结果,提出湖南省“十二五”期间需要新增生态公益林29.71万hm2,并就湖南省生态公益林布局进行了调整。4、在对湖南省生态公益林补偿现状剖析的基础上,针对目前存在的补偿法律制度不完善、区划方式简单、资金渠道单一、补偿标准过低和补偿方式方法欠合理等突出问题,集成构建了湖南省生态公益林补偿体系,并从动力、投入、保障三个方面对补偿机制进行了分析。5、鉴于湖南省生态公益林发展中取得的成就与存在的问题,结合本研究相关结果,在明确战略目标和指导思想的前提下,从经营规范、管理政策和技术对策三个方面提出了湖南省生态公益林可持续发展对策。更多还原

【Abstract】 In the present study, the ecological forest in Hunan province was considered as the subject of research. On the basis of the resources of ecological forest in Hunan, through analysis the ecological forest service and establishing evaluation model, analysis the requirement, studying the compensation mechanism and researching the sustainable development strategy of ecological forest in Hunan, in order to enrich the theory and methodology of China ecological forest, improve the social public to understanding the importance of ecological forest, and provide the theoretical basis and the practical experience for drawn up the policy of ecological sustainable development, establishment and improvement of the forest ecological compensation mechanism for government department and all involved parties. The main results were as follows:1. At present, the young forest habitats, newly constructed protective forest at the national level were the main body of the ecological plantations in Hunan, distributed mainly in600meters above sea level and covering an area of5,869,900hm2, accounting for27.71%of the total land area in Hunan, accounting for45.39%of the total forestry land of Hunan province. The per unit area volumes and growth state of Hunan ecological forest was weak to countrywide average level, lead to the quality of ecological forest was poorly. But its community has good stability, which would help to the improvement of ecological function and protection of biodiversity.2. Based on dynamic analyzing the ecological function of ecological forest in Hunan, we estimated the total value of ecological service about ecological forest in Hunan had the contribution to403154million Yuan from water conservation, soil conservation, purify the atmosphere, energy storage in plants, species conservation and eco-tourism. Furthermore, we established assessment model bank of ecological service about ecological forest in Hunan based on the SQL server database and model dictionary.3. According to subordination and logical analysis, ecological forest was quasi-public goods. As the puplic’s income rised, the demand of size and number for ecological forest would increase. According to define the requirements of ecological forest in Hunan area, balance the supply and demand strategies, analysis CO2emissions and forest carbon sink, combine the research results, we suggested a further area of297,100hm2for ecological forest in12th five-year-plan, and adjusted the arrangement of ecological forest in Hunan province.4. Based on analysis the current compensation situation of ecological forest in Hunan, aiming at the subsistent problems, related to the ecological compensation legal system was imperfections, area differentiates solution was rather simple, funding channels was a single source, the compensative standard was too low and compensative range and method was not quite reasonable, we integrated and created a compensation system for ecological forest in Hunan. Then, three aspects of the compensation mechanism were studied, including spur source, capital investment and safeguard.5. According to achievements and problems in the development of ecological forest in Hunan province, combine the research achievements related to this study, the strategies of sustainable development for ecological forest in Hunan was given on the basis of strategic target and guiding principle which target to operation standard, management policy and technical countermeasure.更多还原
