【摘要】 人类已悄然由工业化社会进入到信息化社会。信息化发展水平是衡量一个国家或地区经济成长能力、现代化程度、综合实力和国际竞争力的重要标志。随着信息化的纵深发展,农村和农业不可避免地被席卷入这场空前规模的信息化浪潮中。对此,党和国家十分重视,出台了一系列政策和措施加强农村农业信息化建设。农村农业信息化建设的成效最终体现在农村农业信息化服务能力上。加强农村农业信息化服务能力建设,对于促进农村经济、政治、文化、社会、生态文明等方面的建设具有重要作用。本文以如何提高农民对农村农业信息化服务满意度为目标,依据公共服务理论、信息化理论、能力理论、系统理论等理论,界定农村农业信息化服务能力的相关概念,全面分析与探讨农村农业信息化服务能力与其形成基础、形成机制之间的内在关系。建立AHP-CSI和CSI-Logistic研究模型,以国家农村农业信息化示范省湖南省为实证研究对象,应用层次分析方法(AHP),从服务设施、服务队伍、信息资源、社会环境、激励机制、约束机制、保障机制等7方面构建了25个评价指标,实证分析湖南省14市(州)农村农业信息化服务能力形成情况；运用CSI-Logistic研究模型,对湖南四个示范区的农村农业信息化服务农民满意度及其影响因素进行评价和回归分析；运用AHP-CSI研究模型对农村农业信息化服务能力形成评价结果与农民满意度评价结果进行相关分析。从基础设施、服务队伍、信息资源、运行机制等4个方面分析美、英、德、日、韩、印度等国的农村农业信息化服务能力建设的概况,把握国外农村农业信息化服务发展的趋势,总结国外农村农业信息化服务能力建设的经验。最后,本文根据农村农业信息化服务能力形成评价和农村农业信息化服务农民满意度评价,借鉴国外农村农业信息化服务能力建设经验,从彰显农民为本、加强基础建设、完善发展机制、健全绩效评价等方面提出农村农业信息化服务能力建设策略。本文研究的主要结论是：(1)农村农业信息化服务能力的评价与建设既要关注服务本身更要关注农民满意度。(2)当前,我国农村农业信息化服务能力有明显提高但仍较弱。(3)政府和市场在农村农业信息化服务能力建设中的作用因农村农业信息化建设的阶段变化而变化。(4)农村农业信息化服务能力建设需要政府与农民上下联动、外部推动与农民自动有机结合。更多还原

【Abstract】 The human race has quietly entered into the informational society from the industrial society. Informationalization development level is an important symbol of the measurement of economic growth capacity, modernization, comprehensive strength and international competitiveness in a country or a region. With the further development of information technology, rural areas and agriculture will inevitably be swept into this unprecedented wave of information technology. The party and the country attached great importance to rural agriculture information construction, coming into being a series of policies and measures, and stressed the necessity of strengthening the rural agricultural information construction. The ultimate effectiveness of rural agriculture information construction in rural areas reflects in the ability of agricultural information services. Strengthening informational service ability construction in rural areas and agriculture plays an important role in promoting the construction of rural economy, politics, culture, society, ecological civilization etc..The thesis takes how to improve the satisfaction of rural informationalization service as the target, defining the related concepts of rural and agricultural information service ability according to the public service theory, informationalization theory, competence theory, system theory, and analyzes and probes the internal relation between the rural agriculture information service ability and formation basis and mechanism. The research has established AHP-CSI and CSI-Logistic model, taken Hunan Province(National Rural Informationalization Model Province)as the research object, and constructed the25evaluation index from the service facilities, service team, information resources, social environment, incentive mechanism, restraint mechanism, guarantee mechanism by the method of analytic hierarchy process (AHP); The paper analyzed the formation of rural agriculture information service ability of14cities in Hunan province, evaluating the farmers’satisfaction and influenced factors for the rural agriculture information service of four demonstration districts in Hunan province and influencing factors by using the AHP-CSI model. Rural agriculture information service ability construction situation in America, Britain, Germany, Japan, Korea, India has been analyzed from the infrastructure, service, information resource, operation mechanism four aspects, grasping the trend of ability construction of rural agriculture information service, and summed up the ability construction experience of foreign rural agriculture information service. Finally, on the basis of formulation evaluation and farmers’satisfaction for rural agriculture information service ability, drawing lessons from foreign rural agriculture information service, it has put up the construction strategy of service ability from showing for the farmers, strengthening infrastructure construction, improving development mechanism, perfecting performance evaluation.The main conclusions of the research are:(1)Evaluation and construction of rural agriculture information service ability need not only pay attention to the service itself, but more attention should be paid to farmers satisfaction.(2)At present, the rural agriculture information services in China have improved but still be weak.(3)The role of the government and the market in the agricultural information service ability of rural construction in rural areas changes according to the agricultural informationalization construction stage.(4)Rural agricultural information service ability construction needs the linkage of government and farmers, external promotion and the organic combination of farmers.更多还原
