【摘要】 本文基于利益相关者视角,以资源的优化配置为前提,宏观研究与微观分析相结合,在全球经济一体化背景下探求资源型城市产业集群创新的目标和前景;微观层面基于进化博弈模型,探求资源型城市产业集群创新的动力和机制。论文首先界定资源型城市和产业集群的概念,就资源型城市产业集群发展现状进行分析,对其运行绩效进行评价,并从政府、企业、技术三个层面指出当前中国资源型城市产业集群发展存在的不足之处。同时,就产业集群的培育对资源型城市产业升级的影响进行探讨,并围绕产业集群发展与资源型城市转型的互动机制及方式展开分析。其次,就产业集群运行的一般规律及资源型城市产业集群运行的机制进行分析和对比,并就资源型城市产业集群运行的动力机制和协同创新机制进行探讨。并结合实际分析当前资源型城市产业集群发展过程中存在的路径锁定问题并从资源型城市产业集群创新的动力机制,外部动力、内部动力等方面分析了资源型城市产业集聚与集群培育以及产业集群的升级,从创新网络、协同创新等方面构建了资源型城市产业集群运行的协同创新机制。此外,从政府、产业与企业、技术、制度等层面分析资源型城市产业集群的路径锁定,并从基于区域创新环境的政策设计、构建与延伸良好的集群网络、形成“合作共赢”等角度分析破除锁定、推动产业集群创新的演化路径。资源型城市转型和产业集群发展必须要综合考虑各利益主体的利益最大化。论文认为,资源型城市发展中主要涉及到的利益关系主体主要分为各级政府、各类企业和城市居民。论文指出,建立一种包括保障、分享和表达机制在内的系统性协调机制,是资源型城市推进城市转型的重要保障。最后,结合产业集群发展过程的政府角色,以及在产业集群的孕育期、成长期、成熟期等不同时期政府公共政策的选择,研究资源型城市政府关于产业集群发展的公共政策选择行为准则、重点内容、主要方式、具体措施等。更多还原

【Abstract】 Based on stakeholder perspectives, the purpose of this paper is to optimize the allocation of resources as a precondition, macro and micro analysis are combined in the context of global economic integration, resource-based cities to explore the mainland industry cluster innovation goals and prospects; microscopic level based on evolutionary game model, and explore innovative industrial cluster resource-based cities motivation and mechanisms.First, based on domestic and overseas research defines the concept of resource type city and industry cluster, defines the nature of the research object of this paper. The development status of resource-based city industry cluster analysis, evaluate their performance, and pointed out the deficiencies of the current development of industry cluster resource type city in China from the government, enterprises, three aspects. At the same time, we discussed the effect of industrial clusters on the resource-based city industry upgrading, and focuses on the interaction mechanism and mode of industrial cluster development and transition of resource type city.The operation mechanism of reasonable and effective evolution path is the key resource type city industrial clusters to achieve scientific development, innovation and development of the. This paper analyzes and compares the general regularity and mechanism of resource-based city industry cluster run cluster running, and the dynamic mechanism of industrial cluster resource type city and explore the mechanism of synergistic innovation. From the dynamic mechanism of cluster innovation city industrial resources, external motivation, internal force analysis of resource-based city industry agglomeration and cluster, upgrading of industrial clusters, innovation network, collaborative innovation from the aspects of construction of collaborative innovation mechanism of industrial cluster resource type city.The paper analyzes the path lock resource type city industrial cluster from the aspects of government, industry and enterprise level, the technical level, the institutional factors, on the basis of design, from the policy of regional innovation environment construction and extension, good cluster network, formed "concept and atmosphere, cooperation and win-win" analysis to get rid of evolution route locking, promote the innovation of industrial cluster based on.This thesis hold the view that main subjects of interest the development of resource-based cities are mainly related to are divided into all levels of government, all kinds of enterprises and Urban residents. The thesis point out that, when it comes to promoting the transformation of resource-based cities and achieving sustainable development of the mainland area, it is an important guarantee to establish a systematic coordination mechanism involving the protection, sharing and expression mechanisms.Finally, public policy resource type city government in the process of industrial cluster development choice problem analysis.
