基于VaR的医药品冷链物流运输网络优化研究

【摘要】 随着我国经济的高速发展,各种医药品安全问题纷至沓来,各地发生的医药品安全事故令人担忧。伴随着人们对医疗保障要求的提高,对医药品的安全问题,尤其对需要冷藏的医药品的安全问题提出了更高的要求和挑战。而冷藏医药品最大的安全隐患就出现在医药品的冷链物流过程中,尽管我国的物流行业和物流产业发展较快,但是我国的冷链物流发展水平还相对比较落后,各种冷链设施设备,冷链物流网络体系的构建,冷链物流的相关运营和管理水平与发达国家相比都比较落后。当前,我国的医药品冷链物流在运营流程和运输流程的各个环节都存在各种各样的问题,整个运输网络和运输系统的衔接也不是很流畅,安全隐患可想而知,所以基于VaR (Value at Risk)的思想,研究医药品冷链物流网络运输优化问题是非常必要的。本文针对这一问题,基于VaR的思想,将复杂网络理论与系统理论,模糊数学理论和优化理论等应用到医药品冷链物流运营风险控制和运输网络的实际风险控制问题研究中,建立医药品冷链物流的运输网络风险评价指标体系和VaR风险测度模型。并基于VaR思想和复杂系统理论建立医药品冷链物流运输网络均衡保持模型和医药品冷链物流运输网络轴辐式网络模型。本论文主要研究工作如下:(1)通过对大量文献理论的研究和分析,从医药品冷链物流运输的系统协调性、运输方式、网络纬构、管理政策、供需关系的不均衡、突发事件以及外部环境等方面,系统分析了影响医药品冷链运输网络风险的内部因素与外部因素。并在此基础上,从网络抗毁性、可达性、可用性与运输网络适应度、承载能力等各个方面,建立了可反映医药品冷链物流运输网络风险控制水平的评价指标体系。(2)在考虑风险思想和价值思想理论平衡的基础上,在保证一定的成本价值、客户价值等基础上最大限度地降低风险。在这种VaR平衡思想的指导下结合物流运输网络风险水平的评价指标体系建立了VaR的测度值测量模型。(3)针对医药品冷链物流运输的复杂网络系统,本文将从网络结构分布、相关设施设备建设、作业主体和服务质量等四个方而分析医药品冷链物流运输网络系统的均衡层次;建立了医药品冷链物流运输网络的静态均衡保持模型和动态的网络模型,并对模型相关特征进行了全方位的理论分析,提出了医药品冷链物流运输网络的主干网络、网络节点和联系网络节点的干线通道的选择与判断方法。(4)在医药品冷链物流复杂网络均衡的基础上,结合医药品冷链物流的运营流程、运输流程并充分分析流程成本和网络成本等因素设计了医药品冷链物流运输轴辐式网络模型。建立了最大限度的抗风险的低成本物流网络。本论文的研究工作有助于降低医药品冷链物流运输网络系统的风险,提高医药品冷链物流运输网络运营的可靠性和稳定性,为医药品冷链物流运输网络的安全策略制定提供相对科学的依据。对构建我国现代冷链物流体系,提高医药品冷链物流的安全性、经济和社会效益具有十分重要和深远的意义。

【Abstract】 In our country, along with the rapidly economic development, various food safety issues flowed, and pharmaceuticals were not spared, occurring throughout the pharmaceutical safety concern. Along with the people to the medical security requirements increase, its pharmaceutical safety problem, especially for refrigerated medical product safety problems will be put forward higher requirements and challenges. The cold medicine maximum security hidden trouble is pharmaceutical cold chain logistics, although China’s logistics industry and logistics industry developed rapidly, but China’s cold chain logistics development level is quite backward, a variety of cold chain equipment, cold chain logistics network system construction, cold chain logistics related operation and the management level and developed country photograph are very backward. At present, China’s pharmaceutical products cold chain logistics in the operation process and transport process each link all kinds of problems, the transport network and transport system interface is not very smooth, safe hidden trouble is one can imagine, so based on the risk value ideas, research pharmaceutical cold chain logistics network optimization algorithm for transportation problem is very essential meaning.This article is aimed at this one major task, based on the relevant theory, namely the risk value, the complex network theory and system theory, fuzzy mathematics theory and optimization theory and application to pharmaceutical products cold chain logistics operation risk control and transportation network of the actual risk control study, establishing pharmaceutical products cold chain logistics transportation network risk evaluation index system and VaR risk measure model. Finally, based on the risk value theory and complex system theory to build pharmaceutical products cold chain logistics transportation network equilibrium model and pharmaceutical products cold chain logistics transportation network, hub-and-spokc network model. The main research work is as follows:(1) Based on a large amount of literature theory research and analysis, from pharmaceuticals cold chain logistics transportation network structure, mode of transport, coordination, management policy and the relationship between supply and demand imbalance, external environment and emergencies and other aspects, analyzed the influence of cold chain transportation network risk of pharmaceutical products for the internal and external factors. And on this basis, from the network invulnerability, network availability, network accessibility, transportation network fitness and network capacity and other aspects, established can reflect the pharmaceutical products cold chain logistics transportation network risk evaluation index system.(2) This section considering the risk of thought and value theory on the basis of the balance, namely in the guarantee cost value, customer value based on the maximum limit reduces the risk. In this risk value balance under the guidance of the thought of combining logistics transportation network risk evaluation index system established risk value measurement model.(3) For pharmaceutical products cold chain logistics activities by process. Interrelated facilities and organizations as well as the route in the spatial structure of the collection consists of cold chain logistics pharmaceutical complex network system. Pharmaceutical products cold chain logistics transportation network equilibrium levels from the distribution network, related facilities construction, and operation service quality from three aspects. Then, to establish a cold chain logistics pharmaceutical goods transportation network equilibrium model and maintain dynamic network model, and the model characteristic of the full range of theoretical analysis, put forward medical products cold chain logistics transportation network backbone network, network node and network node of the trunk channel choice and judgment method.(4) In the cold chain logistics pharmaceutical complex network equilibrium based on combination of pharmaceuticals, cold chain logistics operations, transportation process and a full analysis of the cost and network cost and other factors in the establishment of design of cold chain logistics and transport of pharmaceuticals hub-and-spoke network model. The larger limit established risk resistance low cost logistics network.The research work in this paper helps to analyze and reduce medical products cold chain logistics transportation network system of risk, improve medical products cold chain logistics transportation network operation reliability and stability, cold chain logistics pharmaceutical products for network security strategy and safe operation of providing a relatively scientific basis, for the construction of China’s modern logistics system, improve the pharmaceutical products cold chain logistics security, economy and social benefit to have very important significance for long-term.
