我国资源型城市产业转型效果及影响因素研究

【摘要】 在我国经济的快速发展中,资源型城市长期供应着煤炭、石油、钢材及有色金属等战略性资源。然而,随着经济体制的转轨和改革的不断深入,资源型城市一些长期积累的体制性和结构性矛盾也日益显现出来,经济和社会的可持续发展受到了严重制约。资源型城市改变传统发展方式,积极实现产业转型已引起了政府、学者的广泛关注。但是我国资源型城市产业转型效果差异较大,成功案例较少,究竟哪些因素制约着资源型城市产业的转型,这一问题引起了本文深深的思考。遵循科学研究的基本过程,本文首先进行资源型城市产业转型的基本概念研究与基础理论分析,其次开展了资源型城市产业转型效果评价研究,然后利用结构方程模型实证研究方法分析了资源型城市产业转型的制约因素,最后开展了提高资源型城市产业转型效果的对策研究。本文包含了以下主要研究内容：1.国内外文献综述与理论梳理。国外文献部分回顾了资源型城市转型研究历程,归纳总结了国外资源型城市产业转型效果评价、资源型城市转型效果影响因素和转型模式的相关研究成果。国内部分则重点分析了资源型城市产业转型研究历史与现状,并对与本研究密切相关的资源型城市产业转型效果评价和转型效果影响因素的研究成果进行了评述。在此基础上,对比分析了国内外资源型城市转型研究的差异,并指出了现有研究的不足之处。理论梳理部分首先对资源型城市、资源枯竭型城市概念进行了界定,明确本文的研究对象；然后对本文研究所涉及的相关理论进行了梳理,主要包括：资源型城市生命周期理论、产业结构演进理论与产业结构优化理论。2.我国资源型城市产业转型效果评价研究。本部分主要开展了我国资源型城市产业转型效果评价研究。首先,在理论分析基础上构建了资源型城市转型效果评价的指标体系,并提出了转型效果的评价基准；其次,对我国部分典型资源型城市产业转型效果分别进行了单指标评价和基于PCA方法的综合评价；最后,对本文评价结果进行了分析,得出我国资源型城市产业转型效果研究结论。3.我国资源型城市产业转型效果影响因素研究。本部分内容旨在揭示影响我国资源型城市产业转型效果的一般因素。首先,对影响我国资源型城市产业转型效果的可能因素进行了理论分析,并提出了本文的研究假设：其次,对本部分主要研究方法——结构方程模型方法进行了介绍,重点分析该方法对本研究的适用性；再次,运用结构方程模型方法对本文所提出的研究假设进行了实证检验：最后,对实证分析结果进行了讨论,并提出了相应的对策启示。4.提高我国资源型城市转型效果的对策研究。本部分从产业选择、资金积累与使用、技术创新能力、人力资本投资、生态补充以及对外经济合作等若干方面提出具体对策建议。本文的创新之处在于创新性地构建了资源型城市产业转型评价的指标体系,并基于我国典型城市数据形成资源型城市转型效果评价基准,利用结构方程模型实证方法揭示了一些制约资源型城市转型效果的重要因素。研究具有一定的交叉性、前沿性、综合性、应用性,期望对后来具有一定学术研究价值和实践应用价值。更多还原

【Abstract】 With the rapid economic development in China, the resource-dependent cities have been providing strategic resources, such as coal, petroleum, steel products and nonferrous metal. But as the transformation and reforming of the economic system continuously deepens, the structural and institutional contradictions that accumulated through a long period come outstanding increasingly, posing severe restrictions to the sustainable economic and social development of resource-dependent cities. Therefore, the issue of transition from traditional development modes and industrial transformation of resource-dependent cities has aroused widespread concerns of government and academic researchers. In fact, taken as a whole, the effect of industrial transformation of resource cities is significantly different and unsatisfactory, which stimulate my thinking over the issue of transformation effects and influencing factors of resource-dependent cities.This paper followed a scientific research process. The first step was fundmental research on some basic concepts and theories, and the second step was evaluation study on industrial transformation effect of resource-dependent cities, followed by the third part of analysis on influencing factor of industrial transformation effect of resource-dependent cities by the method of SEM. The last step was research on countermeasure and suggestions to improve the transformation effect of resource-dependent cities.This paper is composed of four sections, which are as followed:1. Literature review and theory introduction.The first part of this section is about reviews and appraisals on domestic and foreign literatures in the fields of resource-dependent cities transformation. The foreign literature review work included resource-dependent cities transformation history, influencing factors and transformation mode. And domestic review work laid emphasis on analyzing the change of quantity of articles on resource-dependent cities transformation, summing up the relative hot topics in this field. Some appraisal is also given on present research work about transformation effect assessment, transformation mode as well as influencing factors. According to the studies mentioned above, differentials between domestic and foreign studies on transformation of the resource-dependent cities were analyzed comparatively, and the shortcoming of current studies was also introduced.In the part of theory introduction, the concept of resource-dependent city and resource exhausted cities were defined, stating categorically the research subject of this paper. And some basic theories were introduced such as resource-based city lifecycle theory and industry structure evolution theory.2. Evaluation study on industrial transformation effect of resource-dependent cities in China. This section is about evaluation study on industry transformation effect of resource-dependent cities in China. Firstly, a theoretical system on assessment of industry transformation effect of resource-dependent cities was built to provide a sufficient theoretical basis for the evaluation work later. Secondly, an evaluation index system was built to evaluate the transformation effect, and the detailed explanation of the indicators selected was also given in this part. Thirdly, the industrial transformation effect of some typical resource-dependent cities in China was evaluated by PCA approach integrating this evaluation index system. And finally, the analysis on the assessment results led to some meaningful conclusions.3. Study on influencing factor of industrial transformation effect of resource-dependent cities. The purpose of this study work in this section is to reveal general factors which affect industrial transformation effect of resource-dependent cities. Firstly, theoretical analysis was carried out on the potential factors which may influence the industrial transformation effect of resource-dependent cities, and according to the theoretical analysis some research hypotheses were put forward in this part. Secondly, the main study method of this paper, structural equation modeling method was introduced, and the feasibility of the application of this method was analyzed. Thirdly, the research hypotheses mentioned were tested by structural equation modeling method. Finally, some discussion was made on the empirical studies results, and some corresponding suggestions were proposed.4. Research on countermeasure to improve the transformation effect of resource-dependent cities. This section brought forward the corresponding countermeasures to improve the industrial transformation effect of resource-dependent cities in China, which range from substitute industries selection, capital accumulation and utilization, ability of technology innovation, human resource compensating mechanism for resource explorations and ecology to economic cooperation.In conclusion, the main contributions are the construction of evaluation index system for, and the composition of evaluation benchmark on industrial transformation of resource-dependent cities based on city level data from China, and the reveal of influencing factor on industrial transformation effect of resource-dependent cities by method of SEM. All in all, this paper reflects the cross-cutting, cutting-edge, integration and applicability of my research work, expected to have high academic study value and practical application value.更多还原
