【副题名】高职学制政策变迁的政策网络分析

【摘要】 “去行政化”时代背景下,政府与高校关系调试成为重心。政策是两者互动的中介,对政策变迁进行研究,有助于明晰这种关系调试“从哪里来,到哪里去”。可以跳出规范研究,从事实研究层面为问题解决提供政策学的研究进路。研究政策变迁不在于揭示政策“变了什么”,更重要的是“为什么变”、“如何变”、“变的效果如何”、“将变向何方”等。换言之,本文虽在研究政策变迁,但更是“在政策变迁中”进行研究。研究对象是政策变迁(主线),研究目的却在于发现政策变迁背后的推动力量,即秩序生成逻辑(隐线)。论文结合政策网络理论,以底层视角、行动立场、主位观点展示了高职相关群体的集体行动是如何推动政策变迁及秩序演化的。发现高职学制政策变迁呈现出“循环往复”特点,集体行动缘起于对现存政策的认同危机,涉及高职群体的身份认同、秩序生成逻辑(“设计”还是“演化”),更是高职群体试图与普教群体、决策层“对话协商”,寻求“承认”的承认政治、抗争政治。同时,指出集体行动“所以可能”,是既有政策安排失序、剥夺感下的怨恨情绪感染、政治机会结构出现、资源动员能力提升,集体认同感/共同信念形成后的意义建构等多因素综合作用的结果。论文分析了网络治理的现实境遇。亮点是:政策工具运用趋于多元。非官方行动者参与意识、能力、效果显著提高,政策过程开放度加大,政策协同能力提升。问题是:相关网络主体治理能力欠缺,治理结构类型单一(多权威主导式),内部权力不平衡,决策易为强势集团规制俘获,网络管理模式单一,规则制度缺失等影响着网络治理效果。政策变迁过程中的失灵现象,反映出对高职身份的认识误区——单一身份观(以“类型”否定“层次”,以静态否定动态),更有以视觉美学看待理性秩序产生的“规制自负”。走出规制失灵困境,需反思政策背后的秩序生成逻辑,从计划秩序、自发秩序走向网络合作秩序,综合考虑知识理性、权力/利益、理念认知、历史遗绪等因素的影响,以“过程理性”纠正“目标理性”的偏失。

【Abstract】 Under the "de-administration" historical background, handling the relationship between government and universities become essential. Policy is the interactive mediation, studying on policy changing helps to clear where it came from and where to go, contribute to walk out of normative study, open up a new research approach from policy sciences perspective.To find what has changed is one part of studying on Policy changing, the more important thing is why it changed, how it changed, how well it worked, where it will go. In other words, the paper focuses on policy changing, it is more like studying in the policy changing. Policy changing is the object, the main line, while to find the driving force behind, or the logic of order generating is the research objectives, the hidden line.Using Policy networks, bottom perspective, action position, emic perspective, the paper discussed how the collective action of higher vocational educational groups promotes policy changed and order evolution. Found that the policy changing of higher vocational eductional systme has the character of circulation. The collective action resulted from identity crisis of the existing policy, identity recognition of higher vocational educational groups, logic of Order generating (intelligent design or evolution). What’s more, it is the politics of recognition, Contentious Politics, that higher vocational educational groups seeking recognition from the regular higher education and decision-making level by dialogue and consultation. Meanwhile, the paper pointed out collective action is possible is the result of comprehensive action, such as disorders of existing policies, resentful emotional contagion Under the sense of relative deprivation, political opportunity structure appeared, the ability of resource mobilization enhanced, meaning construction when group identification and shared beliefs formed, etc.Also analysed the realistic circumstances of network governance.The merits is that, policy instrument applied became multiply, the participation awareness, ability and effect of unofficial agency has Significantly improved, the policy process openness has advanced, cooperative capability of policy has improved. The defects is that, subject of policy network is short of governance capacity, governance structure is very one-dimensional type(authority leading type), power structure imbalance gave rise to policy regulatory capture by powerful interest groups, network management mode is single, deficiency of rules all affects the network governance effect. And give some proposals to the way forward.Policy failure in the policy changing reflected that, conceit of regulation came from looking upon rational order from visual aesthetics, and misunderstanding of Higher vocational education’s identity, that is the single idea of organizational identity, using type deny level, using static state negate dynamic state. To get out of the regulation failure, reflection on the logic of order generating behind policy changing is needed. And move towards cooperative order from spontaneous order and planning order, put knowledge rationality, power structure, interest game, idea, historical legacies and so on into consideration, rectify the defect of goal rationality by procedural rationality.
