【摘要】 当前,我国文化产业总体上呈现出蓬勃发展的良好态势,已成为推动社会主义文化大发展大繁荣的重要引擎和新的经济增长点。在我国文化产业的形成和发展过程中,政策促进产业发展的确起到了功不可没的作用。可以说,文化产业政策是促进我国文化产业发展的重要依托和根本保障。纵观以往,我国尽管制定了较多的文化产业政策,成绩斐然,但总体而言,依然存在政策设计缺乏整体性、制定缺乏针对性、取向具有偏向性、结构相对失衡等问题,使得政策的功能难以充分发挥、政策绩效受到影响。换言之,对我国文化产业政策的研究,依然存在需要亟待完善的空间。为解决上述问题,卓有成效地促进文化产业持续健康发展,必须进一步完善我国文化产业政策即构建面向未来的文化产业政策体系。这不仅十分必要,而且势在必行。本文以马克思主义理论为指导,运用政策学的相关基础理论,深入分析我国现行文化产业政策的实施效果,从而提出构建我国文化产业政策体系的基本框架和具体对策建议。本文在逻辑结构上,主体部分由六章内容所构成。第一章内容是“文化产业政策概述及其相关基础理论”。首先,阐述文化产业的概念及基本特征。其次,分析了文化产业政策的涵义、功能和作用,以及文化产业发展与文化产业政策的内在关联。最后,梳理并论述了文化产业政策的相关基础理论：马克思主义经典作家关于精神生产理论、中国马克思主义关于文化政策理论、国内外学者关于构建文化产业政策的理论观点。第二章内容是“我国文化产业政策实践历程、绩效与问题分析”。本章包括三部分：一是我国文化产业政策实践的历程及基本内容：二是我国文化产业政策实践的绩效分析；三是我国文化产业政策实践存在的主要问题及原因。第三章内容是“发达国家文化产业政策经验及其对我国的启示”。其一,梳理并阐述了发达国家文化产业政策实践的主要经验。其二,论述了发达国家文化产业政策实践对完善我国文化产业政策即构建我国文化产业政策体系的启示。第四章内容是“构建我国文化产业政策体系的依据及意义”。首先,界定文化产业政策体系的定义及构成要素。其次,分析了我国文化产业政策体系构建的依据及意义。第五章内容是“我国文化产业政策体系的框架内容及设计”。本章首先从六个方面阐述文化产业政策体系的框架内容,主要包括：政策体系的目标、政策体系的主客体、政策体系的范围、政策体系的结构、政策体系的工具、政策体系的过程。其次,探讨了我国文化产业政策体系设计的基本要求及制约因素。第六章内容是“构建我国文化产业政策体系的原则与对策建议”。本章论述了构建我国文化产业政策体系必须遵循的五项原则并提出了具体的对策建议。更多还原

【Abstract】 At present, China’s cultural industry showing a good vigorous development momentum, it becomes an important engine and a new economic growth point in promoting the development and prosperity of socialism culture. In the period of the formation and development of China’s cultural industry, the policy has played a significant role in promoting China’s cultural industry. That’s to say, the cultural industry policy is an important basis and fundamental guarantee for developing China’s cultural industry.Most of the previous China has made much more cultural industry policy, which has made remarkable achievements. But generally speaking, there are still some problems such as the policy design being lack of integrity, the policy formulation being lack of relevance, the policy having a bias orientation, and the policy structural being imbalance, these problems lead it difficult to give full play to the function of policy and affect on the policy performance. In other words, the research on China’s cultural industry policy still has much room for improvement.To solve the above problems, and promote the sustained and healthy development of cultural industry effectively and make the policy play the prospective and instructive role, we must further improve China’s cultural industry policy, that is to build a future-oriented cultural industry policy system, which is not only necessary but also imperative. Guided by Marxist theory, the author utilizes science of policy and makes a thorough analysis on China’s cultural industry policy and comes up with the framework content and its countermeasures and suggestions for constructing China’s cultural industry policy system.In the logical structure of this paper, the main part is constituted by the six chapters.The first chapter relates to " the cultural industry policy outline and its basic theories." Firstly, the author interprets the concept and the basic features about cultural industry. Secondly, the author analyses the connotations, the functions and the revelations, as well as the internal relations between the development of cultural industry and the cultural industry policy. Finally, the author combs and discusses the relevant basic theories on the cultural industry policy. Marxism classical writers’spiritual production theory, Chinese Marxism classical writers’cultural policy theory, which promotes author’s theoretical views on the cultural industry policy system construction.The second chapter relates to " the practice course, performance and problem analysis for China’s cultural industry policy". This chapter includes three parts. First, the practice course and basic contents of China’s cultural industry policy. Second, the practice performance analysis of China’s cultural industry policy. Third, the main problems and reasons which exist during the practice of China’s cultural industry policy.The third chapter relates to " the experience and revelations of the developed countries’ cultural industry policy for China." Firstly, the author combs and discusses the practice experience of the developed countries’cultural industry policy. Secondly, the author discusses the revelations about the practice of the developed countries’cultural industry policy for constructing China’s cultural industry policy system.The fourth chapter relates to " the basis and significance for constructing China’s cultural industry policy system." Firstly, the author gives the definition of cultural industry policy system and its component key elements. Secondly, the author analysis the basis and significance for constructing China’s cultural industry policy system.The fifth chapter relates to " the framework of the content and design of China’s cultural industry policy system. First, the chapter describes the framework of cultural industry policy system from six aspects. It includes the objectives, the subject and object, the scope, the structure, the tools and the process of policy system. Second, the author discusses the design requirements and constraints for China’s cultural industry policy system.The sixth chapter relates to "the principles and countermeasures and suggestions of China’s cultural industry policy system construction." The chapter discusses six principles for constructing China’s cultural industry policy system and puts forward some specific countermeasures and suggestions for constructing China’s cultural industry policy system.更多还原
