我国战略性新兴产业发展研究

【摘要】 日益发展的工业化经济为人类带来了益处的同时也带来了一系列问题。自20世纪90年代以来,能源危机和全球变暖为主要特征的环境问题日益明显。这种能源危机和环境恶化对各个国家的发展产生制约性影响。针对这一形势,世界各国纷纷采取了减少碳排放,发展低碳技术,加大开发新资源力度,减少对化石能源的依赖等措施。2008年以来的国际金融危机,对世界经济尤其依赖虚拟资金及资源的国家产生了深远的影响,导致后危机时代世界各国经济力量失衡,国际分工体系面临重新调整。在这种情况下,世界各个国家都意识到了必须改变原有的生产生活方式,以新兴产业推动经济与社会发展的紧迫性。为了应对这次经济危机,他们将科技创新投资作为最重要的战略投资,致力于新能源和再造能源的开发,抢占新一轮经济增长的战略制高点,从而在国际危机重建中争取有利地位。我国经济发展进程中都是以高投入、高消耗的粗放型方式维持经济增长。这种主要依靠高资源投入来提高产量的经济增长方式已经受到资源供给约束并带来了经济环境恶化的严重后果。这些问题迫切需要人们改变传统的经济增长模式,即从主要依靠增加资源投入和消耗的粗放型经济增长方式,转变为主要依靠提高资源利用和效率提升产量的集约型经济增长方式。2009年我国首次提出战略性新兴产业概念。战略性新兴产业主要指以重大科学技术突破为前提,将新兴技术与新兴产业深度融合,引起社会新的市场需求,技术门槛高、带动能力强、综合效益好、成长速度快、市场潜力大、产业规模大,对国民经济全局和长远发展具有重要意义的新产业。此后在2010年10月18日颁布了《国务院关于加快培育和发展战略性新兴产业的决定》,将节能环保产业、新一代信息技术产业、生物产业、高端装备制造业、新能源产业、新材料产业、新能源汽车等七大产业作为现阶段重点培育和发展的产业,并制定了各重点行业的具体发展目标、发展路线图及战略性新兴产业发展目标。我国战略性新兴产业经过近三年的发展已取得一定的成就,初步形成了战略性新兴产业发展聚集特色,并在相关细分行业领域取得了国际领先地位。但由于经济发展总体水平低下,缺乏创新驱动,加之战略性新兴产业实施过程中由于缺乏统一的指导及配套政策制度体系,存在竞相建设,重复投资,投入使用率较低,资源浪费严重等问题。文章共分为六章研究了我国战略性新兴产业发展问题。第一章阐述了我国战略性新兴产业发展问题的研究背景、研究目的和意义,之后在国内外研究综述基础上解释了文章主要内容、使用的研究方法及创新和不足。第二章基于产业选择、产业结构优化和升级理论,梳理了战略性新兴产业概念和特征、解释我国战略性新兴产业七大细分行业内涵;提出战略性新兴产业发展的指导思想,基本原则及发展目标;介绍战略性新兴产业选择标准及发展要素发展模式选择等问题。第三章在考查西方主要国家战略性新兴产业培育模式、培育政策及产业发展现状的基础上借鉴其经验教训,以为我用。第四章是我国战略性新兴产业发展现状分析。分别从我国战略性新兴产业发展总体现状、区域分布特征和细分行业特征解释了我国战略性新兴产业发展情况。第五章是对战略性新兴产业影响因素的实证分析。在识别金融支持、市场、科技创新、政策、产业发展五大类因素的基础上,以上述五类因素为一级指标,建立包括15个二级指标的战略性新兴产业发展影响因素指标体系,利用层次分析法求解,识别出影响战略性新兴产业发展的主要二级指标。其次,在层次分析法基础上,利用相关数据进行回归,分析对我国战略性新兴产业发展的主要影响因素,剔除了个别相关性不显著的因素,回归结果发现模型存在多重共线性问题,因此,采用因子分析法降维。最后,利用因子分析法进行了KMO与巴特利球度检测,根据解释的总方差与碎石图,提取了一个主成分,并将因变量与主成分进行了回归,得到了最终的回归模型。得出科技、金融及产业发展是战略性新兴产业发展主要因素的结论,总结这些因素所存在的问题。第六章对我国如何发展战略性新兴产业提出对策建议。

【Abstract】 Growing industrialized economies have benefited humans, while simultaneouslyresulting in a series of problems. Since the1990s, environmental issues have becomeincreasingly clear especially with relation to the energy crisis and global warming.The impacts of the energy crisis and environmental deterioration have restricted thedevelopment of individual countries. In response to this situation, many countrieshave taken measures such as reducing carbon emissions, developing low-carbontechnologies, increasing efforts to develop new resources, and reducing dependenceon fossil fuels.The international financial crisis since2008had a profound impact on the globaleconomy, especially to those countries which depend on virtual valuations andresources. The result in the post-crisis era has been an imbalance of the worldeconomic power and readjustment of the international labor workforce. In this case,countries around the world are aware of the urgency of the necessity to change theprevious production and lifestyle into emerging industries that will promote economicand social development. In response to the economic crisis, countries consideredtechnological innovation as the most important strategic investment. They commit tonew energy production technologies and renewable energy development and look toseize a strategic position in the next round of economic growth.During economic development, Chinese high supply and demand have alwaysbeen required to sustain economic growth. This type of economic growth whichdepends mainly on the resource supplies to increase production has been constrainedby limited resources and has brought serious consequences of deteriorating economicconditions. These issues urgently require the traditional economic growth model to bechanged, that is, the transformation from the extensive economic growth model which relies heavily on increased consumption, to the intensive economic growth modelwhich depends on improving the efficiency of resource utilization to increase theproduction.China initially proposed the concept of strategic emerging industries in2009.This concept mainly refers to new industries which have major scientific andtechnological breakthroughs as the premise, deep integration of emergingtechnologies and industries, aroused new market demands, high technicalrequirements, guiding ability, good overall efficiency, fast growth and high marketpotential, large-scale industry, and significant to the long-term development of thenational economy. China promulgated the "State Council decision on accelerating thedevelopment of strategic emerging industries" on October18,2010and determined todevelop strategic emerging industries, and focus on fostering and developing thefollowing seven types of industry: energy-saving environmental protection, newgeneration information technology, biological technology, high-end equipmentmanufacturing, alternative energy production, new materials, and alternative energyautomobiles. China has also prepared detailed goals and development roadmaps forthe strategic emerging industries.China’s strategic emerging industries have made certain achievements after nearlythree years of development, initially formed the character of the strategic emergingindustries, and achieved a leading position in the field of the related industry segments.However, problems exist such as construction competition, repetitive investments,low inputs usage, serious waste of resources and other issues, due to overall lowlevels of economic development, shortage of innovation, combined with a lack ofunified guidelines and policy system in the implementation process of the strategicemerging industries.This dissertation consists of six chapters. The first chapter, Introduction,describes the background and goal of the research. The main content of thisdissertation provides details about the research method. Conclusions for innovationand shortcomings are presented based on domestic and foreign research review.The second chapter describes the theory of industry selection, optimization and upgrading, prioritizing the concept and characteristics of the strategic emergingindustries, and explains the seven segments of China’s strategic emerging industry;summarization of the guiding ideology, basic principles, development goals, industryselection criteria, development factors, development patterns and other issues for thedevelopment of strategic emerging industries. The third chapter examines thecultivating mode, nurturing policy and industrial development of the strategicemerging industries of major western countries for evaluating the experiences andlessons of these industrial models. The fourth chapter analyzes China’s developmentof strategic emerging industries. This chapter explains the development of strategicemerging industries respectively from the overall economic development of Chinaaccording to regional distribution and the characteristics of industry segments. Thefifth chapter analyzes the empirical factors of the strategic emerging industries. Thischapter evaluates and determines relevance of the following five impact factors:finance, technological innovation, system policies, market demand and industrialdevelopment. Recommendations for how to develop the strategic emerging industriesare proposed in the final chapter.
