【摘要】 国外体育政策研究是促进我国体育事业改革和体育政策研究不断发展的必要途径。由于地理及文化渊源等方面的原因，日本可以说是近现代以来对我国体育发展影响最大的国家，我国体育界也一直都很重视对日本体育的研究与借鉴。进入二十一世纪以来，新运行环境下的日本体育政策，不仅政策力度明显加强，还体现出比较明显的政策过程透明化与规范化动向。所以，本研究选择以二十一世纪以来日本体育政策运行作为主题。研究主要以公共政策系统理论和公共政策过程理论为指导，采用文献资料、访谈、个案研究、历史分析、逻辑分析等研究方法；力求揭示日本体育政策历史发展特征，把握二十一世纪以来日本体育政策运行的环境、内容与效果，认知其动态运行的政策过程，进而为我国体育政策发展提供有益的启示。论文主要分为五个部分，导论和文献综述是全文的铺垫，主要介绍研究的选题背景、目的意义、研究理论依据、研究内容与方法、以及对相关研究现状的梳理。第二部分以体育方针变化为主线，分四个时期从政策发展的背景环境、内容变迁、政策效果及政策过程等视角出发，对二战后日本体育政策的历史沿革进行系统梳理，分析把握日本体育政策的历史发展特征和政策过程特点，为论文主题研究确立基础认知和逻辑起点。第三部分首先从二十一世纪以来日本体育政策运行的一般环境和具体环境分析入手，客观把握其发展所面临的主要政策课题；然后对日本体育政策原理、体育财政和政策分类进行概括性考察与梳理。通过对二十一世纪以来日本体育政策主干内容的分析，把握其主要内容特征与存在的问题。再利用日本官方和社会公布的数据资源对体育振兴基本计划进行政策效益评估，考察了其政策运行的有效性。第四部分结合个案研究对日本体育政策过程的政策制定、执行和评估等阶段进行深入分析，把握不同过程环节的具体特征、及政策过程所具有的优点与存在的不足，并提出相应的优化建议；并在此基础上分析把握二十一世纪以来日本体育政策过程的整体特征和发展动向。第五部分则从日本体育政策历史发展和二十一世纪以来政策运行的研究结论出发，结合我国体育政策运行现状，为我国体育政策发展和政策过程优化提出有益的借鉴建议。更多还原

【Abstract】 Research on foreign sports policy is the necessary way to promote the reform inChina’s sports undertakings and development of research on sports policy. Due to thegeographical, cultural and other reasons, Japan is the most influential country onsports development of our country since the modern times. Thus China’s sportsindustry has always attached great importance to the research and reference ofdevelopment of Japan’s sports undertakings. Since the21st Century, under newenvironments, dynamics of Japan’s sports policies have been significantly increased,reflecting a significant policy–making trends of transparency and standardization.Therefore, this thesis takes the operation of Japan’s sports policy since the21stCentury as the theme.Based on the system theory of public policy and process theory of public policy,by literature, interviews, case studies, historical analysis, logical analysis and otherresearch methods, this study tries to reveal the historical characteristics of Japan’ssports policy’s development, grasp the environments, contents and effects of thepolicy operation and try to get a comprehensive understanding of policy operationprocess since the21st century. Then accordingly, some useful suggestions are putforward in order to promote the development of China’s sports policy.The thesis is mainly divided into five parts. The introduction and literaturereview is the foundation of the whole dissertation, introducing the researchbackground, purpose and significance, theoretical basis, research contents andmethods and latest progress and research status.The2nd part, taking the sports policy changes as the main line, carries acomprehensive combing and analysis on historical development of Japan’s sportspolicy from background, content, effect and the operation process, in4phases, tryingto objectively grasp the characteristics of Japan’s sports policy’s historical evolutionand its policy process, in order to establish the logical starting point for the study.The3rd part, starting with the general environment and specific environment of operation of Japan’s sports policy since21st Century, the thesis analyses the mainproblem facing sports policy development， then conducts observation andgeneralization on Japan’s sports policy principle, sports fiscal and policy classification.Through analysis on main content of Japan’s sports policy, this part points out itsmain features and problems. Then, by using data resources of official and private,policy evaluation is carried on the basic plan for Sports Rejuvenation, to confirm theeffectiveness of the sports policy’s operation.The4th part, combined with case studies, makes a deep analysis on theformulation, implementation and evaluation of Japan’s sports policy, points out thespecific characteristics of different processes and its advantages and disadvantages aswell, and puts forward the corresponding recommendations. Based on this, this partalso summarizes the overall characteristics and new trends of Japan’s sports policyprocess since the21st century.The5th part, finally, starting from the conclusion of the study such as thecharacteristics of the historical development of the Japan’s sports policy and he actualsituation of policy operation since the21st century, combined with the operationstatus of China’s sports policy, puts forward some suggestions to promote thedevelopment of China’s sports policy and optimization of sports policy process.更多还原
