【摘要】 道路运输管理人员是道路运输市场管理的主体，是推动现代道路运输业发展、促进综合运输体系建设的重要力量。改革开放以来，我国道路运输管理队伍在维护运输市场秩序、保障行业安全稳定、服务人民群众出行、促进经济社会发展等方面发挥了重要作用。但随着全国交通运输业的快速发展，特别是交通运输大部门体制改革、成品油价格和税费改革的深入实施，道路运输管理职能不断增加，道路运输市场规模、管理手段和效率等因素已发生巨大变化，道路运输管理人员规模标准滞后问题日益突出，已有的标准难以为道路运输管理构建科学化、高质量的人员编制约束与控制机制提供导引，迫切需要根据新时期道路运输管理职能的新变化，研究制定道路运输管理人员规模标准。论文把道路运输管理机构人员分为职能业务人员和其他人员。在职能业务人员编制方面，论文系统梳理不同层级（省级、市级、县级）道路运输管理机构职能业务人员编制影响因素，以最大限度地满足道路运输管理机构职能行使需要为目标，利用逐步回归分析方法逐级别、逐职能构建机构职能业务人员编制与满足职责、任务行使之间的关联模型，利用200个省、市、县的相关调查数据，求解关联模型参数，并对关联模型进行修正，提取不同层级道路运输管理机构职能业务人员规模公式，并对其规模标准进行测算。其他人员编制方面，其标准按照国家有关规定执行，人员总量原则上不超过编制总数的三分之一。对运输管理机构人员编制规模测算是道路管理机构人员合理设置的基础，因此开展这方面的研究在理论和实践中均具有重要作用和意义。论文研究成果能够指导和规范道路运输管理机构人员编制，消除人员编制标准陈旧，贯彻执行不一的局面；指导和推动道路运输管理机构队伍正规化建设，解决队伍建设中人员编制规模标准中可能遇到的难点问题和关键技术。更多还原

【Abstract】 Since China’s reform and opening up, China’s road transport management team plays animportant role in the maintenance of road transport market order, guarantee the safe and stable,the people travel services, promote economic and social development. But with the rapiddevelopment of transportation industry in our country, especially in the big department systemreform of transportation, prices of refined oil products and the in-depth implementation of thereform of taxes and fees, road transport management function, increasing efficiency of road.The road transport management institution staff consists of business person and otherperson.In the business staff，the paper combing systematically the factors that influence staffof road transport management institution in the different levels (provincial cities andcounties),to the maximum to meet the road transport management institution functionexercise needs as the goal, structuring the correlation model by using stepwise regressionanalysis method, using survey data of200groups to solve correlation model, and revised,extracting different levels of staff formula of the road transport management institution. Otherstaff, the preparation of standards in accordance with the relevant provisions of the state, thetotal staff should not exceed1/3of the total compilation.Measuring the transport management institution staffing size is the basis of reasonablepersonnel road management mechanism, so as to carry out research in this field has animportant role and significance both in theory and in practice.
