科学技术与体系作战能力建设

Scinence&Technology and the Construction of SOS Operation Capability

【摘要】 信息时代新军事变革席卷全球,体系作战能力建设已经成为信息化建设的根本着力点,当前我军已经掀起了加强体系作战能力建设的热潮。近年来有关体系作战能力的研究成果大量涌现,但依然处于初级阶段,有待于进一步深化与拓展。考察科学技术与体系作战能力建设之间的关系,是一个具有重大理论与现实意义的课题。本文从科学技术哲学视角出发,着眼信息时代的现实需求,按照“究竟应如何解读体系作战能力——究竟科学技术在体系作战能力建设中发挥着什么样的作用——究竟应如何依靠科学技术加强体系作战能力建设”的思路,深入探讨科学技术与体系作战能力建设之间的关系。研究表明:体系不仅仅是“系统的系统”,它还是“人在回路”的系统,因此所有军队都是体系,军事斗争都是体系作战;体系作战以信息交互为前提,信息交互系统的发展推动体系作战形态的演进,进而呈现出三种基本形态:冷兵器条件下基于声光系统的体系作战、热兵器条件下基于电讯系统的体系作战、信息化条件下基于信息系统的体系作战;体系作战能力实质是“回路的人”的控制能力,依据控制对象的不同,体系作战能力还可分为体系认知能力、体系动员能力、体系攻防能力和体系成长能力,科学技术是实现“回路的人”控制目标的最佳工具,随着科技发展,体系作战能力建设对科学技术的依赖程度越来越高,为规避科学技术的负面效应,在实践中必须坚持科学技术的协调发展,必须遵循马克思主义认识论。文章最后就“现阶段如何依靠科学技术加强体系作战能力建设”给出几点具体建议。

【Abstract】 Revolution in military affairs in the information age is sweeping the globe, and theconstruction of System of Systems (SoS) operation capability has already been the basicfoundation of military informatization. Currently, the Chinese military is pushingforward the construction of SoS operation capability passionately. In recent years theresearch upon SoS operation capability has sprung up nonetheless, it still needs to beenriched and deepened. Investigating the relationship between science and technologyand the construction of SoS operation capability is an important issue of greattheoretical and realistic significance in this background.Reviewing from the perspective of philosophy of science and technology, focusingon the realistic demand in the information age, this thesis analyses the relationshipbetween science and technology and the construction of SoS operation capability alongthe thread of “what is SOS—how science and technology affect the SOS—how toimprove the construction of SoS operation capability depending on science andtechnology”. This study finds that: SoS is not only system of systems, but also aman-in-the-loop system; military actions are all SoS operation. The informationinteraction system is a cornerstone to building SoS. Its development has driven theevolution of SoS operation in three basic historical modes: the SoS operation based onacousto-optic systems in the edged weapon era, the SoS operation based ontelecommunications systems in the fire arms era, and the SoS operation based oninformation systems in the information age. Actually, SoS operation capability is thecontrol capability of the man in the loop. According to different control objects, SoSoperation capability can be divided into four components: SoS cognition capability, SoSmobilization capability, SoS attack and defense capability. Science&Technology is thebest tool for fulfilling the object of control. With the development of science andtechnology, the construction of SoS operation capacity increasingly dependent onscience and technology. In order to avoid the negative effect of science and technology,we must ensure the harmonious development of science and technology and followMarx’s epistemology in practice. This thesis proposes several advices on how toimprove the construction of SoS operation capability relying on science and technologyat the present period.
