新时期中国企业对外投资问题及对策研究

【摘要】 中国企业对外直接投资近几十年来获得快速发展，已经成为我国改革开放的重要组成部分之一，在促进国民经济可持续发展的同时，也推动着我国与世界各国互利共赢、共同发展。但是随着我国企业对外直接投资的结构及投资规模呈现出高端化和扩大化的发展趋势，在新时期世界宏观环境和国内经济形势发生重大变化的过程中，也面临着各种新老问题的交织和愈加严峻的挑战，较之以往更具复杂性和风险性。通过不断提升我国企业对外直接投资的水平作为实施我国强国战略的重要途径之一，是一项意义重大、影响深远的工作，需要包括政府、金融机构、社会组织尤其是各类企业的全社会的广泛参与和共同努力。本论文旨在学习借鉴国内外对外直接投资理论和文献的基础上，按照系统综合分析框架，从五个不同方面分析新时期我国企业对外直接投资中存在的问题和对策建议。本论文初步提出全面系统分析企业对外直接投资的全球竞争力提升理论模型-WEPFCL六力分析模型雏形，研究我国企业对外直接投资的发展特点和经验，尤其是存在的问题和面对的挑战，借鉴美国、日本、欧洲和“亚洲四小龙”等国家和地区对促进对外直接投资的有益实践和对我们的启示，并以加拿大特大型钾矿资源投资开发项目具体案例分析存在的问题和思考，最后上升到普遍性，对未来5～15年我国企业对外直接投资的目标和模式进行预测，并提出促进我国企业对外直接投资的相关对策建议，以期使我国企业的对外直接投资事业能够健康可持续地发展。其中，全面系统地论述了新时期我国企业对外直接投资面临的主要问题和困难，主要有以下几个方面。（1）国内整体环境方面：对外直接投资强国战略缺失、企业对外直接投资在世界占比低、区域选择不合理、投资领域层次低等。（2）政府和社会支持方面：对外直接投资法律法规体系有待进一步健全、缺少统一权威的国家级管理机构、国家对外直接投资中长期规划缺失、政府管理体制不能完全满足企业要求、缺乏对民营企业的相关支持政策、外交保护和国际双多边和区域合作协调机制有待进一步加强、对外直接投资社会服务体系缺失、行业组织协调机制缺位造成我国企业间的恶性竞争时有发生。（3）国内财税金融体系保障方面：国家财政资金支持力度有待加强、金融机构相关产品和服务尚未满足企业对外直接投资的需求、民间金融机构的积极性和优势没有得到充分发挥、缺少对外直接投资税收方面更加优惠的政策、企业对外直接投资保险制度不够健全。（4）世界外部环境方面：世界经济复苏基础脆弱、全球投资保护主义升温，“中国因素”引发独特的政治风险、发达国家通过各种政策调整设置投资障碍、国际安全形势复杂、法律规则和劳资纠纷等社会风险制约。（5）企业自身实力方面：企业对外直接投资战略不明确决策盲目、竞争实力不强议价能力较弱、企业管理机制尚不健全；缺乏核心技术和优秀人才、民营企业抵御风险的能力较弱，中小企业投融资能力建设不足。本论文通过对美国、日本、欧洲和“亚洲四小龙”等国和地区的企业对外直接投资成功经验的分析，得出其成功经验的启示主要有以下几个方面：确立对外直接投资战略在国家经济强国战略中的重要地位；放松管制鼓励对外直接投资主体多元化；设立专门的对外直接投资促进管理机构；完善财税、金融等支持体系和保险制度以支持企业对外直接投资；把握国际机遇和国际双多边协调政策主动权为企业对外直接投资提供保护；企业重视制定对外直接投资战略和国际竞争力的提升是对外直接投资成功的基础。本论文又对未来5～15年我国企业对外直接投资的目标和模式进行了初步的预测。我国必将实现成为世界第一大对外直接投资强国、占据世界经济主导地位的目标，形成全球投资体系和国际宏观形势利好局面，建成完善的对外直接投资促进和保障体系，形成多元化、全方位、多领域的对外直接投资体系，培育大批具有国际竞争力的跨国集团。最后，提出了新时期我国企业对外直接投资的战略和对策：（1）要持续保持开放型经济的快速发展、增强对外直接投资内生动力、完善顶层设计和制定对外直接投资战略；（2）成立国家级统一的对外直接投资促进管理机构、建立以出台《对外直接投资法》为基础的法律体系；（3）制定《国家中长期企业对外直接投资改革和发展规划纲要》；（4）建立和完善对外直接投资促进、服务和监管体系；（5）进一步完善财政金融支持政策、建立与国际市场竞争相适应的外汇管理制度、建立健全我国企业对外直接投资的保险体系、创设对外直接投资专项基金、建立民营企业控股的金融机构、提供贷款优惠和便利的金融服务；（6）企业明确对外直接投资战略、完善公司治理机制、增强企业科技创新能力、充分利用国际组织改善投资环境、增强防控风险能力和注重对外直接投资国际化人才队伍建设。本论文在尽可能广泛吸收国内外相关研究成果的基础上，对该选题进行了力所能及的研究。由于受个人学识水平、时间和研究条件等的限制，论文还存在着一些不足，如对以全球视野看待国际对外直接投资的历史和理论研究得还很不够深入，虽然在分析西方对外直接投资理论对中国的适用性的基础上，提出了系统分析企业对外直接投资的方法框架和WEPFCL国际竞争力理论模型的雏形，但没能进一步完善和深化，需要今后进一步加以研究和完善。更多还原

【Abstract】 The Outward Foreign Direct Investment (hereinafter abbreviated as OFDI) of China’senterprises, has been developed very rapidly in the past several decades, and itbecomes one of the most important parts of Chinese reforming and opening-up system.While it pushed forward the development of Chinese national economy, it alsopromoted the mutually beneficial and win-win and common development of allcountries in the world. However, our enterprise foreign investment structure andinvestment scale showing a high-end and expanding trend when the process of theworld macro environment and domestic situation has undergone major changes, andOFDI of China’s enterprises is also facing a variety of old and new problems ofinterleaving and more severe challenges, so that it shown more Complexity and riskthan before. Promoting the developement of OFDI of China’s enterprises is asignificant and far-reaching work, it needs the common efforts including governmentfinancial institutions, social organizations of all types of enterprises especially, theparticipation of the whole of society.The purpose of this paper is to learn from the domestic and international theories andthe literatures for foreign direct investment, according to the comprehensive analysissystem, from five different aspects, analized the problems and counter-measures ofOFDI of China’s enterprises. Initially put forward a global competitiveness theorymodel to analyze the foreign investment enterprises comprehensive system-WEPFCLAnalysis model of six-force model. The paper developed and studied thecharacteristics and experiences of OFDI of China’s enterprises, especially the facingproblems and challenges. Taking reference of the experience of other countries on thebeneficial practice to promote OFDI and the enlightenment to us, making an exampleof case analysis for problems and thinking as an oversize potassium mineral resourcesinvestment development project In Canada. Finally rise up to the universal, putforward the counter-measures and policy suggestions to promote the foreigninvestment of China’s enterprises. Hope this may help to maintain the development offoreign investment enterprise to be sustainable and healthy.This paper widely absorbs the basis of relevant researches at home and abroad asmuch as possible, and maximum effort had been paid on the topic in my power research. However, this paper still has some flaws and the insufficiency due to mypersonal knowledge level and study conditions. As for the history and the theoryabout the overseas investment with a global vision of the research is not deep enough.Although I created a framework of system analysis method of foreign directinvestment and the WEPFCL prototype theory model of international competitivenessbased on the analysis of the western theory of foreign direct investment on theapplicability of the China, but it was not improved and deepen and it needs furtherresearch and improvement.更多还原
