机动车检验模式及规划管理研究

【摘要】 随着经济的快速发展及机动车保有量的迅速增加,机动车的行驶安全性和环保性越来越受到社会的关注。特别是道路交通安全形势十分严峻,重特大事故时有发生。加强机动车特别是在用机动车检验的管理势在必行。如何对机动车检验和检验机构进行科学化管理,确保其检测质量和机动车检验行业健康发展是亟待解决的问题。本文通过对比分析研究,提出中国机动车检验行业的发展方向,并分别从理论和方法层面进行了实证研究。通过对比国内外机动车检验行业的发展特点,本文对中国机动车检验管理职能的发展和演变过程,检验行业的特点和存在的问题进行分析研究。借鉴国外的管理经验,分别从调整机动车检验管理模式和检验模式、优化资源配置、加强监管力度、强化人员培训、完善信息公开机制等六个方面提出中国机动车检验行业的发展和改进方向。具体讲,本文首先对我国的机动车检验行业的管理和运营模式进行了探讨,通过对我国现行机动车检验模式现状和特点的分析,阐述了对检验行业资源进行有效整合的必要性,研究并提出了“三位一体”机动车检验新模式。而实施新的检验模式的第一步是结合已有布局对整个检验机构网络进行全局重新布局及优化,其前提是对机动车检测需求进行准确合理的预测。本文结合机动车检测需求的特点,考虑了机动车检测法规的作用,对机动车保有量进行了分类并据此构建了机动车检测需求多元灰色预测模型,取得较好效果。接着,本文考虑了城市机动车检验机构资源优化布局与用户实际选择行为的交互行为,构建了双层规划模型对机动车检测站的合并布局进行优化。针对检验机构的运营,本文分别从场站运营效率和硬件资源(检测站可行性要求和评价)进行了评价。首先基于效率视角,结合Malmquist指数分析模型对整个机动车检验行业的发展规律进行了分解分析,并结合天津市实例数据给出相关的发展建议和预测。然后研究了客观评价其综合业务办理系统的方法体系构建,并基于AHP多级模糊分析模型对检测站的效率进行了分析。最后,针对我国机动车检验行业的发展提出了相关建议和展望。通过以上研究,为机动车检验行业建立符合我国国情的管理模式,即服务齐全的运营模式、科学合理的规划布局、功能完备的检验能力、完善准确的监督评价体系提供了新的研究方法,使之能够成为社会管理创新的新实践,产生更为理想的经济和社会效益。

【Abstract】 With the rapid increase of motor vehicles and the rapid development of economic-ownership, vehicle safety and environmental protection more and more attention from the society. Especially the road traffic safety situation is very serious, serious accidents have occurred from time to time. Strengthening of motor vehicle especially in motor vehicle inspection management is imperative. How to carry on the scientific management of motor vehicle inspection and testing institutions, to ensure the healthy development of the quality of detection and vehicle inspection industry is an urgent problem to be solved. Through analysis and comparison research, bring forward the development direction of Chinese motor vehicle inspection industry, and separately from the theory and the method of the empirical study.Through the development of characteristic comparison of domestic and foreign motor vehicle inspection industry, the development and evolution of Chinese motor vehicle inspection management functions of the process, analysis of testing industry characteristics and problems. Learn from foreign experience, respectively, from the adjustment of motor vehicle inspection and management mode and test mode, optimizing the allocation of resources, strengthen supervision, strengthen personnel training, improve the information disclosure mechanism six aspects of Chinese motor vehicle inspection and the development of the industry and the improvement direction.In particular, discusses the management and operation mode of this paper on China’s motor vehicle testing industry, through the analysis on the present situation and characteristics of model checking current vehicle in China, discussed the necessity of the effective integration of inspection industry resources, study and put forward "the Trinity" motor vehicle inspection mode.The first step and the implementation of test model is combined with a new layout for the whole testing station network is global to the layout and optimization, the premise is to predict reasonably accurate demand for vehicle detection. In this paper, combined with the characteristics of demand for motor vehicle inspection, vehicle inspection regulations are considered, the amount of vehicle classification and built up demand for vehicle detection multivariate grey prediction model, to achieve better results.Then, this paper considers the city motor vehicle inspection agency resources optimization layout and user actual choice behavior of interactive behavior, builds a bi-level programming model for vehicle testing station with layout optimization.According to the inspection operations, this paper from the station operation efficiency and hardware resources (detection station feasibility requirements and evaluation) were evaluated. Based on the efficiency perspective, analysis model of whole vehicle detection industry development regularity of the decomposition analysis based on Malmquist index, and combined with the city of Tianjin instance data gives related suggestions and forecast. Then research the construction method for the objective evaluation system of integrated services, which is based on the AHP fuzzy model to analyze the efficiency of the testing station.Finally, aiming at the development of China’s motor vehicle inspection industry put forward relevant suggestions and prospects.Through the above research, the establishment conforms to our country national condition management mode for the motor vehicle inspection industry, namely the full service operation mode, scientific and rational layout, complete functions, improve the detection capability of accurately monitoring and evaluation system provides a new research method, which can become a new practice of social management innovation, produce more ideal economic and social benefits.
