城乡建设用地增减挂钩潜力分析与实证研究

【摘要】 土地作为人类一切活动的载体,是最重要的自然资源和生产要素,是经济社会发展的前提和基础。为了统筹城乡协调发展,有效解决城镇化、工业化与耕地保护的矛盾,国家创新现有土地管理制度,出台了《城乡建设用地增减挂钩试点管理办法》,通过城乡建设用地增减挂钩政策的实施,有效缓解了城镇建设用地供给压力,改善了农村生产生活环境,加快了城镇化、现代化进程。在此背景下,对城乡建设用地增减挂钩潜力进行分析并作出空间布局研究,具有重要的理论意义和现实意义。一方面有助于丰富和完善挂钩理论,拓宽土地整治研究领域,为土地政策创新提供理论参考,具有理论意义;另一方面,通过挂钩潜力测算,可为各地区申请挂钩试点、分配挂钩指标、开展挂钩项目提供数据参考,可为土地整治规划的编制奠定基础,具有实践意义。本研究运用理论研究与实证研究相结合的方法,在对城乡建设用地增减挂钩相关概念界定的基础上,综合运用土地利用规划、土地供求、可持续发展、区位论、级差地租等相关理论,分析了城乡建设用地增减挂钩的影响因素,确定了潜力测算模型,并以天津市作为研究案例,对天津市挂钩需求、挂钩供给、挂钩分区、挂钩模式、挂钩结余指标分配等问题进行了系统、深入地研究。本研究的主要工作创新点为:(1)在查询相关文献的基础上,系统梳理了城乡建设用地增减挂钩的理论基础,并分析了不同理论对于挂钩工作的指导作用。(2)从决定挂钩政策实施必要性和影响挂钩实施效果两个方面,深入分析了城乡建设用地增减挂钩的影响因素,对挂钩潜力分析用回归分析法、移动平均法、赋权法等数学模型进行了阐述和选择。(3)以天津市为例,对城乡建设用地增减挂钩潜力分析和空间布局进行了实证分析,首次提出了基于土地利用总体规划的挂钩潜力测算方法和技术路线,为天津市各区县申请挂钩试点,分配挂钩指标,开展挂钩项目打下基础。(4)提出了各种促进挂钩工作顺利开展的对策建议,可以为天津市乃至全国开展挂钩试点工作提供决策参考,增强其科学性和可操作性。

【Abstract】 Land, being the carrier of all human activities, is the most important natural resource and productive factor, and is the premise and base of economic and society development. In order to plan the coordinate growth of cities and towns, to effectively solve the contradiction between urbanization, industrialization and cultivated land protection,"Pilot Management Methods of Connecting the Increase in Urban Construction with Decrease in Rural Residential Land" is raised by the national innovation existing land use management system. By using these management methods of CUR (connecting the increase in urban construction land with decrease in rural residential land) policy, the pressure of urban and rural construction land supply is retarded, rural productive and living environment is improved, rural urbanization and modernization is accelerated.Under this circumstance, it has an important theoretical and practical significance to analyze the capacity and research the spatial distribution of CUR. On the one hand, the CUR theory is enriched and completed. It is practical to broaden research area of land reclamation, providing theoretical reference to land policy innovation. On the other hand, measuring CUR potential can provide data reference to all areas applying CUR pilot, distributing CUR index, launching CUR project, and lay a foundation to land renovation plan.The combination of theoretical research and empirical study is applied in this research. On the basis of CUR related concept definition, land utilization planning, supply and demand of land, sustainable development, location theory, and differential land rent and other theories are used to analyze the influencing factor and the potential measure model choice of CUR. Tianjin city is used as the example to thoroughly and systematically study CUR demand, CUR supply, CUR division, CUR model and CUR balance index distribution.The prime tasks innovation points of this research are:(1) On the basis of related literature review, the theoretical foundation of the CUR is system combed. The guidance function of different theories to CUR work is discussed.(2)From deciding peg implementation necessity to CUR effect influence, the influencing factors of CUR are deeply analyzed. CUR potential analysis related regression an-analysis; method of moving average and weighting method are presented and chosen.(3)Tianjin city being the example, CUR potential analysis and spatial distribution are empirically analyzed. CUR measurement method and the potential technical route based on overall plan of land utilization is first raised. The foundation of application CUR pilot, distribution CUR index and CUR project is laid.(4)Many suggests to promote the smooth development of CUR work are put forward, providing decision making reference to the pilot projects being conducted CUR work in Tianjin city and even the whole nation. Science and operability are strengthened.
