城乡建设用地增减挂钩拆旧适宜性评价理论与应用研究

【摘要】 2004年我国提出了城乡建设用地增减挂钩(简称挂钩)政策,多年来,挂钩对于保持耕地总量动态平衡,统筹城乡发展,建设社会主义新农村等发挥了重要作用。然而,由于我国的挂钩工作尚处于初级阶段,随着试点工作的逐步深入开展,政策本身的不完善和管理方法的弊端逐渐暴露出来,并产生了各种各样的问题。其中,由于拆旧区选择的不合理及其导致的各种问题成为制约挂钩政策顺利实施的重大障碍。挂钩工作的顺利开展亟需开展拆旧适宜性评价以为挂钩拆旧规划、挂钩拆旧审批提供参考依据。然而当前国内外有关此方面的研究却十分鲜见。在梳理、总结相关研究成果的基础上,本文对挂钩拆旧适宜性评价进行了理论分析。在此基础上,构建了挂钩拆旧适宜性评价指标体系,研究了挂钩拆旧适宜性评价模型,并以天津为例,对其挂钩拆旧适宜性进行了评价、比较。最后,阐明了本文的研究结论、政策启示、研究不足及对未来的展望。本文的主要研究成果如下:(1)构建了挂钩拆旧适宜性评价指标体系。该评价指标体系包括目标层、准则层和指标层三个层次,涵盖自然条件、经济可行性、农民意愿和农村土地利用状况四个维度,共二十一个指标。(2)构建了挂钩拆旧适宜性综合评价模型。运用基于离差最大化的组合赋权法计算评价指标的权重;在分别运用模糊综合评价法、TOPSIS评价法、灰色关联度分析法和加权综合指数法对拆旧适宜性进行评价的基础上,采用兼容度差异度极大极小模型选择最优的评价方法。(3)研究了天津挂钩拆旧适宜性的特点。依据实证分析结果,将天津十个涉农区县划分为四个等级:最适宜等级为滨海新区;适宜等级为东丽区、西青区、津南区和北辰区四个近郊区县;临界适宜等级为武清区、蓟县和静海县;不适宜等级为宝坻区和宁河县。(4)提出了进一步推进挂钩拆旧工作的政策建议。提出从实施差异化拆旧模式、尊重农民意愿、保障农民利益、拓宽挂钩拆旧筹资渠道、健全相关机制政策等方面保障挂钩拆旧的健康、可持续推进。

【Abstract】 In2004, the policy of the linkage between urban-land taking and rural-landgiving (LUTRG) was proposed. The policy has played a major role in keepingdynamic balance of total cultivated land amount, coordinating urban and ruraldevelopment and constructing the socialist new countryside. But, with the gradualfurther development of LUTRG, the imperfection of the policy itself and thedisadvantages of management methods gradually revealed, among them, the problemsfrom the unreasonable choose of demolition district have been significant obstaclesrestricting the successful implementation of LUTRG. The sustainable development ofLUTRG sorely needs to carry out the demolition suitability evaluation to providereferences for the demolition planning and approval. However, the relevant researchresults in this field at home and abroad are very rare.After reviewing and summarizing relevant research results, this paper makes atheoretical analysis on the demolition suitability evaluation in LUTRG. On this basis,this paper constructs an evaluation index system and a comprehensive evaluationmodel for demolition suitability in LUTRG and makes a case study on Tianjin city. Inthe end, the study states the research conclusion, policy implications, the limitationand future study of this research.The achievements of this paper were summarized as follows:(1)An evaluation index system for demolition suitability is constructed. Theevaluation index system includes21indexes in3layers: target layer, criterion layer,and index layer. The index system covers4dimensions: natural condition, economicfeasibility, farmers’will and the rural land utilization condition.(2)A comprehensive assessment model for demolition suitability is built. Firstly,the combination determining weights on maximizing deviations is used to determineevaluation index weight. After using fuzzy synthesized evaluation method, theTOPSIS evaluation method, the grey correlation analysis method and weightedcomposite index method to make the evaluation on demolition suitability, this paperselect the optimal evaluation option with the model of compatibility degree maximumand difference degree minimum.(3)The demolition suitability characteristics of Tianjin city are studied. The paperdivides10agriculture-related districts into four levels: Binhai New Area is the most suitable class; Dongli District, Xiqing District, Jinnan District,Beichen District aresuitable level;Wuqing District, Jixian and Jinghai County are critical suitable grade;Baodi District and Ninghe County are unfit grade.(4)Some policy suggestions are presented to further advance demolition ofLUTRG, incluing implementing different demolition model, using the demolitionstrategy fully respecting farmers’ will and protecting farmers’ rights and interests,broadening the channel of fund-raising, perfecting relevant system and policy.
