【摘要】 “十八大”要求我国走“新型城镇化”之路，不能再“继续摸着石头过河”式开展城市建设，要有科学合理的中国城市建设模式。在深化我国政治经济体制改革的“微”转变机遇下，如何开展城市建设工作，促进城市快速发展与城市转型是本文的研究主题，同时构成了本文研究的逻辑主线。开展城市建设工作的核心在于理解城市建设与城市发展及其背景的关系，城市建设行为的内在逻辑，以及运作保障体系等外在因素，由此本文研究分为五个部分：一、通过论述城市建设与城市发展、城市建设管理、城市规划之间的关系和矛盾，划定城市建设的研究范围与边界，提出本文研究意义与思路；二、认清城市建设发展的背景、困境与趋势，以及城市发展的阶段性特征，作为合理开展城市建设行为的基础；三、通过城市建设现实路径、困境及其产生原因的分析，本文认为城市建设工作存在自身的内在逻辑和组织关系。本文构建了城市建设系统，指出政府、企业与居民在产业设施和城市配套设施建设时所起到的作用；四、政府与城市规划是城市建设系统运作的保障。本文通过分析政府和城市规划在城市建设中的困境和原因，提出了相应的应对措施，即政府应该逐渐转变为“小政府、大社会”的服务型角色。同时，本文提出了城市发展规划论，强调城市规划在城市建设系统运作中的“公共服务”角色与“公共政策”作用。改进城市总体规划，近期建设规划与控制性详细规划的编制方法，服务于城市建设系统运作中的各个环节，即协调城市建设的各类规划，引导控制政府、企业与居民的城市建设行为；五、以前面论述为基础，本文具体论述了城市建设系统运作的内容：强调城市建设中的政府、企业和居民应该各司其职，突出“制度”对于市场化城市建设运作的重要性。市场经济实质为法制经济，政府主要负责优化配置城市资源和制定宏观调控手段，企业负责产业设施与城市配套设施建设，居民则应通过政策法规维护自我权益。最后，本文以武汉东湖国家自主示范区为研究案例，对本文提出的城市建设系统运作内容和城市规划编制改进方法进行检验。更多还原

【Abstract】 The eighteenth National Congress of the Communist Party of China has asked that China should take the "new urbanization" road, we shouldn’t keep developing the urban construction like "crossing the river by feeling the stones",we should have a scientific and rational mode of China’s urban construction. In the opportunity of the "micro" transition of political and economic reform in China, how to carry out urban construction and explain the urban development and urban transformation is the research topic of this article, and at the same time, it is also the logic thread of this article.Essentially, the key of carrying out the urban construction work is understanding the relationship between urban construction and urban development and its background, understanding the internal logic of the urban construction behavior, and understanding the safeguard mechanism of it’s process and other external factors. Thus, this article has five parts:First, we will discuss the relationship and contradictions between urban construction and development, urban construction management and urban planning, and according to this, we will delimit the research scope and boundary of the urban construction, and propose the article’s research significances and thoughts. Second, we should figure out the background, dilemma and trend of urban construction development, and the stage characteristics of urban development, and take this as the basis of carrying out urban construction legitimately. Third, according to the analysis of urban construction’s practical path, dilemma and it’s reason, this paper argues that urban construction work has it’s internal logic and organizational relationship. This paper will construct the urban construction system, and point out the effect of government, businesses and residents in industrial facilities and urban construction of supporting facilities. Fourth, government and urban planning is the protection of the operation of the urban construction system. According to the analysis of the plight and causes of government and urban planning in urban construction, This paper points out corresponding measures, that is, the role of government should gradually transformed into the role of service-oriented like "small government, big society". At the same time, the paper proposes urban development planning theory which emphasizing the "public service" and "public policy" role of urban planning in the operation of the system of urban construction. We should improve the establishment method of the urban overall planning, short-term construction planning and controlling detailed planning, and make it as a service of all aspects of the operation of the urban construction system, that is, we should coordinate various types of urban construction planning, guide to control the urban construction behavior of the government, enterprises and residents. Fifth, based on the discussion above, this article specifically discourse the operation of urban construction system:emphasizing that government, enterprises and residents should carry out their duties in urban construction, stressing the importance for the functioning of "system" to market-oriented urban construction development. The essence of the market economy is legal economy, government should be primarily responsible for the optimal allocation of urban resources and the formulation of macro-control means, enterprises should be responsible for construction of industrial facilities and urban facilities, and residents should protect self-interest by policies and regulations.At last, this paper takes Wuhan East Lake National Independent demonstration area as an example, makes a research of the case of park development and operation as a verification of the operation content of the urban construction system and the improvement of urban planning establishment work which is pointed out in this paper.更多还原
