基于突破性创新视角的战略性新兴产业发展研究

【摘要】 近年来,席卷全球的经济危机引发世界经济格局大变革、大调整、大重组,后金融危机时代,全球科技再次进入创新密集期,新的科技革命和产业变革正在孕育。为了在全球产业经济的重新布局中抢占新一轮科技经济竞争制高点,世界主要发达国家纷纷把发展新能源、新材料、绿色经济、信息网络、生物医药等作为当前和未来的产业发展重点。我国将节能环保、新一代信息技术、生物、高端装备制造、新能源、新材料和新能源汽车七大领域列为战略性新兴产业,定义为以重大技术突破和重大发展需求为基础,对经济社会全局和长远发展具有重大引领带动作用,知识技术密集、物质资源消耗少、成长潜力大、综合效益好的产业。战略性新兴产业的提出是我国顺应新一轮技术与产业革命,抢占未来科技经济竞争制高点的战略选择;战略性新兴产业的发展是我国转变经济发展方式,从根本上摆脱产业关键核心技术受制于人的战略举措。然而如何培育和发展战略性新兴产业成为摆在政府、学界和产业界面前的一大难题。本文在总结梳理技术创新和产业成长演化理论的基础上,从战略性新兴产业与此次经济危机的联系入手,指出战略性新兴产业是新技术经济范式革命的本质特征。技术经济范式革命的核心在于支撑经济社会发展的主导技术群的创新与变革,因此战略性新兴产业发展的关键在于产业核心技术的突破创新。接着本文对战略性新兴产业技术创新战略选择进行数理推导,并结合我国传统产业的发展教训探讨阐述了基于自主创新战略的战略性新兴产业成长机理。论文的后半部分主要就“科学发现——技术创新——产业化”的战略性新兴产业成长过程的微观机制进行深入分析,包括突破性技术创新对战略性新兴产业生成及发展的影响机制、基础研究对突破性技术创新的影响及路径、战略性新兴产业技术创新特质引致产业需求型基础研究的倒逼机制等。同时运用投入产出面板模型实证分析了基础研究对产业创新的影响效果和机制,运用动态面板数据模型分析了以突破创新能力为标准的战略性新兴产业骨干企业选择问题。最后在剖析战略性新兴产业技术创新和产业成长机制的基础上提出加快培育和发展战略性新兴产业政策建议。论文综合运用理论模型构建、系统分析、案例分析、问卷调查与企业访谈、计量模型实证检验等多种研究方法,以期从突破性技术创新视角对战略性新兴产业的技术创新机理和产业演化规律有一个深入、系统的认识。

【Abstract】 In recent years, the global economic crisis has triggered the major change, majoradjustment and major reorganization of the world economic configuration. After thecrisis, the world goes into a new innovation intensive period. New scientific andtechnological revolution and new industrial revolution are being nurtured. In order toseize the commanding heights of the new round of technologyical economic competitionduring the re-layout of the global industrial economy, the major developed countries lookupon the industries of new energy, new materials, green economy, information networksand biological medicine as the key industries. China treats the seven industries of energysaving and environmental protection, new generation of information technology,biotechnology, high-end equipment manufacturing, new energy, new materials and newenergy vehicles as strategic emerging industries. The strategic emerging industries aredefined as indusries which based on important technological breakthroughs andsignificant development needs, played significant leading role in long-term developmentof the overall economic and social, and are knowledge and technology intensive, lessconsumpting of material resources. The picking up of strategic emerging industries is astrategic choose to adapt to the new round of technological and industrial revolution, toseize the commanding heights of the future competitiveness of technology and economy;The development of strategic emerging industries is a strategic move to change the pattern of economic development, and fundamentally get rid of that the industry key coretechnology are relying on other courtries. However, how to foster and develop thestrategic emerging industries is a major problem for the government, academia andindustry.Based on combing the theories of technology innovation and industry growthevolution, this article started from the relationship between strategic emerging industriesand the economic crisis, and pointed out that the nature of the strategic emergingindustries is a new techno-economic paradigm revolution. The core of the techno-economic paradigm revolution is the breakthrough innovation of the group ofindustry’s core technology which supported the economic development. So the key todeveloping the strategic emerging industries is core technologies’ breakthroughinnovation. Then mathematical deduction of the strategic emerging industries’ innovationstrategic choice was taken. Considering the lessons of the development of China’straditional industries, the growth mechanism based on independent innovation strategywas explored. The second part of this paper analysised the microscopic mechanism ofgrowing process of the strategic emerging industrieswhich is “the scientific findings-technical innovation-the industrialization”, including the impact mechanism ofbreakthrough technology innovation to the generation and development of the strategicemerging industries, the impact and path from basic research to breakthrough innovation,and the reversed transmission mechanism between industry needed basic research andthe strategic emerging industries.At the same time, useing of the input-output panelmodel, this paper did an empirical analysis of the effect and mechanism of the impact ofbasic research on industrial innovation. And use of the dynamic panel data model, thispaper researched how to select the backbone enterprisesof the strategic emergingindustries based on breakthrough innovation capability. Finally, some law and policiesadvises about the development of the strategic emerging industries were given.Using of methods of theoretical models, systems analysis, case studies,questionnaires and corporate interviews, empirical test, this article is trying to have anintuitive understanding about the innovation mechanism and industrial evolution of thestrategic emerging industries from the perspective of disruptive innovation.
