收费公路产业政府职能转变问题研究

【摘要】 收费公路政策的实施,使收费公路产业发展取得了巨大成就,同时也暴露出许多亟待解决的问题。要想从根本上解决收费公路产业发展中存在的问题,规范收费公路发展,协调收费公路与经济社会发展之间的关系,就必须转变收费公路产业政府职能。然而,现有关于收费公路产业政府职能转变的理论研究极其薄弱和匮乏,加之收费公路产业自身的特殊性又决定了一般意义上的政府职能转变理论并不足以完全指导收费公路产业政府职能转变实践,因此,论文就收费公路产业政府职能转变问题展开专题研究,具有重要的理论与现实意义。论文以新制度经济理论、政府管制理论、新公共管理理论等与政府职能转变相关的理论为基础,全面总结和论述了收费公路产业属性,系统归纳分析了收费公路发展历程,通过量化分析总结提出了收费公路产业发展的库兹涅茨曲线,并基于论文研究的需要,重新对收费公路产业内涵、政府职能及政府职能转变等重要概念了进行界定,明确了论文研究范围,形成了论文的研究基础和研究的逻辑起点。论文通过构建评价指标体系,利用现有相对成熟的综合评价方法,结合实际对收费公路产业发展中的政府作用与市场作用分别进行了系统分析和评价,为收费公路产业政府职能体系确立和政府职能转变提供了现实依据;通过对收费公路产业政府职能转变问题的实证分析,包括收费公路产业政府职能现状及存在的主要问题分析,收费公路产业政府职能转变的多维困境及深层原因剖析,系统总结提出了收费公路产业政府职能转变的五个要点,为收费公路产业政府职能转变路径设计提供支撑;论文以规范收费公路产业自身发展,促进收费公路更好地服务经济社会发展为出发点,基于收费公路产业政府与市场合理关系、收费公路产业绩效、收费公路类型等三个全新的视角,分别依据相应的标准构建了收费公路产业政府职能体系,为新时期科学确立收费公路产业政府职能体系提供理论借鉴;最后,论文从收费公路管理体制改革、破除产业行政垄断、推进产业市场化进程、加快公益性回归等四个方面对收费公路产业政府职能转变路径进行了系统设计,一方面把收费公路政府职能转变与一定时期产业政府相关改革相结合,适应不同阶段或不同时期收费公路产业政府重点改革与发展的工作需要;另一方面为收费公路产业政府职能转变提供多样化的并伴生有一定目标或依托重点的可行性路径选择。

【Abstract】 The implementation of the toll road policy, has made great achievements at the sametime, also exposed many problems.It is necessary to change government functions of the tollroad industry, in order to solve the existing problems from root causes, and regulate thedevelopment of toll roads, and coordinate the relationship between the toll road with theeconomic and social development.However, the existing theory research about toll highwayindustry transformation of government functions is extremely weak and lack. Combined withthe particularity of toll road industry itself, that determine the general sense of governmentfunction change theories are not enough to completely guidance toll highway industrygovernment function transformation. In view of this, this paper conduct research on the tollhighway industry government function transformation question, which have specific aim andrealistic significance.The paper on the foundation of new institutional economic theory,government regulationtheory, new public management theory and related theory as transformation of thegovernment functions, summarized and discussed the toll road industry attribute, then tollroad development process are analyzed comprehensively. Through quantitative analysis,thepaper put forward for kuznets curve of the development of toll roads industry.Based on theneeds of research, the paper redefine some concept such as toll roads industry connotation, thefunctions of the government and defining the important concepts such as the transition ofgovernment function, all of them are formed the research foundation and the logical startingpoint of this paper. Based on constructing evaluation index system, the paper use relativelymature comprehensive evaluation method, and combine with the actual to analysis andevaluate the government function and market function of the development of toll roadsindustry, inorder to provide the reality basis for the system of functions of the government andthe government function transformation of toll road industry. Through the empirical analysison the problems of government’s functional transformation of toll roads industry, includinganalysis present situation and main problems of the government function of toll roadsindustry,multidimensional predicament and deep-rooted reasons for the change of governmentfunction, put forward five key points of the transformation of the government functions, all ofwhich are used to provide the support for government function transformation path design oftoll roads industry; the paper established the government functions system of toll roadindustry. This part based on consideration of standarding toll road government functions, tostandardize toll road industry’s own development, and promote the toll road better serve economic and social as the starting point, From three different perspective such as thereasonable relations of toll road industry between government and market, toll road industryperformance and toll road type, respectively according to the corresponding standard toconstruct the functions of the government system of toll road industry. The paper fromreforming toll road management system, breaking the administrative monopoly industry,promoting industrial marketization process and speeding up the public welfare regression asfour aspects design government function change path. On the one hand, combine thegovernment function transformation with elevant government reform, inorder to adapt to thegovernment’s point reform and development needs of toll road industry on different stages orperiods;on other hand,to provide feasibility path which are diversified and associated withcertain goals the transformation of the government functions of toll road industry.
