农村公路建设发展评价、管理及保障技术研究

【摘要】 我国农村公路历经“十一五”时期的快速发展,建设发展总量不断攀升,路网结构持续优化,建设管理不断加强,各级服务能力显著提升,为农村社会经济发展提供了重要支撑作用。与此同时,也存在农村公路发展不均衡、附属设施不完善、管理水平及建设能力亟待提升等问题。本文充分发掘农村公路特性,对农村公路进行系统性特征分析的基础上,构建农村公路评价、管理及保障体系,建立论文研究的横向理论基础;再从纵向上剖析农村公路基础数据收集、农村公路一致性评价、农村公路建设发展管理策略及农村公路安全保障防护技术,展开阶段性专项研究;最后,以横向理论基础作指导,深入分析纵向研究成果,“横纵结合”展开论文研究,为加强农村公路建设,提升建设管理能力提供参考。首先,结合农村公路建设发展系统性目标性分析,充分考虑农村公路系统性特性,构建农村公路建设发展评价、管理及保障体系,即基础数据技术体系、建设成效评价体系、建设发展管理体系、安全保障体系及政策保障体系五个体系。其次,对农村公路数据收集特性进行分析,应用AHP-TOPSIS-RSR法排列调查内容优先组合秩序,确定农村公路基础数据收集内容,采用传统与现代技术手段,并结合以“基本调查展开工作,并重抽样调查,辅以专项调查”的农村公路建设发展系统调查方法,有针对性的集成设计了基本调查,抽样调查,专项调查三类调查表格,形成系统性的农村公路基础数据收集方案。再次,运用对比分析法和主成分分析法,对大量的农村公路发展评价指标进行分析与筛选,建立农村公路一致性评价指标体系和分析模型,进行农村公路规划与执行一致性、农村公路建设与社会经济协调一致性评价。最后,对比分析农村公路建设发展管理现状,结合区域农村公路建设发展重点,研究农村公路建设发展管理策略技术及政策保障;深入剖析农村公路交通特性,从农村公路危险路段识别方法、农村公路交通安全设施应用、典型路段防护技术进行了农村公路安全保障技术研究,并基于人、车、路、管理、法律法规等方面提出了建议性安全保障策略。综合以上分析,本论文在以下几个方面取得进一步成果。基于农村公路建设发展系统性目标性分析,构建农村公路建设发展评价、管理及保障体系;应用AHP-TOPSIS-RSR法确定农村公路基础数据收集内容,采用传统与现代技术手段,设计农村公路基础数据系统性收集方案;运用对比分析法和主成分分析法对大量的农村公路发展评价指标进行筛选、分析,建立农村公路一致性评价指标体系与分析模型;基于农村公路发展阶段及道路交通特点,集成性地提出农村公路危险路段识别适用性推荐方法及一种新的农村公路危险路段识别方法——模糊数学综合分析法。基于深度剖析农村公路建设发展现状问题及未来发展重点,针对性提出建设发展管理策略技术及政策保障。

【Abstract】 After the rapid development of "11th Five-Year Plan" period, not only has China’s ruralhighway been increasing the total amount and optimizing the structure continuously, but alsohas been strengthening the management and service capacity significantly, it has played animportant supporting role in the rural economic and social development. But at the sametime, there are also many problems. For example, development is not balanced, subsidiaryfacilities are not perfect, construction ability and the management level of ascension is muchto be desired.The paper fully taps the rural highway characteristics, Analyzing characteristic ofsystem of rural highway construction, rural road evaluation, management and securitysystem, and model analysis to construct the theory system about highway setup, and theestablishment of research transverse theoretical basis; Through the rural highwaylongitudinal analysis based data collection, rural highway consistency evaluation, ruralhighway construction development management strategy and the rural highway safetyprotection technology, the paper expounds the special research; Finally, with transversetheoretical basis for guiding, in-depth analysis of longitudinal research achievements and"horizontal longitudinal combination", the issue will be researched. which could strengthenthe rural highway construction and improve the construction management ability.First of all, the paper combines the systematicness of rural highway constructiondevelopment to carry on analyzing, it gives full consideration to the rural highway systemiccharacteristics so as to form the highway construction and development evaluation,management and security system. Namely, the construction effect evaluation system, basicdata system, construction and development management system, security system and policyguaranteeing system, only will these be established.Secondly, the rural highway data collection characteristics will be analyzed, it will beput into use the AHP-TOPSIS-RSR method to arrange and investigate content for thepriority combination order, determined the rural highway foundation data collection contentby using traditional and modern technology and combined with "basic investigation work,and sampling survey, complementary with special investigation" about the rural highwayconstruction development system investigation method. It will be aimed at targettingintegrated to design the basic investigation, sampling investigation, and the specialinvestigation, all which are three kinds of survey form so as to form the foundation datacollection scheme on systematic rural highway. Thirdly, using comparative analysis and principal component analysis to analyse andscreen a large number of rural highway development evaluation indexes. Simultaneously,establishing rural highway consistency evaluation index system and analysis model tocarrying on the rural highway planning and execution of consistency, as well as the ruralhighway construction and social economy coordinated consistency evaluation.Finally, the construction development management of the rural highway will becomparatively analysed. With the regional rural highway construction development key,development management strategy technology about rural highway construction andsafeguard policies will be the key object that is to be researched. Through the rural highwaydangerous sections identification method, rural highway traffic safety facilities application,typical sections protection technology, the rural highway safety safeguard technology isexpounded, and based on the people, vehicles, roads, management, laws and regulations etc.the paper puts forward Suggestions of security strategy.In conclusion, this paper in the following several aspects obtains further achievements.Based on rural highway construction development systematic objectives analysis toform the rural highway construction and development system about evaluation, managementand security system;By using the AHP-TOPSIS-RSR method to determine the collection content of therural highway foundation data, design the rural highway based data systematic collectionscheme with traditional and modern technology;Using comparative analysis and principal component analysis to screen, analyse a largenumber of rural highway development evaluation indexes, and to establish rural highwayconsistency evaluation index system and analysis model;Based on the rural highway development stage and road traffic characteristics, putforward the recommended and applicative method about the risk sections’ identification ofrural highway and a new rural highway dangerous sections identification method——thefuzzy mathematics comprehensive analysis method;Based on the depth analysis about the development of rural highway constructionproblems with the current situation and development key in the future, put forwarddeveloped management strategy technology and safeguard policies.
