科学发展观视域下生态科技新城建设研究

【摘要】 党的十八大报告指出:“建设生态文明,是关系人民福祉、关乎民族未来的长远大计。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势,必须树立尊重自然、顺应自然、保护自然的生态文明理念,把生态文明建设放在突出地位,融入经济建设、政治建设、文化建设、社会建设各方面和全过程,努力建设美丽中国,实现中华民族永续发展”。如何建设生态文明,推动经济社会科学发展,实现“美丽中国”,是新时期我们面临的重大理论与实践问题。生态科技新城建设是经济发展与生态建设有机融合,科技创新与产业发展有机融合,城乡经济发展与生态环境建设有机融合的新城建设模式,是当前我国高新科技园区转型升级的发展方向。从本质上说,生态科技新城建设是建设生态文明,推动我国经济社会科学发展的具体路径探索,是科学发展观的实践路径选择,也是科学发展观的践行模式之一,深入研究生态科技新城建设问题具有重要的理论与实践意义。一方面,生态科技新城建设有丰富的思想来源和科学的理论支撑。总的来看,中国传统生态和科技思想以及西方生态和科技思想,为生态科技新城建设提供了思想来源;马克思主义经典作家的生态科技思想、中国共产党三代中央领导集体的生态科技理念与实践、科学发展观为生态科技新城建设奠定了思想基础;党的十八大报告关于生态文明建设的理论阐述,以及科技创新理论和新型城镇化战略为生态科技新城建设给予了科学的理论指导。另一方面,生态科技新城建设也有其现实基础与客观要求。例如,全球生态环保运动的兴起与新型工业的发展,为生态科技新城的建设提供了契机;我国改革开放以来工业园区的快速发展以及生态工业园的出现,为生态科技新城建设提供了现实基础;城市化扩张,经济转型与产业技术升级,建设美丽宜居城市等经济社会的科学发展,给当代高新科技园区走生态转型之路、建设生态科技新城提出了客观要求。从世界范围来看,许多著名的生态科技新城都是在科技园区的基础上逐步发展起来的。例如,美国硅谷、法国索菲亚安蒂波利斯科技园、日本筑波科技城和新西伯利亚科技城等。这四大著名科技园区的建设实践一方面指出了未来的发展趋势,即以高科技带动城市产业集群发展、产业与城市融合发展、以科技推动智慧城市建设和向生态科技新城转型。同时,也提供了可供中国建设生态科技新城借鉴的经验:坚持市场主导政府引导作用相结合、倡导低碳产业发展、注重培育中小企业集群、建设良好文化与生活条件。生态科技新城的建设,要摈弃传统的、落后的价值观念,树立正确的、能够促进生态文明建设的价值取向。具体来说,要坚持以人为本的核心价值追求;人与自然和谐相处的价值目标;全面、协调、可持续发展的价值要求;科技、生态、城市高度融合的价值选择。此外,生态科技新城的建设,是一项涉及到多个方面的复杂的系统工程,需要基于实践进行“自上而下”的顶层设计,这样才能兼顾方方面面的问题,才能符合整理战略发展的要求。一方面,建设生态科技新城,要坚持三大基本理念,即科技创新与产业发展有机融合、产业发展与生态建设有机融合、生态园区与城市建设有机融合。另一方面,还要遵循一定的基本原则,即“规划引领、生态为本、科技为翼、产业支撑、多元融合”。同时,建设生态科技新城,还要进行全面的总体规划,要充分发挥政府的主导作用。从中国的现实情况来看,已经有些城市在生态科技新城建设方面作出了有益的尝试,并走出了较为成功的模式。例如,天津中新生态科技城的产业新城模式、东滩生态科技城的田园新城模式、京津生态科技新城的资源新城模式和大连的智慧新城模式。这些模式为南昌高新区建设生态科技新城提供了可从借鉴的经验。从现实情况来看,南昌高新区经济高速发展,战略性支柱产业的发展取得重大进展,科技创新成果丰硕,生态环境日益改善,这说明已经具备了建设生态科技新城的基础与条件。生态科技新城的建设,本质上来说就是生态城、科技城与新城的有机结合。因此,南昌高新区生态科技新城建设的总体规划与实践,必须始终围绕生态建设与科技园区有机结合以及科技园区与新城建设有机结合来进行。当然,要有效地推进南昌高新区生态科技新城的建设,离不开完善的保障措施的支撑。具体来说,政府应积极推进投融资制度改革,强化项目与政策支撑,推动孵化环境建设,健全规划实施与监督,扩大人民群众的参与渠道。

【Abstract】 In the18th CPC National Congress report, there is a statement:"construction ofecological civilization is a long-term plan that connects people’s happiness and benefitwhich will influence the nation’s future. Facing the grim situation of resourceconstraints, serious environmental pollution, ecosystem degradation, we must foster aseries of concepts of ecological civilization including the respects for nature, inharmony with nature, and to protect the nature, placing the ecological cultivationconstruction at a prominent position, and integrate with the economic construction,political construction, cultural construction, social construction, etc, thus to strive tobuild a beautiful China, realizing the sustainable development of the Chinese nation ".How to build an ecological civilization, to promote the economic development ofsocial sciences, realizing the "beautiful China" are the major theoretical and practicalissues we are facing in the new era. The Construction of Ecological Science&Technology Park is a new urban construction mode that organically integrates theeconomic development and ecological construction, the scientific&technologicalinnovation and industrial development, and also organically integrates the ruraleconomic development and ecological environment construction. It is the direction fordomestic hi-tech parks to realize transformations and upgradings. In essence,Ecological Science and Technology Park Construction is a specific path for us toresearch for the country’s economic society into a scientific development mode. It’sa path selection to explore the practice of the scientific concept of development, thepractice of the scientific concept of development modes. Therefore, the in-depth studyof ecological science and technology park building issues have important theoreticaland practical significance.On the one hand, rich source of ideas and technological theories supportecological&new town construction. Both the traditional ecological and technologicalthoughts in China and the ecological&technological thoughts in Western countriesprovide source of ideas for Ecological Science and Technology Park building; theecological theories from classical works of Marxist writers,the philosophy andpractice of the scientific development concept in the field of ecological and science&technology from three generations of central collective leadership of the CommunistParty of China laid the ideological foundation; the theoretical explanation in the CPC18’th congress report on the construction of ecological civilization, as well as thetheory of scientific and technological innovation and new urbanization strategy forEcological Science and Technology Park construction, together give a scientifictheoretical guidance. On the other hand, the construction of Ecological Science andTechnology Park also has its basis in reality and objective requirements. For example,the global ecological environmental movement and the rise of new industrialdevelopment, provides an opportunity to ecological construction of the Science andTechnology Park. Since China’s reform and opening up the rapid development of theindustrial park as well as the emergence of the eco-industrial park provide a realisticbasis; the expansion of urbanization, economic transformation and upgrading of industrial technology, to build a beautiful livable cities in economic and socialscientific development, take the ecological transformation of the way to acontemporary high-tech park, all demand the construction of ecological science andtechnology new objective requirements.From a global perspective, many well-known eco-Science and Technology Park aregradually developed on the basis of the Science and Technology Park, such as the U.S.Silicon Valley, Science and Technology Park of Sophia Antipolis, France, TsukubaScience and Technology City, Japan and Novosibirsk Science and Technology City.These four well-known technology parks’ practice, while noting that the futuredevelopment trend i.e., high-tech driving urban development of industrial clusters,industrial and urban integration and development, science and technology to promotethe smart city’s construction and transition to ecological Science and Technology Park,it also offer experiences available for China Construction of ecological Science andTechnology Park: adhering to market-oriented government guidance role, promote thedevelopment of low-carbon industries, fostering the SME clusters, building a goodculture and sound living conditions.To undertake the Ecological Science and Technology Park building, thetraditional, backward values should be discarded, and we should establish correctvalue orientation to promote the construction of ecological civilization. Specifically, itis necessary to adhere to the core values of the pursuit of people-oriented; harmonybetween man and nature-value targets; comprehensive, coordinated and sustainablevalue requirements; technology, ecology, urban high degree of integration of the valueof choice. In addition, the construction of Ecological Science and Technology Park, isrelated to various aspects of complex systems engineering, based on the practice of"top-down" top-level design, so as to take into account all aspects of the problem, inorder to meet the requirements of the consolidation strategy development. On the onehand, to undertake the construction of ecological Science and Technology Park, weshould adhere to the three basic concepts,i.e. the organic integration of scientific&technological innovation and industrial development, the organic integration ofindustrial development and ecological construction, ecological park and the organicintegration of urban construction. On the other hand, we must follow certain basicprinciples, namely planning guide, eco-oriented, technology-wing, industry-based,diverse fusion. Meanwhile, to undertake the construction of Ecological Science andTechnology Park, we also need make comprehensive overall planning and give fullplay to the leading role of government.From the reality of the situation in China, some cities has gathered usefulexprerieneces in Ecological Science and Technology Park building, and worked outsome successful model, such as: the Ecological Science Hub industrial town modefrom Tianjin sino-Singarpore, the pastoral new town mode from Dongtan Eco City,the resource new town mode from Science and Technology Parks in Beijing andTianjin, and the smart new town mode of Dalian city. These modes and parks provideexamples for Nanchang National High-tech Zone. From a realistic point of view,Nanchang High-tech Zone has achieved rapid development in economy. The strategicdevelopment of pillar industries made significant progress and fruitful scientific and technological innovation, the ecological environment is improving, which shows thereare good basis and conditions to build Science and Technology Park, EcologicalScience and Technology Park building, in essence, it is the combination of Eco-City,Science&Technology City and new town. Therefore, for Nanchang High-tech ZoneEcological Science and Technology Park, its overall planning and construction mustalways focus on ecological construction organically integrated with building ofscience and technology park as well as science and technology parks with new town.Nevertheless, to effectively promote the construction of Ecological Science andTechnology Park in Nanchang High-tech Zone, can not do without the support ofsafeguard measures. Specifically, the Government should actively promote the reformof the investment and financing system, strengthen the support from projects andpolicies, promote the construction of the incubator environment, perfect the planningimplementation and supervision, expand the channels of participation of the people.
