【摘要】 随着世界能源危机和环境恶化问题的日益突出,使农业生物质能产业的建设和发展越来越受到人们的普遍关注,成为可持续发展战略的主要组成部分和社会主义新农村建设的重要内容。我国农业生物质能经过多年的发展,已经具备了一定的产业基础和发展优势,但是农业生物质能产业发展中还存在许多的问题和困难,其中政策环境不够完善、市场机制体系不健全、投融资及运营资金体制不顺畅等一系列问题,需要进一步的研究和创新探索。如果在农业生物质能产业发展过程中使市场机制和政府规制充分发挥作用,不仅能在很大程度上解决化石能源短缺问题,而且还将帮助农民走出地区贫困和生态环境破坏的恶性循环,改变他们现存的不可持续的生产方式,农业生物质能产业所带来的广阔市场将在一定程度上改变整个农村地区的经济和社会面貌,成为农村地区新的经济增长力。本论文基于循环经济、公共经济学、规制经济学相关理论,借鉴国外生物质能产业发展的经验,分析了我国农业生物质能源及产业发展现状、产业化发展存在的问题,分析了市场机制、政府规制和农业生物质能产业发展的作用机理,为下面章节提供一个理论分析框架；在此基础上,结合当前中国农业生物质能产业发展实际,提出了推动生物质能产业发展的市场机制,主要包括价格激励机制、竞争合作机制、供求机制、市场风险管理与防范四个方面；同时构建了农业生物质能产业政策永续发展模型,实证分析出影响政策持续发展利用的主要因素,以此为依据,指出农业生物质能产业政府规制的范围和方向,并从政策支撑、技术支撑、组织管理和人力资本体系四个方面提出农业生物质能产业发展保障措施。最后以武汉市农业生物质能产业发展为案例,从市场机制和政府规制角度提出如何推进农业生物质能产业化发展的建议,验证上述结论。这些研究成果对我国制定农业生物质能产业发展规划和政策、相关研究机构和企业进行农业生物质能技术研发和产业投资以及各省市或地区推进农业生物质能产业化发展工作等,都具有一定的现实指导和借鉴意义。论文主要内容包括四个部分,分为九章。第一部分,即第一章绪论,这一部分是论文研究的起点和基础。主要介绍了我国农业生物质能产业发展问题提出的背景和研究目的及意义,对国内外关于可再生能源方面以及产业化方面的研究现状进行了综合和评述,并介绍了本论文所采取的研究方法和技术路线。第二部分,包括第二章和第三章的内容,即农业生物质能产业发展的理论研究和国外经验借鉴,这一部分是论文研究的理论和经验基础。界定了农业生物质能以及农业生物质能产业的概念和特点；阐述了与本文研究相关的循环经济、公共经济学、规制经济学理论,为本文的研究奠定了理论基础。同时,介绍了国外生物质能产业的发展动向并总结其成功的经验,为后文的研究提供了可供借鉴的经验。第三部分,包括第四章至第八章的内容,这一部分是论文研究的核心内容。首先,分析了我国农业生物质能产业发展的现状以及存在问题,比较全面地掌握了产业发展的情况。其次,运用经济学理论分析了市场机制、政府规制与农业生物质能产业发展的作用机理,为后续章节提供分析框架；在对农业生物质能市场机制进行总体描述的基础上,提出了推动产业发展的价格激励机制、合作竞争机制、供求机制和风险管理与防范机制,构建了生物质能产业发展的市场机制；同时通过构建产业政策永续发展模型得出生物质能产业政策可持续的主要影响因素,并依据评价结果对产业发展中政府规制的范围和方向进行了定位；并提出农业生物质能产业发展的支撑保障体系。第四部分,包括第九章。以武汉市农业生物质能产业发展为案例,从市场机制和政府规制视角提出促进其可持续发展的建议,验证上述章节的结论,并为其他省市或地区的农业生物质能产业化发展,提供了具有现实指导意义的借鉴。更多还原

【Abstract】 As the world energy crisis and the deterioration of the environment problem increasingly outstand, the construction and development of agricultural biomass energy of which the renewable energy is the primary point get more and more concern, and it becomes the main components of sustainable development strategy and the new socialist rural construction. The agricultural biomass energy of our country already has a certain amount of industrial foundation and development advantage with30years of development, but there are many problems and difficulties of the development of agricultural biomass energy industry, including the incomplet policy environment,the imperfect market mechanism system, the unsmooth investment and financing system,and the unsmooth fund operation system,which needs further researching and innovating. If market mechanism and government regulation full play its role in the process of the agricultural biomass energy industry development,it will not only solve the shortage of rural energy to a very great degree, help farmers away from the vicious cycle of area poverty and ecological environment destruction,and also change their existing unsustainable production methods.The broad market which is brought in by agricultural biomass energy industry will change the economic and social landscape of the rural areas in a certain degree, which will be a new economic growth force in rural areas.Based on the circulation economic theory, market mechanism, government regulation and other related theory, taking example by experience of foreign biomass energy industry development,and through the analysis of the present situation of agricultural biomass energy industry development in our country,and the existing problems of industrialization development,this paper puts forward the market mechanisms to promote biomass energy industry development, mainly including price incentive mechanism, competition and cooperation mechanism, and the suppliment and demand mechanism,market risk management and guard.At the same time, it builds sustainable development model of the agricultural biomass energy industry policy, and positions government regulation, and also puts forward the corresponding security measures. At last, through the research of the development of the agricultural biomass energy industry of Wuhan, it sets up the typical case about how to promote the development of of agricultural biomass energy industrialization. To make the plan and policy of agricultural biomass energy industry development in our country, help related research institutions and enterprise to do agricultural biomass energy technology research and industrial investment,and to help the provinces and cities or region to promote the work of agricultural biomass energy industry development,these results of this research all have certain guidance and reference. The thesis divided into nine chapters consists of four parts.The first part is the first chapter the introduction, which is the starting point of the research and the foundation. It mainly introduced the background, purpose and significance of the development questions about the agricultural biomass energy industry, made a comment about renewable energy and industrialization in the present study status both at home and abroad and introduced this paper about the research methods and technical route.The second part which including the second chapter and the third chapter of content is the theoretical study and foreign experience for reference of the development of the agricultural biomass energy industry. The second part is the part of the research theory and experience of the foundation. It defined the concept and characteristics of the agricultural biomass energy and agricultural biomass energy industry. It introduced the circular characteristics of economy of material circulation and the coordinating and unity characteristics of ecological law and the law of economic. It also introduced the definition、characteristics and function of the market mechanism and the limitation of the market, the basic content of government regulation and economic regulation and market orientation under the condition of regulation. It pointed out the agricultural biomass energy industry development above in the basis of the theory which is the established the theoretical basis. At the same time, this paper introduced the foreign biomass energy industry development trends and the relevant supporting policies, and to summed up the successful experience for the later under research for reference.The third part which including the fourth chapter to in chapter eighth of the content is the core content of study included our country agricultural biomass energy industry development present situation, the problems, and promote the development of industry market mechanism, government regulation and security measures and wuhan city agricultural biomass energy industry development strategy. First of all, the survey analyzed our agricultural biomass energy industry development of the current situation and existing problems and completely mastered the industrial development of the situation. Secondly, on the basis of overall description the agricultural biomass energy market mechanism, the industrial development of the price the incentive mechanism, the cooperative competition mechanism, and the supply and demand mechanism and risk management and prevention mechanism was put forward. Meanwhile, the author discussed the necessary of government regulation about agricultural biomass energy industry developing, constructed the industrial policy sustainable development model and fixed position of the government regulation in industry. And it also put forward the industrial development of the security measures. Finally, it set up typical case to promote rural biomass energy industry development based on the development of agricultural biomass energy industry in wuhan city. This provided a practical guide research achievements for the development of other provinces and cities or the local agriculture industrialization of biomass energy. The fourth part, including chapter9. Based on agricultural biomass industry of wu han, this part supposed the suggestions on improving the industry from the market mechanism and government regulation.The aim is to test the conclusion of this paper, at the same time, to provide experiences for other province and region.更多还原
