非政府组织参与社会管理创新问题研究

【摘要】 中国的改革正在从经济领域逐步向社会领域深化和发展,社会的组织方式和阶级阶层结构正发生着翻天覆地的改变,各种利益关系之间也出现了多元化的趋势,利益差距和矛盾不断扩大且日益复杂,所以,由以往的计划经济时代那种政府统一集中组织社会生活的惯有社会管理模式已经不能适应社会发展的需要,这就要求中国的社会管理需要不断创新,并按照科学发展观的要求,增强现代政府的社会管理职能,全面构建“党委领导、政府负责、社会协同、公众参与、法制保障”的社会管理格局。非政府组织是政府联系群众、连接社会和市场之间的纽带和桥梁,是构建社会主义和谐社会、推进社会管理创新的一支重要力量。首先,非政府组织可以与政府形成互补,能够很好的解决那些由于政府自身的局限性所解决不了的问题。虽然政府是社会管理的主体,但政府对于满足广大人民多样化需求的回应能力是有限的,而非政府组织的多样化及其灵活性正好弥补这一点。其次,政府可以通过非政府组织获得广泛的社会资源,发挥更大的社会效益。第三,非政府组织可以作为政府与社会沟通的桥梁发挥其中介作用,为民众参与社会管理提供有效的组织中介。因此,积极推进非政府组织的发展,引导和支持非政府组织的正确参与,充分发挥其在社会管理中的独特作用,使其在社会管理中与政府建立一种良性互动关系,帮助政府满足社会公众的各种需要,这对于提高社会管理效率、节约社会管理成本及推进我国社会管理创新具有十分重要的历史意义。本论文坚持马克思主义的基本原则,以我国现行的社会管理体制为理论基础,结合发达国家非政府组织参与社会管理的实践经验为依据,采取政治学、历史学、哲学等多学科视域的研究方法进行研究。论文由一个导论章节和四章正文构成。导论部分对论文的研究缘起、研究意义、研究现状、研究方法、研究结构进行了说明和阐释;第一章探讨的是“社会管理”和“非政府组织”是什么的问题,界定了二者的内涵与特征;第二章探讨的是“非政府组织在我国社会管理创新中的作用”,在本章介绍了我国社会管理演进的历史过程及社会管理创新的背景及意义,描述了非政府组织在我国的产生和发展状况,论述了长期以来中国的社会管理存在一元统摄与社会自主性共存的情况,总结出我国社会管理创新的过程中离不开非政府组织的参与,非政府组织与政府有效的合作应当是未来社会管理的趋势和方向,并在此基础上论证了非政府组织对解决社会问题、加快和谐社会的建立和推动社会发展等方面的作用;第三章探讨的是“非政府组织在我国社会管理创新中的发展困境”,并探讨了其形成困境的要因;第四章探讨了非政府组织在我国社会管理创新中的发展机制,提出了非政府组织与政府合作机制的构想,并分别从政府和非政府组织两个角度提出了合作机制的实现路径。

【Abstract】 China’s reform is gradually from the economic field to the social sphere deepening anddevelopment of social organization and class structure is undergoing tremendous changes andtrend of diversification in a variety of interests, the interests of the gaps and contradictionsexpanding and increasingly complex. Therefore, the era of the planned economy that bygovernment in social life, social organization management model has been unable to meet theneeds of social development,which requires China social management system need to beinnovative and in accordance with the scientific concept of development requirements,strengthen the modern government social management function, to build "the leadership ofthe party, government responsibility, social coordination, public participation, and legalguarantees " a new pattern of social management.Non government organization is the link between the Party and the masses, thegovernment bridge connection between the social and the market, building a socialistharmonious society, an important force to promote the social management system innovation.First of all, non-governmental organizations and government complement can be a goodsolution to those who can not solve the problem due to the government’s ownlimitations.Although the government is the subject of social management responsecapabilities to meet the diverse needs of the majority of the people, but the government islimited, non-governmental organizations diversify its flexibility just to make up for it. Second,the government can through non-governmental organizations access to a wide range of socialresources, develop greater social benefit.. Third, non government organizations can serve as abridge between government and society play an intermediary role, for democraticparticipation in social management to provide effective organization of intermediary.Therefore, actively promote the development of non-governmental organizations, to guideand support NGO correct participation, give full play to its unique role in social management,to establish a positive interaction with the government, to help the government to meet thevarious needs of the public, to improve the efficiency of social management, socialmanagement cost savings purposes, and for China to promote innovation in socialmanagement system has a very important significance.The sight of the theoretical basis of this paper is to our current social managementsystem based on the combination of developed countries, non-governmental organizationsinvolved in the practice of social management experience, adhere to the basic principles ofMarxism, to take political science, history, philosophy, and other multi-disciplinary researchmethods and theory of social management system combing both history and reality. Thisthesis consists of an introductory chapter and four chapters body. The introductory part of thethesis studies the origin, significance, research status, research methods, research structureexplained and illustrated. First chapter discusses the meaning of "social management” and”non government organizations”, defines the connotation and characteristics of the two. Thesecond chapter discusses “the NGO’s role in social management innovation”, in this chapter introduces the background and significance of the historical process and the socialmanagement innovation in the evolution of social management in our country, describes theemergence and development of non-governmental organizations in China, summed up thelong time the social management in China coexistence of a rule and social autonomy of thesituation, the participation of non-governmental organizations is inseparable from the processof China’s social management innovation, non-governmental organizations and governmenteffective cooperation should be the social management of the trend and direction of the future,based on the demonstrated the non-governmental organizations to solve social problems, tospeed up the the establishment of a harmonious society and promoting social developmentand other aspects of the role; The third chapter is a discussion on the problem of " nongovernment organizations in China’s social management innovation the dilemma and reasonsof ",from the relationship between resource dependence, organizational initiative and publicresponsibility dimension to find out the reason; Chapter fourth discusses the mechanisms ofnon-governmental organizations in the development of China’s social management innovation,put forward the idea of non-governmental organizations and government cooperationmechanism, and from the government and the two angles NGO cooperation mechanism forthe realization of the path.
