【摘要】 社区认同是社会认同的微观载体,是构建和谐社会的基点,具有重要的理论与现实意义。文章从三个方面进行社区认同构建：一是核心价值系统,二是社区组织系统,三是社区福利系统。核心价值系统由象征符号构成,如意识形态、价值取向、道德和法律等,一般通过媒体、各类教育形式的人际交往与互动来传播。核心价值系统之所以在社区认同中具有重要的作用,因为这是教育人的一个大体风向标,是航向与目标。没有正确方向的指引,整个社会就是一盘散沙,不可能产生真正的认同,即使经济建设进行得再好,物质生活再富裕,人也会成为一具没有灵魂的空壳。核心价值系统与社区认同之间联系紧密,物质保障是认同的基础,但是物质生活的繁荣并不会自动、必然带来社区认同,社区认同需要正确的、与时俱进的核心价值系统的指引。社区组织系统是要在社区内正确地处理好政府、市场与社会的关系,调动社区居民参与社区事务的积极性和创造性,从而增强社区归属感。它的功能在于向其成员灌输行动逻辑、塑造特定注意力分配结构以及营造组织文化。任何一种社区组织方式都蕴含着某种理论前提和价值观念,人们在承受这些制度对自身生活的组织和管理的同时,也在对这些组织制度本身及其背后的价值观念进行体会和评价,继而产生是否认同的观念。并且社区组织的方式总会直接或者间接地关系到社区居民的切实利益。居民从自身的利益出发,对社区组织的各项制度安排进行理解、评价,继而萌发出认同或说反对的情感。只有社区组织体系捋顺了,才能产生社区认同。社区福利系统属于社会资源再分配领域,直接关系到社区居民的日常生活和抗风险能力,关系到社区居民的生活水平和社会交往,对社区认同的支撑作用显而易见。从宏观层面看,民族国家在很大程度上是通过社会福利这样一个中介,来行使国家的责任和义务,让公民享受福利的权利,推动民众对国家的依赖关系和信任感,使得国家的形象在个人心中清晰而神圣,这就是社会认同产生的过程,从微观层面来看,就是社区认同的培育。高效率的社区福利能够成为居民“本体性安全”的载体,可以有效地推动居民对社区的认同。大力推进社区福利建设,落实好“适度普惠型”社区福利。社区认同建设是一个系统工程,需要贯彻好以人为本、互利共赢、增促社会进步、减缩社会代价的理念,处理好社区价值建设、社区组织建设和社区福利建设的关系,使之能够良性匹配,协调好利益关系、强弱关系和官民关系。增进社区认同,建设和谐社会。更多还原

【Abstract】 Community Identity is the micro-carrier of social identity, is the basis points of building harmonious society, have the important theoretical and practical significance.The article from three aspects to constructed community identity:the core value system, the community organizations system, the community welfare system.The core value system is composited of symbols, such as ideology, values, ethics and law, usually spread through the media, various forms of education, interpersonal communication and interaction. The reason why the core value system plays an important role in community identity, because it is educated people in general vane, is the heading and target. If lose the guidelines to right direction, The society as a whole will be a mess and can not have a real identity, people will become without soul but only as a shell, no matter the development of economic construction and wealthy of material life. There will be a closely linked between the core value system and community identity, material security is the foundation of identity, but the material life of prosperity does not automatically bound to bring community identity, the community identity need the core value system to guide correctly.The community organizations system want to handle the relationship correctly between government, market and society, mobilized residents to participate in community affairs initiative and creativity, enhanced the sense of community identity. The function of community organizations is instill the logic of action to its members, shape the structure of a particular distribution of attention and create the organizational culture. Any kinds of community organization have the certain theoretical premises and values, People who bear the organization and management of these systems on their own lives, will experience and evaluate the organizational system and its underlying values, giving rise to the concept of whether or not to agree. Community organizations will be related to the residents interests directly or indirectly. The residents understand and evaluate the community organizations system from their own interests, then followed the emotional of approval or objection. Only straighten out the community organization system, there will produce communal identity.The community welfare system belongs to the field of redistribution of social resources, related the residents’ daily life and the ability to resist risks directly, and related the residents’living standards and social interaction; the supporting role of community identity is obviously. From a macro perspective, the nation-state is largely through the social welfare intermediary to exercise the responsibilities and obligations of the country, so that citizens can enjoy the welfare right, promote dependency and trust of the people to their country, making the country’s image clear and sacred in the personal mind, this is the process of social identity, from a microscopic perspective, is the cultivation of community identity. The high efficiency of the community welfare can become a carrier of the residents "ontological security", can promoted the residents community recognition effectively.
