煤矿企业节能减排动力机制及体系构建研究

【摘要】 本文运用管理学、企业管理学、公共经济学、行政管理学、信息经济学、博弈论等理论与方法,较为系统深入地研究了我国煤矿企业节能减排的动力机制及体系构建问题。首先对煤矿企业节能减排的利益相关者行为特征进行分析,明确不同的利益相关者对煤矿企业节能减排的影响,为建立煤矿企业节能减排的动力机制奠定基础。其次,将产生于各利益相关者及外界环境的动力划分为内生动力和外生动力,构建了煤矿企业节能减排的内生动力与外生动力的耦合机制模型,解决了煤矿企业节能减排工作为什么能够顺利实施的问题。再次,在明确动力机制的基础上,构建了煤矿企业节能减排体系,以指导节能减排活动中的参与各方更加科学、合理、高效的推进煤矿企业节能减排工作,解决了煤矿企业节能减排工作怎样顺利实施的问题。最后,以章村矿为例进行了节能减排体系应用的实例研究,验证了煤矿企业节能减排体系的可操作性和有效性。

【Abstract】 Using management, organizational behavior, pubic economics, publicmanagement, game theory, information economics and economics cybernetics, thisthesis studies the the construction and dynamic mechanism of in coal enterprisessystematicly. Firstly, the thesis constructs the energy conservation and pollutionreduction system and divides the whole system into three sub-systems, energyconservation sub-system, pollution reduction sub-system and protection sub-systemseparately. The purpose of this is to guide coal enterprises to do energy conservationand pollution reduction jobs and enhance its level. Secondly, on the basis ofanalyzing motivations and powers of energy conservation and pollution reductionsystem in coal enterprises, the thesis constructs the dynamic mechanism of energyconservation and pollution reduction, sorting out the interrelated, transformed,interacted way of various motivations and powers.Finally, on the basis ofunderstanding the mechanism, the thesis constructs the trinity mode of dynamicmechanism, and lists the detailed ways to build the mode, guaranteeing thedymanmic mechanism could operate again and again.
