【摘要】 随着我国经济的持续、快速增长，人民生活水平的提高，特种设备在社会各行各业中发挥的作用越来越大，社会对特种设备数量和规模的需求迅速增加，但设备数量增长与监察力量不足之间的矛盾却日益突出，因此，必须转变现有的监管模式，对使用单位实施分类监管。本文在对我国特种设备安全管理现状分析及相关理论研究的基础上，以研究特种设备使用单位典型案例为切入点，从人、机、环、管四个方面系统分析了使用单位的风险影响因素，设计了特种设备使用单位风险评价指标体系，构建了适用于使用单位的风险评价模型，制定了相应的分类标准。从博弈论的角度入手，构建监管机构与使用单位博弈模型，提出了不同风险类别使用单位的监管策略。最后，结合试点案例，对使用单位风险评价及分类分级进行了实际验证，针对风险评价过程中使用单位的风险管理问题提出了相应的完善措施。更多还原

【Abstract】 With the sustained and rapid growth of our country economy and the improvementof people’s living standard, special equipments are playing a more and moreimportant role in all walks of life; the social demand for special equipments numberand scope are increasing rapidly. However, the contradiction between the increasingdemand of special equipments number and the shortage of social monitoring aregetting worse and worse. Therefore, the existing supervision mode must be changedand the classified supervision for units using special equipments must be carried out.Based on the present analysis of special equipments safety management situation inour country and the basis of related theory, this thesis takes the typical cases in unitsusing special equipments as the breakthrough point, and has systematical analysis ofrisk factors from four aspects including Man, Machine, Environment andManagement. Then it designs the risk assessment index system, constructs the riskassessment model and establishes corresponding classified criteria. From theperspective of game theory, this thesis constructs the game model between thesupervision mechanism and the units and puts forward different regulatory strategyfor units with different risk categories. Finally, according to pilot cases, it haspractical test and the risk assessment, classification and grading for the units usingspecial equipments, and puts forward the corresponding improving measures in viewof the risk management problems during the risk assessment process in these units.更多还原
