幼儿园教师资格考试效能保障研究

【摘要】 幼儿园教师资格制度是国家对幼儿园教师实行的法定的职业准入制度。其中,考试制度是指根据一定考试目的,对受教育者知识水平和能力按一定标准所进行的测定活动。幼儿园教师资格考试制度作为教师质量保障体系的核心逐步成为继教师专业能力等研究之后的热点问题。幼儿园教师资格考试效能是制度研究的本体问题,关系着幼儿园教师资格考试能否真正有效地发挥功效。采取有效的保障路径与措施实现幼儿园教师资格考试效能是完善幼儿园教师资格考试制度不可回避的关键问题。本研究从制度学视角以西部某市为个案,采用文献法、访谈法、文本分析法等方法收集资料,探讨制度话语下的幼儿园教师资格考试效能保障问题。首先,对“制度”的本体论进行分析,梳理以往关于制度及其范畴的研究,确定研究“制度”的基本范式。在对制度及其范畴分析的基础上,试图解答幼儿园教师资格考试效能为什么需要制度保障,并最终确定幼儿园教师资格考试效能制度保障分析框架和维度。其次,根据幼儿园教师资格考试效能制度保障分析框架,从制度合理性、正式制度、非正式制度三大层面分析幼儿园教师资格考试效能保障在实践场域中的具体表现及存在问题,呈现效能制度保障分析框架的立体图景。最后,根据实践场域中幼儿园教师资格考试效能保障存在的问题对幼儿园教师资格考试效能的制度保障进行思考。研究得出以下结论:首先,制度能够界定出一套有序的安排,使得影响幼儿园教师资格考试效能各因素间的关系更加稳定与可靠,从而保障幼儿园教师资格考试顺利进行,促进考试效能的完善与提升;其次,制度的合理性安排是幼儿园教师资格考试效能保障的出发点。制度实质合理性体现为制度公正,包括公平对待、公正操作、多方参与、公开透明、有效监督。制度形式合理性则体现为制度规范则,包括幼儿园教师资格考试制度具有完备的体系及合理的制度构成要素;在正式制度层面,我们应该完善幼儿园教师资格考试法律法规体系并提供可操作的法律实施细则,使得幼儿园教师资格考试有法可依。搭建幼儿园教师资格考试效能保障的组织制度平台,健全幼儿园教师资格考试的组织体系,建构有效的监督组织机构。弱化组织运行的科层取向、提升组织的服务理念、弱化行政性控制、通畅幼儿园教师资格考试运行机制;非正式制度作为一种隐性因素对考试效能有着重要影响。在非正式制度层面,我们应该重建幼儿园教师资格考试执行人员的身份认同、厘清幼儿园教师资格考试管理机构的权力边界、整合幼儿园教师资格考试参与主体的利益。本文共六章:“导论”旨在提出问题,阐明幼儿园教师资格考试效能保障研究的背景、目的、意义、基本思路与方法。第一章“幼儿园教师资格考试效能保障的分析框架”是本文的核心轴,也是本文的逻辑起点。研究者首先梳理以往研究中对制度本体论的分析,找到制度研究的基本范式并确立分析幼儿园教师资格考试效能的制度维度,即制度本身的合理性分析、正式制度的分析、非正式制度的分析。在此基础上细化分析维度,制度合理性从实质合理性、形式合理性进行探讨;效能保障的正式制度主要从法律法规制度、组织制度、运行机制三个层面进行分析:效能保障的非正式制度主要从幼儿园教师资格考试执行人员的身份、管理机构权力以及利益主体博弈方面进行分析,形成幼儿园教师资格考试效能保障的分析框架。第二章“公正与规范:幼儿园教师资格考试效能保障的出发点”从制度合理性范畴分析幼儿园教师资格考试效能问题。制度的实质合理性表现为制度公正,制度的形式合理性表现为制度规范。在阐述制度公正与制度规范基本规定性的基础上,明确判定制度公正与制度规范的基本立场,而后在实践场域分析幼儿园教师资格考试制度在公正性与规范性上存在的问题。第三章“外显与强化:正式制度保障下的幼儿园教师资格考试效能”从正式制度层面分析幼儿园教师资格考试效能保障问题。研究者从教育法律法规制度、教育组织制度与运行机制三个维度分别就三者与效能保障的关系,对幼儿园教师资格法律法规、组织制度与运行机制在现实中存在的问题进行分析,探寻幼儿园教师资格考试效能的正式制度保障问题。第四章“内隐与默化:非正式制度保障下的幼儿园教师资格考试效能”从幼儿园教师资格考试参与主体的身份、权力、利益需求几方面分析非正式制度层面对幼儿园教师资格考试效能的影响以及在现实中存在的问题,以深化对幼儿园教师资格考试效能保障问题的认识。第五章“聚合与权衡:幼儿园教师资格考试效能制度保障的再思考”以幼儿园教师资格考试效能保障的实然情况为依据,尝试分析幼儿园教师资格考试效能保障的应然状态,希望为完善幼儿园教师资格考试制度提供借鉴。

【Abstract】 Kindergarten teacher qualification system is the kindergarten teachers to implement the statutory occupational access system in one country. Among them, the examination system is that according to the purpose of the exam, which the level of knowledge and ability of the educated is estimated by a certain standard activities. Kindergarten teacher qualification examination system become the core of the system to guarantee teacher’s quality which has gradually become a hot issue after the study of issues such as teachers’professional competence. Kindergarten teacher qualification exam performance system is the essence of institutional research,relating to the kindergarten teacher qualification exam whether can carry out its function effectively. Adopting which path and measure to safeguard kindergarten teacher qualification examination effectiveness is an inevitable issue to improve the kindergarten teacher qualification examination system.In view of this, the study is in the perspective of institutional analysis, which a case study in a western city. Collecting information by the literature method,interviews content analysis methods to explore the kindergarten teacher qualification exam effectiveness security system discourse.Firstly,the researcher analyzed through the ontology of "system ", to find out researchers who are predecessors how to research the system and scope and identify research "system" paradigm. Based on the analysis of the system and its scope,try to answer why we need to protect kindergarten teacher qualification exam effectiveness, and ultimately insure the security system of the kindergarten teacher qualification exam effectiveness analysis framework, dimensions. Secondly,the study in accordance with the security system of the kindergarten teacher qualification exam effectiveness analysis box,from the three dimensions of the system which are reasonable system, the formal system,the informal system to analyze kindergarten teacher qualification exam effectiveness protection in specific domain and its problems.It presents the framework of the three-dimensional picture of the effectiveness security system analysis.Finally, it is that according to the problem of nursery teacher qualification examination effectiveness protection to consider the system.The conclusions of this research are as follows:System can define a set of orderly arrangement that affect kindergarten teachers’ qualification examination performance more stable and reliable relationship between various factors, thus guarantee the kindergarten teachers’ qualifications examination smoothly, and promote perfecting and upgrading the efficiency of the examination; To promote the rationality of the system arrangement is the kindergarten teacher qualification exam test the starting point of the performance guarantee. System substantial rationality embodied in system of Justice, including the fair treatment impartial operation, multi-participation, transparent and effective supervision, the rationality of system form means system specification, which includes teachers’ qualifications examination system in kindergarten has perfect system and the reasonable system components. The formal exam system of kindergarten teacher’s qualification has served a strong guarantee for the efficiency of this exam. In terms of formal system, the laws and regulations about Kindergarten teacher’s qualification exam should be improved and workable detailed implementation rules of the law should also be provided. Thus, there are laws and regulations about the Kindergarten teacher’s qualification exam to go by. The organization system for ensuring the efficiency of the Kindergarten teacher’s qualification exam should be established; the organization system of the Kindergarten teacher’s qualification exam should be strengthened; effective supervision institutions should also be set up. As invisible factors, the informal system has an important impact on the efficiency of the exam. So some measures should also be taken, for example: Minimizing the hierarchy orientation of the running of the organizations. Bettering the service concept of the organizations.Reducing the administrative control. Smoothing the operational mechanicism of the Kindergarten teacher’s qualification exam. In terms of informal system, the identity for the executive staff of Kindergarten teacher’s qualification exam should be reestablished; the right boundary of the administrative offices of the Kindergarten teacher’s qualification exam should be specified; the interests of the exam candidates should be integrated.Introduction.aims to ask questions,clarify study the kindergarten teacher qualification exam effectiveness security research background, purpose, meanings, the basic ideas and methods.Chapter I."Kindergarten teacher qualification exam effectiveness security theory idea " is the core axis, also is the logical starting point. The author tries to build theoretical concept and analytical framework about kindergarten teacher qualification exam effectiveness system. The researcher detects the ontology analysis of previous studies to discover the basic paradigm of institutional research. And finally establish effectiveness analysis nursery teacher qualification examination system dimension, which is reasonable analysis of the system,the analysis of the formal system, the informal system of analysis. Based on the dimension to detail analysis,the system is reasonable from substantive rationality,the form of rationality to explore;formal system of performance security system from the laws and regulation.organizational system, the three levels of the operating mechanism analysis; effectiveness to protect informal the system involved in the identity of the subject from kindergarten teachers’ qualification examinations powers as well as the interests and needs analysis,which are form the kindergarten teacher qualification exam effectiveness security analysis framework.Chapterll.Justice and specification:the starting point of effectiveness security in preschool teacher qualification examination. This part analyzes the effectiveness of preschool teacher qualification examination from by system rationality. The system substantial rationality performs for system justice and the formal rationality performs for system criterion. Firstly, describing the basic rules of system justice and system criterion and determining the basic position to judge them. Then, analyzing the justice and criterion problems of preschool teacher qualification examination in practice field.Chapter Ⅲ.Expliciting and strengthening:the effectiveness of preschool teacher qualification examination under the guarantee of formal system. This part analyzes the problems of effectiveness guarantee of preschool teacher qualification examination. Student analyzes the relationship between effectiveness security and the three including the education laws and reulations system, organization system and operating mechanism. In addition, student analyzes the question of reality of preschool teacher qualification regulations, organization system and operating mechanism. All these analyses are to explore the security problems of formal system of the effectiveness of preschool teacher qualification examination.Chapter Ⅳ.Endogeny and latency:the effectiveness of preschool teacher qualification examination under the guarantee of informal system. This part analyzes the influence of informal system on the effectiveness of preschool teacher qualification examination through the identity, right and the interest demand of the participants in preschool teacher qualification examination and it’s problem so that deepening our understanding of the effectiveness security of preschool teacher qualification examination.ChapteⅤ.System arrangements of the effectiveness security of preschool teacher qualification examination. This part analyzes the system security that the effectiveness of preschool teacher qualification examination needing according to the actual situation so that to provide reference for the improvement of preschool teacher qualification examination system.
