煤矿瓦斯事故灾害特征与救援决策支持系统研究

【摘要】 本文首先对煤矿瓦斯事故现状、应急救援现状和应急决策现状进行分析,对全国近十年瓦斯事故进行统计,对瓦斯爆炸规律、煤与瓦斯突出规律进行总结,深入探讨了煤矿瓦斯事故的各项特征。其次,对煤矿应急决策进行了分析,将煤矿瓦斯事故应急决策关系归纳为应急决策的客体与应急决策的主体的关系;将行为决策理论、案例推理应用到煤矿瓦斯事故应急决策中,提出了基于应急预案的煤矿瓦斯事故应急决策。最后,对瓦斯事故应急决策支持系统进行了设计,对决策支持系统进行分析,确定系统的体系结构、系统结构,并将决策支持系统部件分为数据库、模型库、知识库、人机交互四个子系统;将DSS(决策支持系统)与应急救援基础信息管理、应急预案编制、预警、应急指挥决策、应急信息网络联动共享等重要环节有机地集成起来,提出C/S和B/S结构相结合、实时动态、预测预警、分层联动特色的矿井救援决策支持系统的理论框架和方法。

【Abstract】 Firstly, based on the analysis of the coal mine gas accident, emergency rescue and emergency decision status, the statistics of the nearly ten years gas accident, the laws of gas accident, coal and gas outburst, the characteristics of coal mine gas accident was studied deeply. Secondly, making analysis of coal mine emergency decision, coal mine gas accidents emergency decision relationship was summarized into the object, the subject of the emergency decision making and emergency guidelines. Applying behavioral decision theory, the case-based reasoning to the coal mine gas accidents emergency decision, the coal mine gas accident emergency decision-making based on contingency plans was brought up. Finally,with the design of gas emergency decision support system and the analysis of the design, making a decision of the architecture of the system, the system structure, at the same time the decision support system components are divided into four part sub-database, model base, knowledge base, human-computer interaction base; integrating the DSS (decision support system) and emergency rescue foundation information management, emergency response plan, early warning, emergency command decision-making, emergency information network linkage sharing, proposed the C/S and B/S structure combining, real-time dynamic prediction and warning tiered the linkage characteristics mine rescue theoretical framework of the decision support system and method.
