【摘要】 边向体育强国是中国的强国战略在体育领域的真实反映,它既与我国近现代特殊的社会历史环境存在历史渊源,又与我国现阶段社会主义现代化建设的现实国情相联系。上世纪80年代,邓小平所提出的我国还处于社会主义初级阶段论断和“三步走”的发展战略,为中国体育强国途径的选择提供了社会现实与战略理论基础；而在这一社会主义现代化发展战略目标指引下,依据不同历史时期的社会发展需要,我国所发布的各种政策文件又为中国体育强国途径的选择提供了政策基础。通过文献资料分析法、案例分析法、专家访谈法以及实地观察法等研究方法,分别对现有的中国体育强国相关文献资料整理分析,调查我国部分省区市体育强省、体育强区域发展现实,了解现阶段我国体育强国途径选择的信息资料与工作内容,并实地考察我国部分区域在体育强省(区)发展进程中实际工作情况,为中国体育强国途径选择提供了当下体育现实基础,研究结果显示：1.中国的体育强国是指21世纪中期达到世界中等发达国家的体育事业发展水平,其内容涵盖群众体育、竞技体育、学校体育(体育教育)、体育科技、体育产业以及体育法治等,并因我国现实国情需要而发展变化；其过程应涵盖建成基本的体育强国框架体系、达到初级水平的体育强国、中等发达国家水平的体育强国三个阶段。2.中国的体育强国途径是指我国由当前体育事业落后状态通向21世纪中期世界中等发达国家水平的体育强国的方法或路子。随着我国社会发展逐步推进,中国的体育强国途径先后经历了以提高运动技术水平为主要内容的体育强国途径、以普及与提高相结合为主要内容的体育强国途径和以全面协调发展为主要内容的体育强国途径。3.中国选择体育强国途径受国际与国内两方面因素制约。在国际因素方面,不同历史时期的国际关系、文化与社会背景因素以及进入国际体育组织机构、与国际体育组织的交流与合作,制约着中国体育强国途径的选择；在国内因素方面,国家社会发展需要与体育事业发展需要也制约着中国体育强国途径的选择。4.在“体育强国”目标指导下,我国的群众体育、体育产业、竞技体育、学校体育(体育教育)以及体育科技等体育事业的发展目标、主要任务与发展布局等方面均做出了相应发展与调整。5.体育强省首先是一个过程性动态概念,即在体育强国基础上,结合各省、区、市社会发展现实和自然人文环境条件,而使体育事业发展水平进入全国先进行列的过程,而且其标准随着我国经济社会发展水平的发展而提高；其次,它还是一个目标性的状态概念,即体育事业发展水平达到或进入全国先进行列。全面化的体育强省发展途径主张以体育强国内容为参照,将各省(区、市)特色体育文化建设作为体育强省建设的内容,凭借较强的综合社会发展实力进行全面化的体育强省建设；特色化体育强省发展途径主张以体育强国的内涵为基础,在全面协调发展的体育强国途径要求下,以特色化体育作为体育强省建设的突破口。6.区域体育“一体化”与区域体育“品牌化”是体育强国目标下区域体育发展两大途径。区域体育“一体化”是指在体育强国目标统领下,各项体育事业“一体化”的发展。行政惰性是区域体育“一体化”发展途径的困境。区域体育“品牌化”是指在我国现阶段的改革开放、全球化的潮流中,对区域体育系列产品认知与宣传的标准化,以达到市场突出和市场区别的作用。盲目性、趋利性是区域体育“品牌化”发展途径的困境。更多还原

【Abstract】 It was the true reflection of the powerful strategy for China to get the sport power in the sport field, which had not only the historical origin with the special modern society, but also the relation to the current national conditions of the socialistic modern construction in our country.In1980s, Deng Xiaoping brought forth the socialistic primary stage in our country and the strategy of three steps, these provided the social reality and the theoretical basis for the way of sport power in China. Moreover, with the direction of the strategy of the socialistic modern development, our country put forward all kind policies on the social need of the different historical period, which provided the policy basis for the way of sport power in China.By means of the method of documents analyzing, social investigating, expert interviewing and field observing, the passage analyzed the relative existing documents of the sport power in China, surveyed the reality of the sport strong province or district in the part provinces or districts, realized the documents and working contents relative with the way of sport power, and investigated the realistic work of sport power or sport province in the part regions. The findings showed that:1. The sport power was the way or road which went forward the goal of the medium sport power in the21st metaphase from the current sport developing station. It’s contents comprised the mass sports, the competitive sports, the physical education, the sports technology, the sports industry, and as developed with the country needs, and the sport power should be three stages which were the basic frame system, the primary level sport power and the medium sport power. Beside the competitive sports, the mass sports and the sports industry existing a certain gap between our country and the medium developed nations, and the gap was an active station.2. The way of sport power in China was the method or road that could led our all sports from the unbalance state&slow developmental state to get the medium sport power in the21st metaphase. With our country development, the sport power went through the way of improving technical level, the way of combining popularization with rising and the way of comprising all-round contents.3. To choice the way of sport power in China was restricted by the international and inner factors. On the international factors, it’s restricted to choice the way of sport power in China, which included the international political and military factors of the different historical stage, the background factors of the culture and society, the entrance into the international sport organization and the communication with the international sport organization. On the inner factors, it’s restricted to choice the way of sport power in China, which included the national needs and the developmental needs of all kind sports.4. With the direction of the sport power, accordingly, all sports were adjusted which included the mass sports, the competitive sports, the physical education, the sports technology and the sports culture, the sports industry.5. The sport stronger province was a procedural and dynamic concept, i.e. it was a process according to the sport power, and considering the it’s perspective social conditions and the culture circumstances that the developmental level of all kind sports run to the advanced ranks. Accordingly, with the improvement of our society, it was developed. Moreover, it was also an objective concept, i.e. it was a state that the developmental level of all kind sports got the advanced ranks. The way of the sport stronger province had two types of the generalization and the characterization.6. The integration and the brand were two roads for the regional sport. The integration of the regional sport was that all sports were the integrative development in the region under the sport power. Furthermore, the administrative inert was the dilemma of the regional sports development. The brand of the regional sports was the standardization of the cognition and the propaganda about the sports products in the process of the reformation and generalization in order to the market outstanding and the market difference.
