【摘要】 互联网作为人类历史上最伟大的科技发明之一，它的快速发展与普及已经渗透到经济、政治、文化等各个领域，改变着人们的生产方式、生活方式和思维方式。随着我国互联网技术的日益完善和我国网民数量的急剧上升，互联网对我国政治生活的影响正愈加深刻，特别是互联网与社会主义民主政治建设的不断接近与契合，使得互联网成为我国民主政治发展须臾不能离开的重要条件。当前，互联网以及互联网发展过程中衍生出的电子政务、网络问政和网络舆情，正日益成为政府顺应民意、提高政治自觉的有效工具；也越来越成为公民知情，以及政治参与和民主监督的重要渠道。由此可见，互联网对我国社会主义民主政治建设的积极影响毋庸置疑。只有正确认识互联网对我国民主政治建设的积极影响，才能够深入挖掘出互联网对民主政治有利影响的潜能，从而加快我国民主政治发展步伐；也才能够在中国特色社会主义民主政治不断制度化、规范化和程序化过程中，准确把握其信息化的新趋势，为我国民主政治现代化目标的实现开辟出一条新路径。从内容结构上看，本文由导论、五章正文和结论这七部分组成。导论部分主要阐述了互联网对我国社会主义民主政治建设积极影响研究的意义、研究现状、研究方法以及本论文的创新点和难点。本文第一章通过对马克思主义经典作家关于媒介与政治关系的论述，总结出大众媒介既要受到政治的控制与决定，又能够对政治起到塑造和能动的作用。因此，互联网作为一种新兴的大众媒介，必定会与政治产生千丝万缕的联系，它在影响政治体制、政府管理、政治文化和国际政治的同时，也表现出与民主政治的某种接近和契合，进而引发西方发达国家对互联网民主潜质的探索与试验。随着我国互联网时代的到来，互联网也自然而然地渗透进我国的政治生活，实现了与我国社会主义民主政治建设日益紧密的结合。本文第二章详细分析了互联网对我国社会主义民主政治建设创造的新条件。主要从技术、经济和文化三个方面说明互联网为我国民主政治建设奠定了先进的技术基础、提供了充分的物质保障，也营造了有利的文化环境，对我国民主政治的发展形成了“硬环境”与“软环境”的双重保障。毫无疑问，互联网已经成为我国民主政治发展的重要条件。本文第三章到第五章分别探讨了电子政务、网络问政和网络舆情这三大基于互联网技术而生成的新事物对于政府信息公开与公民知情、政府问政于民与公民参政以及政府科学行政与公民监督的影响和作用，并以此为切入点，运用机制研究方法理顺电子政务、网络问政及网络舆情与我国社会主义民主政治建设的联系，剖析电子政务、网络问政和网络舆情对我国民主政治建设的积极影响，进而可以扩大为互联网对我国社会主义民主政治建设的积极影响。本文最后一部分为文章的结论，强调随着互联网技术的发展和网络交流形式的创新，互联网正日益成为社会主义民主政治建设的重要手段和条件。无论从理论还是实践上看，互联网都对我国社会主义民主政治建设产生重大且深远的影响。尽管受篇幅所限，本文只研究了互联网对我国民主政治建设的积极影响，但互联网对我国民主政治发展的影响却是双重的，互联网境遇下的民主政治建设并不一帆风顺，我们要辩证地看待互联网给我国民主政治建设带来的机遇与挑战。同时，也要顺应我国民主政治信息化发展的新趋势，利用民主政治信息化强化民主政治的中国特色；推进我国民主现代化发展；创新我国民主政治的体制机制。在科学认识的基础上，充分利用民主政治信息化实现互联网对我国民主政治建设的推动作用。更多还原

【Abstract】 The Internet as one of the greatest technological invention in human history, itsrapid development and popularization has penetrated into economic, political, culturaland other fields, changing people’s production method, the way of life and the modeof thinking. With our Internet technology has become more perfect and the number ofInternet users in China has risen dramatically, influence of Internet on political life inour country is increasingly deep, especially the Internet and the construction ofsocialist democratic politics constantly approach and fit, the Internet has become theimportant and indispensable condition in the development of our democratic politics.At present, the Internet and the derivatives of the Internet, such as electronicgovernment, network’s participation in politics and network’s public sentiment,increasingly become the effective tools to comply with the will of the people andraise political consciousness; also increasingly become an important channel ofknowing government affairs, political participation and democratic supervision. Thisshows that the positive impact of the Internet on the construction of socialistdemocratic politics in China certainly without a doubt. Only a correct understandingof this positive impact, can we dig deeper the Internet’s potential on beneficial effectsof democratic politics, thus speeding up the development pace of China’s democraticpolitics; can we accurately grasp the new trend of infomationization in the process ofthe socialist democratic politics with Chinese characteristics development ofcontinuously institutionalization, standardization and routinization, open up a newpath for achieving the goal of modernization of our democratic politics.From the content structure, this paper is composed of seven parts by introduction,five chapters and a conclusion. Introduction explains the research significance, thepresent situation and the main research methods of positive impact of the Internet onChina’s socialist democratic politics. And this part also describes the paper’sinnovation and difficulties.Chapter one through the discussion by the classic writers of Marxism on therelationship between media and politics, sums up the mass media not only subject to political control and decision, but also play an active role for politics. Thus, theInternet as an emerging mass medium will certainly be inextricably linked withpolitics, it affects the political system, the government management, the politicalculture and international politics, at the same time, it also demonstrates some closeand fit to democratic politics, then initiates the western developed country to exploreand test the Internet’s democratic potential. Along with the advent of the Internet erain China, the Internet also naturally permeates into our political life, and has realizedthe increasing combination of Internet and the construction of socialist democraticpolitics in China.Chapter two analyzes the new conditions created by the Internet on China’ssocialist democratic politics in detail. It mainly from three aspects of the technology,the economy and the cultural explains that the Internet builds up the advancedtechnical basis, provides the adequate material guarantee and creates a favorablecultural environment, in all, it forms the dual safeguards of the “hard environment”and the “soft environment” for the development of China’s democratic politics. TheInternet has undoubtedly become an important condition for democratic politicaldevelopment in China.Chapter three to chapter five discuss respectively the electronic government,network’s participation in politics and network’s public sentiment which generatedbased on Internet technology produce the influence and effect for the disclosure ofgovernment information and the citizen informed, the government askedadministration in the people and the citizen participation and government scientificreign and citizen supervision, and take this as the breakthrough point, use mechanismresearch methods to straighten out the relationship between the electronic government,network’s participation in politics, network’s public sentiment and the construction ofChinese socialist democratic politics, dissect their positive effects of democraticpolitics, then it can be expanded the positive impact of the Internet on China’ssocialist democratic politics.Conclusion is the last part of this article, it emphasizes that along with thedevelopment of the Internet technology and the innovation of the networkcommunication form, the Internet is increasingly becoming the important means and conditions of socialist democratic politics construction. Both theoretic and practicalway shows that the Internet has a major and far-reaching impact on the constructionof socialist democratic politics in our country. Though because of the limited space,this article only studies the positive impact of the Internet on the construction of ourdemocratic politics, the impact of the Internet on the development of democraticpolitics in China is double, democracy construction under the situation of Internet isnot plain sailing, we should dialectically treat the opportunity and challenge whichthe Internet brings for our construction of democratic politics. Meanwhile, we wouldalso comply with the new trend of infomationization, using this infomationization tostrengthen the Chinese characteristics of democratic politics; promote our democraticmodernization; innovate the system mechanism of our democratic politics.
