中心城市粮食安全研究

【摘要】 在新的经济环境下,中心城市的粮食安全内涵随着市场环境和我国粮食流通体制的变化不断的赋予新的内涵。随着全球一体化进程的加速,不断有新的因素冲击中心城市的粮食安全,在粮食市场不断开放的大背景下,这一现象必须引起充分重视。中心城市的粮食安全是国家粮食安全的重要组成部分,是国家粮食安全的重要基础。中心城市粮食安全研究具有极为重要的理论价值和社会效益。本文进行了中心城市粮食安全保障的理论研究、的体系研究和中心城市粮食安全系统的运行和仿真研究等。论文在以下方面有明显创新。论文建立了中心城市粮食安全保障系统概念模型,中心城市粮食安全系统是人与粮食相互作用的复杂巨系统,是以粮食为载体,由粮食资源、社会、经济等子系统构成的复合系统,论文提出了中心城市粮食安全系统子系统的构成,分析了各子系统内涵和相互作用,揭示了中心城市粮食安全系统各个因素之间错综复杂的依赖关系,提出了中心城市粮食安全系统主导反馈回路。论文建立了中心城市粮食安全系统运行的SD模型,进行了仿真模拟,确定了中心城市粮食安全系统运行过程中的各种变量以及相关的流率变量、辅助变量、常量和调控因子,建立了中心城市粮食安全系统SD模型,并以上述模型为基础,对济南市粮食安全系统的系统运行情况进行了仿真模拟,仿真结果具有重要的价值。论文构建了中心城市粮食安全保障体系,以市场化为动力,以产业化为载体,以政策调控为手段,通过市场因素和政策性因素的双重作用实现中心城市的粮食安全保障。在保障体系中,各子体系从不同的层面支撑体系的运作,形成一种完善的、系统的、体系化的粮食安全保障模式,在粮食不断市场化的同时保障中心城市的粮食安全。论文提出了中心城市应建立以市县级储备储备为主,企业储备为补充,农户储备和中央储备为支撑,规模适当、品种多样化,以原粮为主成品粮为辅,布局合理,在政府的调控和监督下进行粮食储备的市场化运作的粮食安全储备体系。论文的研究成果对加强我国粮食安全保障有重要的理论意义和较大的参考价值。
【Abstract】 In the new economic environment, the concept on the food security of the centralcity has the new meanings when the market environment and the Chinese graincirculation system have changed continuously. With the acceleration of globalization,there are always new shocks on the food security of the central city, so thephenomenon must be given sufficient attention under when the food market has beenopen continuously. The central city’s food safety is an important part of the nationalfood security, and is an important basis for national food security. The study on thefood security of the central city has very important theoretical value and socialbenefits. The dissertation has studied the theory, the system, the operation and thesimulation on the food security of the central city. The dissertation has significantinnovations in the following areas.The dissertation has established a conceptual model on the food security systemof the central city, and has proposed sub system’s composition on food securitysystem of the central city. The dissertation has analyzed content and interaction ofvarious subsystems, and has revealed the complex dependencies between thesubsystems of the food safety, and has proposed dominated feedback loop of the foodsafety system. The dissertation has established the SD model on the food safetysystem of the central city and the simulation has been operated. The dissertation hasdetermined a variety of variables and the associated flow rate variables, auxiliaryvariables, constants, and regulatory factors during the progress of the simulation. Baseon the model above, the dissertation has carried out a simulation on the food safetysystems in Jinan city, and the simulation results have important value.The dissertation has built on the food security system of the central city, whichachieves the city’s food security of the central by the market factors and policy factors.In the food security system, all sub-systems support system from different levels toform a complete, systematic, systematic pattern of food security and to protect thecity’s food safety when the food security continues to market. The dissertationpresents the system of the food security of the central city. The research has important theoretical significance and the great reference valueto Chinese food security
