【摘要】 政府投资项目建设市场化是我国政府今后一段时间推进经济体制改革的重点和难点。20世纪70年代以前,我国政府投资项目建设市场存在行政性垄断、较高国有化是普遍特征。这种模式带来了严重的资源浪费和损害消费者利益问题。因此,从20世纪70年代中期开始,我国开始对政府投资项目建设市场进行改革,主要包括三个维度：引入竞争机制、产权改革、建立有效的规制制度。我国现有的政府投资项目建设市场化改革及其绩效理论在研究方向和内容体系上都不尽完善,尤其是缺乏对中国特定市场背景的关注,未能够准确揭示出政府投资项目建设市场化发展的基本规律,不能满足国民经济和社会发展对政府投资项目建设的需要。鉴于此,本文试图构建一般性的、具有中国特色的政府投资项目建设市场化改革及其绩效理论,以探寻政府投资项目建设市场化的途径和相应绩效评价体系。本文以如何提高政府投资项目建设市场绩效作为文章的主线,采用实证分析与规范分析相结合、定性分析与定量分析相结合、一般分析与典型分析相结合、综合分析与比较分析相结合的研究方法,对政府投资项目建设市场化改革及其绩效关系问题进行研究。通过对政府投资项目经济属性和产权属性的分析,结合政府投资项目建设市场的特点,指出政府投资项目建设市场化就是在政府投资项目建设市场中应充分发挥市场在资源配置中的基础性作用。主要有以下三方面的途径：一是建立有效竞争的市场体系；二是实施有效的产权改革措施；三是如何改变国家宏观微观大一统的局面,不断完善政府规制的经济职能和社会职能。在对政府投资项目建设市场化内涵进行分析的基础上,认为竞争、产权及规制改革是中国政府投资项目建设市场化改革的重要途径。提高政府投资项目建设市场绩效应是政府投资行为在市场化改革三维途径下所实现的社会、经济目标的效率与效益,是政府投资项目建设市场主体行为实现其自身目标而展现在市场不同层面的有效输出。综合政府投资项目建设市场化改革本身所蕴涵的制度创新的特点,提出了基于扩展SCP范式政府投资项目建设市场绩效运行机制。在对政府投资项目建设市场绩效评价框架进行分析的基础上,认为改进的模糊神经网络(T-S)模型可以实现对我国政府投资项目建设市场主体行为的模拟。并据此构建了政府投资项目建设市场绩效评价系统,主要包括两个部分：政府投资项目建设市场绩效评价指标体系及评估模型。运用政府投资项目建设市场化改革及其绩效理论、改进T-S模型对代建制绩效进行了实证分析。认为代建制作为我国政府投资项目建设市场化改革的产物,应当将其作为政府投资项目建设市场化改革的切入点和重要途径,以适应完善社会主义市场经济体制的需要。同时还对代建制的内涵、实施范围和完善政府投资项目建设代建制等相关问题进行了分析。最后,提出了实施有效竞争的建筑市场结构重组政策,实施竞争性激励规制政策及产权改革的政策思路。更多还原

【Abstract】 China’s governmental investment project construction market is universally characterized by administrative monopoly and high nationalization, which causes plenty of resource waste and does harm the interest of consumers. As a result, a series of reform measures has been introduced into governmental investment project construction market. New system framework and investment control policies. i.e, diversifying investment subject, diversifying capital sources, diversifying investment modes and realizing the marketization of project construction are definitely put forward in On Key Work Suggestions of Deepening Economic Restructuring in2010. The reform measures can be concluded in three fields:introducing competitive system, innovating property right and establishing the effective regulation system. However, relevant problems referring to marketization process that how three-dimensional reform measures work in the process of governmental investment project construction marketization are insufficient in terms of basic theory and relevant application. As a result, the topic is of great research value.From the perspective of research orientation and content mechanism, marketization reform of China’s existing governmental project construction and performance theory still has much room to be supplemented, especially lacking concern of China’s special market background and failing to clearly reveal the basic laws of the development of governmental investment project construction marketization and failing to meet the requirements of governmental investment project construction in the national economy and social development. In view of this, the thesis tends to establish general governmental investment project construction marketization reform with Chinese characteristics and performance theory in order to explore measures of governmental investment project construction marketization reform and related performance appraisal system.Based on the methods of combining empirical analysis with normative analysis, Qualitative analysis with quantitative analysis General analysis with typical analysis with comprehensive analysis with comparative analysis, the thesis aims to improve market performance of the governmental investment project construction and to explore the reform of the governmental investment project construction marketization and its performance relationship.Based on the analysis of Economic properties and property attributes of the government investment project, together with the characteristics of governmental investment project construction market, the thesis points out governmental investment project construction market should play an essential role in the allocation of resources. It can be done through the following aspects:firstly to establish the effective competitive market system, then to implement effective measures of property right reform, and thirdly to change the macroscopical and microcosmic situation of the country and to better the economic function of government regulation and social functions gradually.On the basis of analyzing the connotation of governmental investment project construction marketization, the thesis places emphasis on the important solutions, namely, competition, property right and regulatory reform, of marketization reform of the China’s governmental investment project construction. Improving the performance of governmental investment project construction market should be the efficiency and effectiveness of the social, economic object realized by governmental investment behaviors in the process of three-dimensional measure of marketization reform, and it should also be the effective output of subject behaviors of governmental investment project construction market the from different aspects to realize its own aim. The thesis puts forward performance operation mechanism of governmental investment project construction market based on expanding SCP Paradiam on the basis of synthesizing the characteristics of innovatory system implied in the marketization reform of the governmental investment project construction.On the basis of analyzing performance appraisal framework of governmental investment project construction market, it is thought that the improved fuzzy neural network (T-S) model can realize the imitation of the subject behavior of governmental investment project construction market. Performance appraisal system of governmental investment project construction market is established, which is divided into two parts: performance appraisal index system and appraisal model of the governmental investment project construction market.The thesis adopts market-oriented reform of governmental investment project construction and performance theory, improves T-S mode and practical analysis of acting construction systems. As a product of marketization reform of China’s governmental investment project construction, acting building system should be considered as breakthrough point and important means of marketization reform of China’s governmental investment project construction to adapt to the socialist market economic system. Meanwhile, plenty of problems, such as connotation, scope of implementation of the acting building system and the improvement of governmental investment project, are analyzed.Finally, the thesis puts forward effective competitive restructuring strategy of construction market, competitive stimulative regulating strategy and ideas of property right reform.更多还原
