青海海东综合物流网络规划及其结构复杂性分析研究

【摘要】 青海省“十二五”规划确定要让海东成为全省经济新的增长点,同时海东地区把工业集中区建设作为加速实现新型工业化、城镇化、农业现代化的重要举措。综合物流网络建设,对于大力发展第三产业,构造新的经济增长格局意义重大。不仅可以促进本地各种物流资源的有效整合,还为各类物流企业开展集约化、规模化经营创造良好条件,而且有利于降低全社会的物流成本,优化招商引资环境,带动第三产业的发展。为了改善海东地区的服务环境,提升承载能力,充分依托区内铁路、高速公路、国道、省道的陆路交通优势,规划建设一体化的综合物流网络及园区,有利于保障海东地区产业结构升级目标的实现。同时对综合物流网络的结构特性及发展演化分析,对打造青海省东部地区现代工业和现代生产性服务业基地具有实际应用价值和理论价值。首先,论文在对产业集群的基本概念及理论介绍的基础上,阐述物流与产业集群、物流园区与产业集群的关系,特别是物流园区规划与产业集群的关系;以此为前提,在对产业集群不同发展阶段特点介绍的基础上,根据海东地区各工业集中区的发展现状,构建产业集群发展阶段的识别指标体系及各阶段特征,并利用模糊识别的方法对海东地区各工业集中区进行集群发展阶段识别,为集群的发展动力分析提供基础。其次,论文利用产业集群的“钻石模型”对海东地区各工业集中区的主要动力因素进行定性分析,并在此基础上利用“钻石模型”的SWOT分析法对海东工业集中区钻石模型的各要素进行详细的定量分析,找出各工业集中区发展的优势与不足,在上述分析的基础上提出海东工业集中区集聚升级的具体策略建议。依据海东工业集中区动力机制分析结果及集聚升级的具体策略,论文在分析海东地区基础条件及竞争对手的基础上,首先对海东地区进行综合物流网络的整体规划,然后分别对海东地区公路物流发展、铁路物流中心发展及空港物流园区发展进行分别详细规划。为了更好地指导海东地区综合物流网络未来的发展建设,论文在阐述复杂网络基本理论的基础上,对海东地区综合物流网络的基本结构要素进行分析,利用超网络理论对海东地区的货物流网络及信息流网络进行表示;并依据海东地区园区规划及工业集中区内部企业的现状,利用复杂网络的特征度量对海东地区综合物流网络的结构特征和结构关系进行重点分析,并找出各指标的特征,为指导物流网络及园区的发展规划提供依据。以海东综合物流网络及物流园区内部企业的基本情况为基础,论文分别对货物流网络和信息流网络进行演化分析。首先,对海东货物流网络中主要的两种类型物流节点考虑不同的增长方式:对货物流服务需求节点采用择优成长的演化特性,而对货物流服务供应节点成长演化考虑了已存在于网络中各物流节点吸引力、强度、新节点的服务水平、服务能力和同类型服务性质节点之间的竞争,使货物流网络的演化分析更符合实际。其次,考虑物流信息网络中节点的不同性质,论文对信息的提供者考虑了其服务能力与吸引力,设计了与其它节点连接的概率,并推出了物流信息网络演化的模式。最后对几种成长方式进行推理分析及结果模拟分析,得出了一些有意义的结论,为物流网络及园区规划提供了理论依据。论文基于集群理论进行了物流网络及园区的规划,并利用复杂网络相关理论对海东地区综合物流网络的构建、分析及演化进行分析研究,为未来物流网络及园区的规划建设提供了理论依据,并丰富了其理论架构,开辟了物流网络及园区规划的新思路。

【Abstract】 "The twelfth five-year plan" of Qinghai Province determines to make Haidong as its new economical growth point. At the same time, Haidong district puts the construction of industrial cluster as its essential measure to rapidly realize new industrialization, urbanization and agricultural modernization. The construction of comprehensive logistics networks has a significant meaning to develop the tertiary industry and construct new economic growth pattern. It can not only promote effective integration of various logistics resources in local area, but also create excellent conditions for various logistics enterprises to develop management of intensification and large-scale. Besides, it is also beneficial to reduce the logistics cost of all society, optimize the investment environment and stimulate the development of the tertiary industry. In order to improve the service environment of Haidong district and promote its load capacity, depending on the advantages of the railway, expressway, the national road and the provincial road in the region, we plan and construct the integration of comprehensive logistics networks and parks. it will be beneficial to ensure the realization of upgrading of industrial structure of Haidong district. Meanwhile, the analysis of the structural characteristics and evolution of the comprehensive logistics networks also has practical application value and theoretical value to make the base of modern industry and modern producer services in the eastern part of Qinghai Province.First of all, on the basis of the introduction to basic concepts and theory of industrial cluster, this thesis is going to interpret the relationship of logistics and industrial cluster, logistics parks and industrial cluster, especially the relationship of the planning of logistics parks and industrial cluster and improving the varied developed stages of industrial cluster. Based on the current situation of each industrial cluster in Haidong district, the thesis will construct the identification index system of development stage of industrial cluster and the characteristics of each stage. Besides, the method of fuzzy recognition will be adopted to identify the development stage of each industrial cluster in Haidong district to supply a basis to the motive force of development of cluster.Secondly, the thesis will adopt the "diamond model" of industrial cluster to make a qualitative analysis of the main dynamic factors of each industrial cluster in Haidong region. On this basis, the thesis will make a detailed quantitative analysis to each factor of the diamond model of Haidong industrial region through the SWOT analysis method and try to find out the advantages and disadvantages of development in each industrial cluster. Specific suggestions will be given to the upgrading of the industrial cluster in Haidong region on the basis of above analysis.According to the result of the dynamic mechanism analysis of Haidong industrious district as well as the specific strategies to the developing agglomerations, and on the basis of an analysis of the infrastructure situation and the competitors, this thesis1.first puts forward an overall plan about the comprehensive logistics network in Haidong district;2.develops specific plans about the highway logistics development, railway logistics development and airport logistics development in Haidong district respectively.To draw out a better plan on the future comprehensive logistics network in Haidong District, this thesis, after a thorough elaboration about the fundamental theory of the complicated network, analyzes the basic structure elements of the comprehensive logistics network in Haidong, and marks the cargo flow network and the information network with the help of super-network theory. Meanwhile, based on the district plan in Haidong and the internal current situation of the industrious district, and with the help of the complicated network’s characteristics, an important analysis of the integrated logistics network’s structural features and its relations is made. In addition, it finds out the features of each index, which provides foundations for the plan about the development of logistics network and its logistics park as well.Based on the elementary situation of Haidong comprehensive logistics network and the internal enterprises in this logistics park, this thesis makes an evolution analysis of the cargo flow network and the information flow network respectively. First of all, it introduces the main two modes of logistics nodes in the cargo flow network and their different growth modes:for the demanding node in the cargo flow service, the evolution feature of selecting the superior ones to develop should be adopted; while for the supplying nodes in the cargo flow service, the development evolution takes account of the attraction as well as the strength of the logistics nodes which exist in the network, the service quality as well as the ability of the new nodes, and the competitiveness among the nodes which provide similar services. Thereupon the evolution analysis of the cargo flow network can be more true to the fact. Secondly, considering the different properties of the nodes in the cargo flow information network, this thesis designs the probability of connecting the other nodes in view of the information providers’service ability and attraction, then deduces the evolution pattern of the logistics information network. At last, this thesis makes some rational analysis of several evolution patterns and the simulation analysis of the results. Thereby some meaningful conclusions are reached, which provide theoretical foundations for the planning of the logistics network and logistics park.On the basis of the cluster theory, this thesis puts forward the planning of the logistics network and logistics park. Meanwhile, with the help of the complicated network theory and other relevant theories, it makes an analysis and study of the construction and evolution of the comprehensive logistics network in Haidong district, which provides theoretical foundations for the planning of the future logistics network and parks, greatly enriches its theory frame, and illuminates some new thoughts about the planning of the logistics network and park’s construction.
