【摘要】 生态功能区的建设将是未来我国生态建设的主要形式,将代替原有的生态管理方式,通过对区域生态功能的确定并以此作为区域开发、利用的规范依据。大兴安岭林区在20世纪80年代末期便进入了林业“两危”困局,在这之后一直在进行多种恢复资源、保护生态环境的尝试,2008年以后大兴安岭林区便以生态功能区为建设目标调整发展战略,在实施战略的几年里虽然各方面的发展都在取得进步,但多数是原有发展形式的延续,与生态功能区的建设没有实质的联系。这种现象的产生主要由于缺少区域的科学性总体发展思路,对建设模式缺乏必要的认知。本研究正是基于这种状况,将生态功能区的建设模式作为研究对象,尝试构建生态功能区建设模式,明确生态功能区的建设目标,并将生态效益、经济效益和社会效益纳入到同一个系统中进行规划。开展对大兴安岭生态功能区建设模式的研究,可以为大兴安岭林区的经济繁荣与生态平衡并举提供理论支撑和实践指导,进而协调生态功能区区域发展中生态价值和经济价值的平衡,最终达到社会效益的最大化。本文运用辩证唯物主义方法、统计模型法、系统分析法和规范研究与实证分析相结合等方法,将生态建设、可持续发展和系统工程的相关理论进行提炼应用；对大兴安岭林区的整体和部分的发展状况进行全方位的剖析与总结；分析国内外在区域发展中生态功能区建设方面的理论和实践经验,将这些理论与经验归纳整合成模式类型,将区域生态建设的类型模式化：建立生态功能区效益综合评价体系,并将该体系与大兴安岭的实际情况相结合,指出大兴安岭建设生态功能区需解决的矛盾：构建大兴安岭生态功能区建设模式,该模式须符合国家战略要求及大兴安岭林区的现实要求：设计大兴安岭生态功能区建设模式的运行体系,运行体系的建立旨在探索生态功能区可持续发展的方式：建立大兴安岭生态功能区建设模式运行的保障体系,保障体系的建立是为了保障建设模式可以更好的运行。本研究最终完成了所有的研究内容,创新了区域生态建设模式,在研究中深化和丰富生态功能区的相关内容,在区域资源开发利用的过程中能够有效的规范生态区域的开发秩序,希望通过本研究的应用使大兴安岭生态功能区的建设更加科学有序。总之,本文的研究为大兴安岭生态功能区的建设提供了有效的理论基础,为政府制定大兴安岭生态功能区建设模式提供了科学翔实的依据,为增强建设模式运行的效果和改善林区社会民生、为顺利建设生态功能区提供了可操作性的具体措施。更多还原

【Abstract】 The construction of the ecological function region has been taken as the main form of national ecological construction in future, and it will take the place of the original eco-management approach. In the late1980s Greater Khingan Mountains came into a dilemma of "two crisis", and after this it has been doing a variety of attempts to restore the resources to protect the ecological environment. Since2008, for the target of constructing ecological function region, Greater Khingan Mountains has adjusted their development strategies and made rapid progress in the implement of the strategies in all aspects. However, most of the strategies are the continuation of former development mode and have little actual relationship with ecological function region construction. The main reason is the lack of the basic concept of development and basic knowledge of construction mode. This research will help to solve this problem, clear ecological function the goal of building, and ecological benefits, economic and social benefits included in the planning to the same system.Based on such a status quo, this dissertation will study on Greater Khingan Mountains ecological function region mode and provide theoretical support and practice guidelines for economical prosperity and eco-balance in Greater Khingan Mountains region. This dissertation aims to balance ecological value and economical value in the development of this region and furthermore, maximize social benefits. In this dissertation, utilizing combining method of the dialectical materialistic method, statistical modeling, system analysis and specification research and empirical analysis, the author will extract relative theories of ecology construction, sustainable development and system engineering; analyze overall the development status of Greater Khingan Mountains region; analyze theories and practical experience of the ecological function areas in regional development at home and abroad, and summarize these theories and experience into a model type, therefore, modeling the type of regional ecological construction; establish comprehensive evaluation system of the ecological function region, which should comply with reality of Greater Khingan Mountains and point out the contradictions in Greater Khingan Mountains ecological function region; build Greater Khingan Mountains ecological function region mode, which shall comply with the national strategic requirements and the practical requirements of the Greater Khingan Mountains forest; design Greater Khingan Mountains ecological function region mode operating system, for the sake of exploring the methods of sustainable development of ecological functions; establish security system of operation mode of Greater Khingan Mountains ecological function region construction, which will ensure both the better operation of the mode and the demand of external environment.This dissertation attempts to use innovation and regional development mode to improve the regional development theory, in order to deepen and enrich ecological function region theories. It is hoped that In the process of regional development and utilization of effectively regulating the eco-regional development order, this dissertation can ultimately make the construction of Greater Khingan Mountains ecological function region more scientific and orderly. In short, this dissertation provides a scientific theoretical foundation for the construction of the Greater Khingan Mountains ecological function region and a scientific and informative empirical basis for the government to formulate Greater Khingan Mountains ecological function region mode. Meanwhile, it puts forward practical measures to enhance the effect of the construction mode, improve people’s livelihood in forest region and ensure the smooth development of ecological function region construction.更多还原
