中国共产党构建和谐社会实践研究

【摘要】 和谐是人们向往的美好生活状态,和谐社会是人类追求的崇高社会理想。中国共产党自成立之时起,就孜孜不倦地追求共产主义和谐社会,并致力探寻美好社会的实现途径。在这个艰难的探索过程中,中国共产党将马克思主义基本原理与中国的具体实际相结合,走出了一条具有中国特色的革命道路和建设道路,并不断朝着未来的共产主义社会迈进。构建社会主义和谐社会,是中国共产党在领导人民迈向未来美好社会新的历史起点上把中国特色社会主义推向前进的重大战略决策,而这个战略决策的实施必然面临着一系列理论与实践问题的艰难抉择,既需要我们深入进行理性思考,认真梳理和确立构建和谐社会的理论基石,又要从现实问题出发,努力解决和谐社会构建的实践难题。本文正是以和谐思想为起点,从社会现实出发,对中国共产党构建和谐社会的实践进行了深入研究。其研究内容主要包括以下五个方面。第一部分,党构建和谐社会的思想渊源。中国传统文化和西方传统文化中“和谐思想”的基本理念以及空想社会主义者“和谐社会”的美好憧憬,对我们党构建和谐社会给予了重要启示。由于这些思想和理念是与当时的社会生活紧密相连的,因此具有很大的局限性,我们必须在批判中加以吸收和创新,并结合当今时代的特点,赋予其时代内涵和意蕴,让中西传统文化中的和谐思想和理念在当代和谐社会建设中发挥积极作用。马克思主义经典作家对未来和谐社会的科学设想,为我们指明了实现美好社会理想的正确途径,为中国共产党构建社会主义和谐社会提供了重要的理论依据。中国共产党三代领导核心毛泽东、邓小平、江泽民和以胡锦涛为总书记的新一届中央领导集体有关和谐社会建设的精辟论述,是马克思主义和谐思想的继承与发展,对中国共产党构建社会主义和谐社会具有直接的指导意义。第二部分,党构建和谐社会的实践依据。我国正处在社会变革转型时期,为推动我国各项事业继续健康发展,中国共产党做出了建设和谐社会的重大决策,而这种决策有其客观的现实依据。一是国际的严峻形势和环境。虽然和平与发展是当今世界的主题,但国际社会并不太平,霸权主义和强权政治依然存在,国际恐怖主义活动依然猖獗,环境污染和生态危机还在加剧,给和谐世界造成了极大威胁。我们必须妥善处理这些问题,努力为自身发展营造一个和谐的国际环境。二是人民内部矛盾错综复杂。经过改革开放后的经济持续快速发展,我国经济社会获得了空前的繁荣,但人民内部各种利益矛盾也日益凸显出来。我们必须立足高远,切实提高解决矛盾冲突、构建和谐社会的紧迫性和自觉性。三是道德失范现象比较突出。在社会物质财富不断增长的同时,道德生活领域也出现了诸多不能忽视的新问题。社会成员如果缺乏共同的价值观念和道德追求,在面对利益矛盾冲突时就无法相互谅解,也无法解开心中的疙瘩。因此,社会各方必须通过道德精神的认同和实践,努力化解矛盾,融洽关系,实现和谐。四是党执政兴国的迫切需要。新的历史时期一些党员和领导干部的素质、能力和作风与新形势新任务的要求不相适应,党内某些腐败现象没有得到根本遏制,敌对势力的渗透和破坏也在危及国家安全和社会稳定,如果处理不好,势必影响政权的安危。因此,为了巩固党执政兴国的社会基础、实现党执政兴国的历史任务,必须切实加强和谐社会建设。第三部分,党构建和谐社会的实践内涵。社会主义和谐社会建设的内涵非常丰富,主要包括以下几个方面。一是稳步推进社会民主法治。中国特色社会主义民主政治制度进一步建立和健全,公众的政治建和谐社会必须最大限度地激发社会创造活力、最大限度地增加和谐因素减少不和谐因素、最大限度地化消极因素为积极因素。着力化解各种社会矛盾和冲突,真正做到防患于未然。第四,构建和谐社会必须坚持权利公平、机会公平、规则公平、分配公平。权利公平是维护群众权益的前提,机会公平是公平正义的基础,规则公平是公平正义的保障,分配公平是公平正义的实际体现,通过社会公平保障体系的构建促进社会和谐。第五,构建和谐社会必须立足于群众工作、基层民主、舆论引导、社会建设、干部作风等五大体系建设。群众工作体系是社会和谐的重要抓手,基层民主体系是社会和谐的政治保证,舆论引导体系是社会和谐的精神动力,社会建设体系是社会和谐的直接动力,干部作风建设体系是社会和谐的示范力量。

【Abstract】 Harmony is a better life state which people are pursuing for, and a harmonious society a social high ideal. Since the establishment of the Communist Party of China (CPC), she is assiduous in seeking a communist harmonious society and dedicating to exploring the realization ways. During the process of difficult exploration, CPC combines Marxist basic principles with Chinese specific situation, taking a revolutionary and construction road with Chinese characteristics, and striding forward towards the future happy society. At the new historical starting point of leading people into a better society, to build a harmonious socialist society is an important strategic policy of CPC to push forward socialism with Chinese characteristics. This strategic policy is necessarily faced with tough choices of a series of theoretical and practical problems which need to be considered in-depth rationally, and the theoretical foundation of harmonious society need to be cautiously set up and clarified. Furthermore, it is also required to explore practical challenges for building a harmonious society from the actual existence problems.This paper, based on harmonious thought and social reality, conducts a deep research on the practice of CPC’s building of harmonious society. The research contents consist of five parts. The first part explores the theoretical origins of CPC s building of harmonious society. CPC s building of harmonious society is enlightened from the fundamental spirit of "harmonious thought" in Chinese and western traditional culture, and the beautiful longings of "harmonious society" of Utopian Socialists. As these thoughts and spirits, tightly connected with the social life of the day, are with great limitations, we have to absorb and innovate it critically, and endow them with epochal connotation and implication, allowing the harmonious thought and idea in Chinese and western traditional culture to play an active role in our time. The scientific assumptions on the future harmonious society of Marxist classical writers provide us a proper way to realizing high social ideals and important theoretical foundations for CPC s building of a harmonious society. The incisive arguments of Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao, the four leading nucleus of CPC, are the inheritance and development of the harmonious thought of Marxism, which directly instruct CPC s building of a harmonious society.The second part covers the realistic basis of CPC s building of a harmonious society. In Chinese transition period of social changes, CPC makes significant policies for building a harmonious society, which have their objective realistic basis, to promote the healthy development of every undertaking. What comes first is the severe international situation and circumstance. Although peace and development remains the subject of today’s world, international community is not so peaceful, since hegemonism and power politics still exist, international terrorism activities still run wild and environmental contamination and ecological crisis are intensifying, all these bring serious threats to a harmonious world. Therefore, we are required to duly handle these problems to construct a harmonious international environment for self-development. The second problem is the complicated contradictions among the people. Along with reform and opening, the continuous and rapid development of economy unprecedented thrive China’s economic society but also highlight various profit contradictions among people. We are obliged to stand higher to improve the urgency and consciousness of solving contradictory conflict and building a harmonious society. Third, the problem of morality loss is serious. With the increasing development of material wealth, new problems in ethic field come into being. If there are no common values and moral pursuits, social members can not understand each other in face of interest conflicts. As a result, all social members must strive to resolve problems and realize social harmony by self-identity and practice in ethic area. Fourth is the desperate need for the Party governing and rejuvenating our country. In this new historical period, the quality, ability and style of work of some Party members and leading cadres become inconsistent with the task of new situations; besides, the corruption hasn’t been rooted out; what’s worse, the The fifth part comes to the experience and enlightenment gained by the Party in the process of building the harmonious society. In the practical exploration of a harmonious society, CPC has gone through many ups and downs, learned some profound lessons, and gained a wealth of experience, which are undoubtedly a valuable spiritual wealth for us to face the reality and prepare for the future. The experience and enlightenment of building a harmonious society can be summed up as follows. First, the Party herself is the fundamental force to build the harmonious society. Since the party’s self-construction determines the success of a harmonious society, we have to unify the thinking, effectively enhance the sense of responsibility and mission of building a harmonious society; we need to strengthen the party’s foundation by caring about the masses with the strict and meticulous management and perfect mechanism, highlighting the priority tasks, punishing the corruptions, strengthening the construction of the Party’s working style of a clean and honest administration to establish a good image and prestige in the public. Second, people-oriented and service-first, part-for-public and being-in-power-for-people concept is the backbone of constructing harmonious society. With a profound understanding of the achievements and problems in the realization of the interests of the masses during the period of social transformation, we ought to ensure that the people’s interests are placed in an important position and will be achieved and safeguarded. Moreover, the efforts to strengthen the Party’s capacity to realize the interests of the masses need to be enhanced. Third, we are expected to maximally stimulate the creativity of society, increase harmonious factors and decrease the unharmonious ones, turning the negative ones into positive ones, exert ourselves to resolve various social contradictions and conflicts and prevent the intensification of social conflict and contradiction between the cadres and the masses, and truly take preventive measures. Fourth, right equality, opportunity equality, rule equality and allocation equality promote harmonious society construction. Right equality is the premise of maintaining the rights and interests of the masses; opportunity equality is the foundation for fairness and justice, rule equality the safeguard and allocation the realization. Social fairness system facilitates social harmony. Last, constructing harmonious society must be based on the work of the masses, democracy at the grassroots level, the guidance of public opinion, social construction, and cadre work style construction. Masses work system is the foundation for social harmony; Democracy at the grassroots level is the intrinsic power; The guidance of public opinion the extrinsic power, social construction direct motive force and cadre work style the security force.
