泰国汉语教育政策及其实施研究

【摘要】 泰国汉语教育历史悠久,但在发展的过程中经历了很多坎坷。当前泰国汉语教育现状虽然快速发展但还存在着一些问题,阻碍汉语教育发展的因素主要体现在师资、教材、教学管理、学生及汉语教育环境宏观建设等方面,并且泰国各阶段教育都开设了汉语课程,却还没有制定测量学生汉语水平的系统,这也影响到了泰国汉语教育全局的发展。外语是国际交流的重要工具,1975年中泰重新建交之后,泰国政府逐渐放宽控制华文学校的政策,1992年泰国教育部下发了外语教学及汉语教学的新政策,为了促进泰国汉语教育的发展,2005年泰国教育部推出一个重要政策《泰国促进汉语教学以提高国家竞争力战略规划(2006-2010年)》,该战略规划的目标是为了泰国各级各类学校每个阶段的学生都能接受良好的汉语教育,使其汉语水平达到优秀水平。该规划出台之后受到泰国汉语教育机构以及公民的普遍欢迎,各部门都鼓励工作人员积极学习汉语。本论文主体分为七个部分,第一部分绪论论述研究背景以及研究方法框架等内容。第二部分阐述了东南亚国家的华文教育政策及其对比东南亚国家的华文教育政策。第三部分阐述了泰国汉语教育的演进与历程及其阐述泰国语言教育政策。第四部分主要论述泰国从古至今对汉语教育的相关政策。第五部分主要对泰国教育部《泰国促进汉语教学以提高国家竞争力战略规划(2006-2010年)》的政策分析。第六部分笔者结合调查问卷以及案例得出的结果,以反应泰国汉语教育政策实施的状况。第七部分,对泰国汉语教育的发展方向、发展价值、发展中存在的问题思考及提出建议。研究泰国汉语教育政策状况,分析泰国汉语教育政策实施,归纳总结以及对比泰国与其他东南亚国家的汉语政策,有助于为泰国与中国汉语教育相关部门在将来发展汉语教育制定供参考,以制定更适合泰国汉语教育的政策与措施,另一方面也借鉴东南亚国家汉语教育的经验,促进泰国汉语教育发展。

【Abstract】 Chinese language education in Thailand has a long history, but the process of development has undergone many ups and downs. Currently, though there is a rapid development in Thai Chinese Language education, there are still some problems hindering its development as reflected mainly in teachers, teaching materials, teaching management, and the macro construction of environment for students and Chinese Language education. Thailand has opened Chinese Language courses in all levels of education system, yet there is no developed system for measuring students’level of Chinese proficiency, and this adversely affects the overall development of Chinese Language education in Thailand.Foreign language is an important tool for international exchange. In1975, when Thailand re-established diplomatic relations with China, the Thai government gradually relaxed control of the policy of the Chinese school, and in1992, the Thai Ministry of Education issued a new policy for foreign and Chinese language teaching. In order to promote the development of Chinese language education in Thailand, the Thai Ministry of Education in2005introduced an important policy "Promoting Chinese Language Teaching in Thailand for Improving National Competitiveness and Strategic Planning (2006-2010)", the strategic goal of the plan is to enable Thai students receive quality Chinese Language education in all kinds of schools in each stage and all levels, thus enabling Chinese language proficiency level to achieve excellent standard. The introduction of the strategic plan was highly welcomed by the Chinese educational institutions and Thai citizens and all departments encourage their staff to learn Chinese language.This research paper is divided in to seven principal parts. The first part comprises the introductory part which discusses the background of the study, research methods and framework of the study etc. The second part describes Chinese language educational policies in Southeast Asian countries and makes a comparative analysis of the Chinese language educational policies in these Southeast Asian countries. Part three discusses the evolution and historical development of Chinese language education in Thailand, elaborating on Thai language education policy. The fourth part focuses on relevant Chinese language education policies in Thailand from the ancient times to the present. In the fifth part analyzes the Thai Ministry of Education "Promoting Chinese Language Teaching in Thailand for Improving National Competitiveness and Strategic Planning (2006-2010)" policy. Part six the researcher discusses the results of questionnaires and case-study and gives a reaction the status of the implementation of Chinese language education policy in Thailand. The seventh part reflects and gives recommendations on Chinese language education in Thailand in terms of direction for development, value in development, and the problems facing development.The research study is based on the Thai Chinese Language education policy and it analyzes the Thai Chinese Language education policy implementation. It also summarizes and contrasts the Chinese Language policy in Thailand with other Southeast Asian countries and act as a reference for the relevant departments of Chinese language education in Thailand and China for future development of Chinese language education, the development of more policies and suitable measures for Chinese language education in Thailand; and on the other hand, helps to learn from the experiences of other Southeast Asian countries in Chinese language education in order to promote the development of qualitative Chinese language education in Thailand.
