社区教育政策与公民学习权保障的研究

【摘要】 20世纪80年代,我国社区教育开始兴起,并且逐渐得到重视。1993年在北京召开了全国社区教育研讨会,会上提出了探索我国社区教育发展的新思路:“把社区教育和社区发展结合起来,把社区教育与教育管理体制改革结合起来,把学校教育与社区参与结合起来。”这一思路已被广泛接受,社区教育开始从青少年的校外教育转向大教育观下的社区教育,社区教育得以迅速和健康地发展,并由城市推向农村。我国社区教育在管理体制建设、社区教育经费筹备、社区教育资源整合、社区教育对象、社区教育内容与形式以及社区教育工作者队伍建设等方面都有所发展。社区教育活动由自发状态逐渐向组织化、系统化、制度化转变,社区教育工作上升到了一个新的水平。因此制定科学的社区教育政策对加强社区教育发展具有重要意义。“我们日益复杂化的社会使我们面临诸多越来越难于解决的政策问题”,1人们已经越来越重视政策研究,我国的“政策研究”起步于改革开放,并在我国社会科学和管理科学研究中逐渐确立了自己的地位,教育领域也逐渐对教育政策研究开始重视起来。“教育政策研究正成为国际教育研究中最突出的内容和最令人关注的焦点”,2作为教育研究领域重要组成部分的社区教育研究,理应适应社会潮流,关注社区教育政策研究。本文对社区教育政策与公民学习权的保障进行研究,对中华人民共和国成立以来,特别是对改革开放后我国社区教育政策的发展历程进行分析,并探讨我国社区教育发展中公民学习权不能得到充分保障所存在的问题以及制约我国社区教育发展的政策原因,在此基础上,参照国外在开展社区教育中保障公民学习权的情况,提出了完善我国社区教育政策的若干建议与对策。因此,本研究不但在理论上进行了探索,而且还具有现实层面的实践价值。本论文分为五章。第一章:主要是对国外社区教育政策与公民学习权保障进行研究,包括国外社区教育发展历程。第二章:聚焦于我国社区教育政策的历史和现状。介绍了我国导入社区教育的背景和我国开展社区教育的过程。对改革开放前我国社区教育政策的历史作了回顾,对改革开放以来我国社区教育政策的发展历程进行分析并总结其发展特点。对我国社区教育政策所蕴含的价值取向以及价值取向的变迁及其基本原因进行分析。对我国社区教育政策与公民学习权保障进行了简要分析。第三章:从公民学习权保障的角度,对当前我国社区教育政策的实践现状进行剖析。当前我国社区教育的发展取得了一些成绩,但是与当今世界社区教育发展所达成的共识——即社区教育发展应在终身教育的框架体系下,充分保障社区居民的学习自主权、学习条件保障权和自身个性的发展权相比较,仍然存在较大的问题,例如缺乏教育的权利意识、缺乏稳定的师资队伍、必要经费的短缺、教育资源不足、内容和形式的影响等,从而导致了社区居民参与率低、主体意识淡薄以及基本学习权难以得到保障。针对这些问题,本章进一步分析制约我国社区教育发展而不能保障公民学习权的政策因素主要是行政主导性的色彩较浓、受传统观念的影响较强、社区教育保障体系尚未形成、政策的执行力度较弱等。第四章:为了保障公民学习权对推进与完善我国社区教育的政策提出了一些理论与实践层面的建议。内容包括:推进社区教育理念的提升,加强学习权保障的政策意识;完善政策,构建以保障公民学习权为主的社区教育体系;科学管理,建立公民学习的社区教育保障机制;深化内涵,丰富以公民学习为主的社区教育内容。第五章:总结本研究的结论,创新之处和有待研究的问题。

【Abstract】 In the1980s, the Chinese community education began to rise, and increased emphasis on. Community education activities by spontaneous state gradually transformed into organized, systematic and institutionalized. Community education work has risen to a new level, therefore develop the scientific community education policy to strengthen the development of community education has great significance."We are faced with many policy issues that are increasingly difficult to resolve in our increasingly complex society" It has been more and more attention to policy research, China’s policy research started in the reform and opening up, and gradually established their position in the social sciences and management science in China, the field of education is gradually starting to focus on education policy research."Education policy research is becoming the most prominent international educational research content and focus of most concern" As an important part of community education in the field of educational research, it should adapt to the social trends, focus on community education policy research.This study, based on the perspective of learning right citizens of the People’s Republic of China was founded, especially for reform and opening in China after the development of education community policy analysis, and discusses the learning right guarantee citizens based on China’s community education policy ideas and the status of the practice, and based on this, the reference to the international community education social basic value orientation, and puts forward the citizens under the perspective of learning right perfect China’s education policy community of some proposals. So, the study not only has important theoretical value, but also has stronger practical relevance.In addition to the introduction of this study, the other is divided into five chapters.The first chapter:is mainly to the international community the rise of social education background, promotion and further development was summarized, the international community education to social basic value orientation was summarized and analyzed. Community education in China’s import of historical background and developing community education in China of the process.Chapter2:more systematically to reform and opening up China’s community education policy before the history review, since China’s reform and opening to the community education policy development process analysis, this paper summarizes the characteristics. For the typical six community education policy text reading, the elements, value orientation of changes and its reason is analyzed, and the Chinese community education policy value orientation was summarized and analyzed.Chapter3:based on the concept of learning right guarantee citizens to China’s current community education policy analyzed the current status of China’s current community education policy in the guide our community education development, made some achievements, continue to push China’s community education career move forward, but there are also some problems needed to resolve, such as community education policy has not been formed system, community education policy lack of theoretical research community education policy support, executive power shortage, community education policy administrative leading colour strong, etc. Restricting our community education practice of development of problems, such as traditional ideas, the lack of stability of teachers, lack of necessary funding support, residents participation consciousness is not strong and so on the comprehensive analysis.Chapter4:put forward in citizens under the perspective of learning right perfect our country community education policy Suggestions on it. Contents include:strengthen the learning right guarantee policy consciousness, promote community education of the concept of enhancing; Perfect policy, to construct the learning right guarantee citizens community that gives priority to education system; The scientific management, the establishment of a citizen learning community education guarantee mechanism; Deepening the connotation, rich citizens to learn the main content of community education.Chapter5:to sum up the study results, the novelty and the problem need to be researched.
