【摘要】 农业是国民经济社会发展的基础产业，也是安天下、稳民心的战略产业。没有农业的现代化就没有国家的现代化。发展现代特色农业是内蒙古自治区农业现代化的突破口和战略重点。内蒙古自治区既是国家粮食主产区、北方重要的生态屏障、少数民族聚集区，也是典型的生态脆弱区和经济欠发达区，发展现代特色农业是推动内蒙古农业现代化，实现增产、增收、增绿的重大战略选择。本文探讨了现代特色农业的基本内涵。认为现代特色农业相对于传统特色农业：一是国民经济发展的背景不同，以工促农、以城带乡力度逐步加大。二是功能不同，更加关注农业多功能融合。三是特色的内容不同，创造特色的环节和途径更加广泛。四是发展方式不同，发展主要依靠现代集约型方式。五是在区域发展中的任务与地位不同，作为主导产业、支柱产业的地位更加突出。本文认为区域农业特别是粮食主产区打破大宗粮食作物与特色农产品的传统界限，将优质、专用粮食作物按照比较优势就是特色、差异化就是特色的理念，作为特色农产品发展，可以从根本上保护种粮农民的积极性，巩固粮食安全。本文基于对新时代农业基本特性的新认识、中国特色农业现代化的基本特征和现代特色农业基本内涵的分析研究，构建了内蒙古自治区现代特色农业研究体系，内容包括：内蒙古农业基础地位分析、内蒙古现代农业发展阶段和水平分析、内蒙古特色农产品区域比较优势分析、内蒙古现代特色农业区域布局研究以及内蒙古现代特色农业发展战略。创新了内蒙古自治区现代特色农业区域布局研究方法：以城乡统筹理论为指导,综合内蒙古主体功能区划中的农业功能区布局、基于比较优势的内蒙古特色农产品区域布局以及内蒙古区域水土资源可持续利用潜力分析研究结果，从点、区、带多层次相结合，优化现代特色农业区域布局。分析了内蒙古自治区现代特色农业所处的各种影响因素，运用系统分析的综合分析方法，提出内蒙古自治区现代特色农业发展战略：在统筹城乡经济社会发展，实行以城带乡、以工促农的基础上，大力发展现代特色农业，实施“收缩集中，集约发展”战略：促进农业发展战略重点向农业主体功能区集中，特色农产品生产向优势产区集中，农业开发重心向水土资源可持续发展潜力大的地区集中，农村人口向城镇集中；主要以综合应用科技投入和机械化、劳动力素质提高和农业生产经营制度创新为支撑发展农业综合生产能力，协调推进工业化、城镇化、农业现代化，协调推进现代特色农业经营产业化、农民生产经营组织化、特色农产品品牌化；协调推进现代特色农业生产区域化、特色产品产业化、发展可持续化；协调推进农业生产规模化、机械化、集约化；协调推进现代特色农业生产组织企业化、生产专业化、生产技术标准化；协调推进公共服务体系化、从业人员知识化、服务信息化。更多还原

【Abstract】 Agriculture is not only the basic industries of the national economy and social development, butalso the strategic industries of the country stability. Agricultural modernization will moderniz thecountry. The development of modern agriculture with special characteristics is the breakthrough pointand strategic focus of the modernization of agriculture in Inner Mongolia. Inner Mongolia is one of thenational major grain producing areas; the North an important ecological barrier; minority areas;itypical ecologically fragile zones and underdeveloped areas. The development of modern agriculturewith special characteristics can be coordinated to promote the completion of the increase faced by theInner Mongolia Agricultural Modernization, income, growth green tasks to achieve economicefficiency, ecological and social benefits of harmony and unity.This article discusses the basic connotation of the modern characteristics agriculture. The moderncharacteristics agriculture is different from the traditional characteristics agriculture as follow: First, thebackground of national economic development is different..Efforts to promote agriculture throughindustry and promote remote area by cities is gradually increasing. Second, Functions are different,modern characteristics agriculture is more concerned about the multi-functional integration ofagriculture than traditional characteristics agriculture. Third. contents of Characteristics are different,modern characteristics agriculture is to create unique links and a more extensive way. Fourth, developin different ways, the development of modern characteristics agriculture is mainly depends on themodern intensive manner. Fifth, tasks and status in regional development are different,, the prominentposition of the modern characteristics agriculture in leading industries and pillar industries is moreobivious.. This article believes regional agriculture, especially major grain producing areas to break thetraditional boundaries of staple food crops and characteristics of agricultural products and develop highquality, professional food crops as a special agricultural products in accordance with the concept thatadvantages and difference are the characteristics,, will fundamentally protect the enthusiasm of grainfarmers and ensure food security.This article based on the analyses and researches on the new understanding of the basic features ofthe new era of agriculture, the basic Chinese modern characteristics agricultural and the basicconnotation of modern characteristics agriculture,build up the modern characteristics Agriculturalresearch system of Inner Mongolia. The system include: analysis of basic position in agriculture ofInner Mongolia; analysis of development stage and level of Inner Mongolia agriculture; analysis ofcomparative Advantages of the regional distribution of the characteristics agricultural products in InnerMongolia; and researches on layout of the modern characteristics agriculture of Inner Mongolia andmodern features in Inner Mongolia agricultural development strategy. This article also innovated theresearch methohds on layout of the modern characteristics agriculture of Inner Mongolia. The method isusing urban and rural area integration as the theory and integrating Inner Mongolia resources, layoutfeatures of the productivity and layout of functional areas in the main function zoning plan: also based on the resaech results on the distribution of the comparative advantage of local agricultural products inInner Mongolia regional as well as analysis of potential for sustainable use of land and water resourcesin Inner Mongolia.This method combine of multi-level and optimize the layout of the moderncharacteristics agricultural areas in Inner Mongolia.By analyzing of the variety of environmental factors affecting the modern characteristic agriculturein Inner Mongolia with comprehensive analysis methods, the development strategy of Inner Mongoliamodern characteristic agricultural were proposed. On the basis of overallplanning economic and socialdevelopment in urban and rural with city promoting countryside, industry promoting agriculture,vigorously develop the modern characteristic agriculture with “contraction concentrated, intensivedeveloping” strategy: shifting the focus of agricultural development strategic to the main functionalareas of agriculture; focusing the production of characteristic agricultural products to the advantageproduction area; changing the focus of agricultural development to the areas with great potential of thesustainable development of soil and water resources; centralizing the rural population to urban areas.Mainly focusing on integrated application of technology and mechanization of agriculture, improvementof labor quality and innovation of agricultural production and management system, to support theincreasing of agricultural production capacity, to coordinately promote industrialization, urbanization,agricultural modernization, to coordinately promote the regionalization, specialization, sustainability ofmodern agricultural production, to coordinately promote industrialization, organization, branding ofmodern agribusiness, to coordinately promote public service system, employing educated, servinginformatization, to coordinately promote large scale production, mechanization, intensification, tocoordinately promote specialization, standardization, branding of modern agricultural production.更多还原
