【摘要】 《申报》受国内外环境、办刊人思想、报业之间竞争等因素影响,对民国弱势群体社会保障问题非常关注,报道了大量这方面内容。《申报》报道弱势群体社会保障主要栏目为《新闻》、《时评》和《自由谈》,其中在《时评》和《自由谈》中对社会保障状况进行分析和点评。《申报》在报道时充分发挥时效性、真实性、连续性、情感性、频繁性、多样性的新闻特点,给读者以强烈的震憾。《申报》报道中民国弱势群体社会保障包括的内容非常广泛,既有急赈、工赈、移民垦荒、遣资回籍、防疫等措施,也有针对儿童(包括灾童、婴幼儿、孤儿),东北难民、贫民、乞丐残废、出狱犯、不幸华侨等特殊人群的保障。《申报》对政府和民间慈善组织非常关注,大量报道了两者在弱势群体社会保障中作用,同时对两者间的关系也进行了报道和分析。转型时期弱势群体社会保障有着鲜明的时代特色。政府在社会保障中职能加强、社会保障资金筹集多元化、失业成为全社会关注的焦点、国际交流的加强、新型手段的运用、传统与近代并存等等。但是军阀混战、日本侵华、财政不济、贪污腐败等一系列问题影响着当时社会保障的发展,而国民政府又把进剿红色政权当作首要大事,更是使得民国社会保障事业发展迟缓。《申报》对民国弱势群体社会保障的报道一方面为社会保障学发展进程理论提供相关支持材料；另一方面引导了全社会对下层民众和灾民的关注,提高了民众的社会保障意识,在灾害救助中发挥出重要作用,在一定程度上起到对政府舆论监督作用。但是通过与《大公报》在报道社会保障问题上进行对比,可以明显看出《申报》在关注弱势群体社会保障问题上商业性强,无论思想层次还是内容比起《大公报》都逊色很多。更多还原

【Abstract】 Affected by the domestic and international environments, editor’s ideas, competition between the press company and other factors,"Shun Pao" is very concerned about the vulnerable groups of the social security problem during the period of the Republican, and reported a large number of these aspects."Shun Pao" reported that the main contents of the social protection of vulnerable groups is "News","Commentary" and "Free Talk", in which the "Commentary" and "Free Talk" made analyse and reviews of the Social Security situation."Shun Pao" gives full play to the timeliness of reports, authenticity, continuity, emotionality, frequency,-the diversity of news characteristics, also gives the reader a strong shock.During reporting,"Shun Pao" is extensive covers vulnerable groups of social security in the Republican period, including the contents of both acute relief, work relief, immigrants who worked hard to repatriate capital back to the membership, vaccination and other measures, but also for children (including disaster children, infants and young children, orphans), refugees from Northeast, the poor, beggars, crippled, criminal who was released from prison, unfortunate overseas Chinese and protection for other special populations."Shun Pao" is very concerned about the government and non-governmental charitable organizations, a lot of reports reported the functions at vulnerable groups of social security between the government and non-governmental charitable organizations, as well as reports and analysis of the relationship between the two.Vulnerable groups of social security has a distinctive character during transition period.The government strengthen functions of social security, raised diversification of social security funds, unemployment become the focus of concern in the whole society, the strengthening of international communication, the usage of new means, tradition and modernity coexist and so on. However Warlordism, Japanese invasion, financial incompetence, corruption and a range of issues affect the development of social security, while the National Government prioritized that exterminate the communist regime is the primary event, which delayed the development of Social Security career in the period of Nanjing national government."Shun Pao"’s reports on social security of vulnerable groups in the Republican on the one hand provide relevant support materials for the development process theories of social security. On the other hand guided the attention to the lower classes and the victims all over the whole society, improved people’s awareness of social security, played an important role in disaster relief, and played the role of government supervision by public opinion to some extent. Compared with "Ta Kung Pao" about social protection for vulnerable groups., it is clear that the "Shun Pao" is much stronger in the commercial concerned about social protection for vulnerable groups., regardless of ideology or content level "Shun Pao" is more inferior than the "Ta Kung Pao".更多还原
