【摘要】 晚清的数十年尤其是清末新政时期,中国社会经历了前所未有的巨大变迁。这一变迁反映到典章制度上的变化也尤为剧烈。其变化的速度之快,变化的层面之广,令当时清政府的各级主政者也大有应接不暇之感。因而,有目的地将相关典章制度分类整理、汇辑成书,为官员施政提供参考之用,在当时具有强烈的现实意义。编纂于清末的《皖政辑要》就是这样一部具有资政色彩的地方政书。这部反映晚清安徽全省概貌的政书典籍,是由皖抚冯煦积极倡导并主持编纂而成的。冯煦久历晚清官场,在数十载的宦海沉浮中,儒家积极入世的优良传统在其身上得以传承,经世致用的政治思想在其身上得以彰显。作为一个政治家,冯煦的史学思想是其政治思想的自然延续。在冯煦经世致用的史学思想指导下,《皖政辑要》的编纂者本着“为官吏研究政治之资”的著书宗旨,无论是在史料的搜集上,还是在体例的安排上,均有不俗的表现。该书史料的汇辑,融入了编纂者对政府档案文献、地方史志和政书典籍的广泛搜集之功,这为下一步具体组织材料、记载历史打下了良好的基础。时代的发展,社会的进步,在客观上则要求编纂者在继承前人的基础上有所创新,以灵活多样的表现形式展现历史的新貌。《皖政辑要》的编纂者对此躬行有得。全书以清末中央政府新官制为纲目分为十科,其中交涉、民政、学务、农工商、邮传五科,从形式到内容均系当时首创,度支、军政两科之事目亦多有新意。经过编纂者的精心安排,该书在篇目上破旧立新,在取材上推陈出新,从而使晚清安徽社会出现的新事物得以包容,新变化得以展现。这极大地拓展了政书体的叙事空间和叙事容量,是对以往政书体例继承中的创新,为研究政书体在晚清的发展提供了绝佳的案例。此外,经世致用不仅是《皖政辑要》编纂的目的,更是其政治归宿。书中那些精辟简洁、与现实政治密切联系的论述,正是主政者施政经验和治政理想的历史总结,蕴藏着深刻的思想内涵,是全书灵魂之所在。这些深刻的思想内涵集中表现在清末安徽新政的诸多事项方面,对于当时及后世安徽经济社会的发展显然具有重要的借鉴意义。正因为此,《皖政辑要》以其珍贵的文献价值,理应在中国的政书发展史上占有重要的地位。更多还原
