【摘要】 在中国，石油煤炭等能源的大量消耗造成环保与能源安全的双重压力，这都要求中国调整现有的能源结构，其中包括增加天然气在一次能源中的占比。中国天然气产业的发展起步较晚，产业推广受到基础设施建设的严重制约，主要体现为天然气管线结构脆弱、战略储备建设进度滞后。本文通过对比国内外天然气基础建设的情况，分析了中国天然气战略储备体系中存在的不足，并针对体系中的技术特征及目前存在的问题，本文在国内较先分析了体系建设滞后的根本原因并提出方案。本文还在国内首次提出建设LNG中继站吸引地方和企业参与到中国天然气战略储备中来的技术方案，LNG中继站是一个以完善中国天然气战略储备为主要目的，涵盖LNG储运、利用等天然气大部分产业链的综合性设施，通过充分利用LNG的理化特性及冷热能利用，积极推广LNG产业发展，实现整体营运的收益，从而吸引地方和企业参与建设LNG中继站，最终完善天然气战略储备体系。本文针对LNG中继站的建设设方案、LNG中继站的综合经营模式、LNG中继站对天然气产业的促进作用，以及LNG中继站建立的经济评价模型进行了研究，并以浙江宁波某LNG卫星站为例进行了经济效益的实证分析与评价。论文取得如下主要成果：1.分析中国天然气战略储备体系建设进度滞后的原因，提出在我国南方地区积极鼓励地方资本参与天然气战略储备体系建设的新模式。2.提出了LNG中继站的概念，系统论述了LNG中继站对中国天然气产业发展和提高能源战略安全保障的重要作用。3.系统探讨了LNG中继站建设的技术途径，包括LNG中继站的选址要求、储备规模的决定要素、生产工艺的设计等，为LNG中继站建设提供了科学依据。4.根据项目投资评估办法，建立了LNG中继站运行投资的经济评价模型。5.通过对长三角地区某LNG热电联产项目的实地调查和研究，分析其经济数据，对LNG中继站盈利能力进行了较系统的经济评估。更多还原

【Abstract】 The rapid developing of Chinese economy results in increasing need for energy,but on the other hand the energy, especially oil, will put great pressure on environmentand energy safety when consumed. So it’s necessary for China to change energystructure and raise natural gas’s ratio in primary energy. But the generalization ofnatural gas is severely hindered by infrastructure construction problems. China’snatural gas industry started later than some other countries and the natural gas pipesstructure is weak and lack of strategic reservation construction compared withdeveloped countries, the developing schedule is lagging behind and no overallstrategic plan available.This paper analyzes the severe defects existing in china’s natural gas strategicreservation system via comparing natural gas infrastructure constructions of bothhome and abroad. As to the technological characteristics and existing problems, thispaper puts forward solutions by analyzing the basic reasons for the lagging behind ofnatural gas strategic reserve system construction. And we put forward a technologicalpolicy firstly mentioned in China about attracting local people and companies to takepart in the natural gas strategic reservation system by constructing LNG relay stations.The LNG relay station is a LNG reserving equipments-cored comprehensive facilitycovering LNG reservation, transportation, usage and other natural gas industry chains.It aims at perfecting China’s natural gas strategic reservation. By making full use ofLNG’s physicochemical properties and cooling and heating energy, and combiningcontinuous promotion of LNG industry, we can make overall profit. In this way, weare able to attract local people and companies to take part in LNG relay stationsconstruction and perfect the natural gas strategic reservation system finally.This paper is about research on LNG relay stations’construction plan, LNG relaystations’comprehensive operation module, LNG relay stations’promoting effects tonatural gas industry, the LNG relay stations’economic evaluation model, and take aLNG satellite station(Zhejiang province)as an example for economic empiricalanalysis and assessment.Main research achievements of this paper include:1. Reasons for the lagging behind of China’s natural gas strategic reservationsystem construction and propose the local capital of the southern area to take part inthe system construction.2. Putting forward the concept of LNG relay stations, and analyzing theimportance of LNG relay stations to China’s natural gas industry development andenhancement of strategic energy safety.3. Analysis on the address requirements, scale deciding factors and design craftsof LNG relay stations.4. The build of economic evaluation model for the operation and investment of LNG relay stations.5. Evaluation on LNG relay stations’profitability by on-site investigation andresearch and economic data analysis on a LNG cogeneration project in Yangtze riverdelta area.更多还原
